About this file

This document is a Request for Quotation (RFQ) for a self-contained cabinet x-ray system capable of imaging seeds infested with various internal feeding stored product insects. The system must meet detailed technical specifications outlined in Attachment 1, including 16-bit contrast, 40-90 kV x-ray source, 5x geometric magnification, resolution greater than 100 lp/mm, and integrated optical imaging. The contract will be awarded as a firm-fixed-price contract to the responsible offeror whose conforming quote is the most advantageous to the Government, price and other factors considered. The solicitation will use a Lowest Price Technically Acceptable (LPTA) evaluation process, with the x-ray system specifications and past performance as the technical factors. The requirement is set-aside for 100% Small Business and delivery must occur within 60 days after award. Quotes are due by 5:00 PM EST on July 24, 2024 and are to be submitted via email to the Contract Specialist.

Specifications

Background and Scope

USDA-ARS in Manhattan, KS is in need of a self-contained cabinet x-ray system that is capable of imaging seeds (including corn, wheat, sorghum, and rice) infested with various species of internal feeding stored product insects (such as lesser grain borer, larger grain borer, rice weevil, maize weevil, and Indianmeal moth). The x-ray system must be capable of detecting multiple life stages, including small larvae, pupae, and adults, and eggs of some larger stored product insects species. To accomplish this, we require the following specifications and we propose that the Kubtec Xpert 80 Scientific, 90kV.

Requirements

1. 16-bit contrast or 65,536 shades of gray per image

2. 40-90 kV X-ray source

3. Up to 5x Geometric Magnification

4. Resolution greater than 100 lp/mm

5. Focal spot size of 3-5 um

6. CMOS Detector size 10” x 12” with a 90 kV x-ray source

7. Proprietary BLENDER software feature to combine X-ray and optical images in a single view

8. Integrated optical camera for High-Resolution optical imaging

9. Seed Analyzer Software, capable of counting insect infested seeds

10. Installation and training must be included.

11. Ability to save images to a variety of different file formats, including TIFF and JPEG.

12. No consumable items (e.g., sample containers) required for normal operations.

13. Free-standing system with dimensions of 24” L x 24” W x 66.5” H.

14. Must included a standard wheeled cart system to allow for the system to easily be wheeled to a lab or storage area by one person.

15. Foldable arm to hold monitor and keyboard that can be folded flat against the system for easy storage.

16. Moveable monitor/keyboard arm, allowing for user to operate the system from either seated or standing positions.

17. Simple one-button operation with no specialized training required.
