About this file

This document is a Sources Sought Notice for a contract opportunity related to 3D computational fluid dynamics software for civil and environmental engineering applications. The government is seeking software that can model air entrainment, sediment scour and transport, tailings flows, and utilize true volume of fluid methodology. The software must support multiple turbulence models, visualization post-processing, and GeoTIFF terrain data. A unified solver for both workstation and high-performance computing is required. The government currently intends to award a sole-source contract to Flow Science, Inc. for this software and maintenance, but is conducting market research to determine if similar offerings are available. Responses should include company information, capability statements, and any feedback on potential restrictions to competition. The government will use the responses to determine the appropriate procurement method, which may include a small business set-aside or full and open competition.

Specifications:

3D computational fluid dynamics software is needed to model solutions for civil and environmental engineering. It must be capable of modeling air entrainment, sediment scour and transport, tailings flows, and 2D/3D hybrid modeling. The computation software must utilize true volume of fluid methodology and be able read and write data in flsgrf, EXODUS II, or both flsgrf and EXODUS II formats.

The software must be capable of utilizing multiple turbulence models including: dynamic mixing length calculation for two-equation (RANS), LES, Prandtl missing length, one-equation, standard k-epsilon, k-omega, and two 2-D depth-averaged shallow water models. The software must include visualization post processing capabilities and be able to natively support the GeoTIFF terrain data. A unified solver to work on both local workstation and high-performance computing hardware is required. The software must be able to model and accurately represent free surface flows in and around hydraulic structures seamlessly.

Base plus four (4) option years for maintenance.
