Specifications 300 Tons of Bulk Cold Mix Asphalt for Indian Cove Campground Rattlesnake

Canyon Road

Part 1: Scope/Background/Objective

1.1 Scope

The Contractor shall source and provide 300 tons of bulk cold mix asphalt (CMA).

Contractor shall arrange delivery to the Indian Cove Campground Rattlesnake Road located at Joshua Tree National Park (JOTR). Deliveries will be on call in quantities of 50 tons until the full 300 tons have been delivered.

All vehicles making deliveries will need to undergo a weed free inspection during the initial delivery into the park. The location and time of such inspections will be determined by the Roads Foreman in conjunction with the contractor.

This project may require intermittent deliveries based on other work that comes up in the park. If so the Roads Foreman will work with the contractor to identify a date in which deliveries can resume.

1.2 Background

The park’s Roads Maintenance program has been approved to carry out a major rehabilitation project for Indian Cove’s Rattlesnake Canyon Road. The existing CMA road is decades old and has deteriorated to the point where an overlay of fresh asphalt is required.

1.2 Objective

The objective of this contract is to provide the required supply of cold mix asphalt that meet the objectives of the Maintenance Division, as well as requirements of NPS regulation and policy.

Part 2: Contractor Tasks & Supplies

2.1 Task

The primary task for the contractor is to source and deliver 300 tons of cold mix asphalt. The contractor will guarantee delivery of the asphalt to the Indian Cove Rattlesnake Canyon Road located in Twentynine Palms CA, 92277. The material will be delivered directly onto the road which is being overlayed.

The contractor will be responsible for coordinating delivery with the Road’s Maintenance Foreman or his designee and will not schedule a delivery without explicit verbal confirmation. Deliveries will be on a on-call basis for 50 tons at a time. All delivery requests made by the Roads Foreman will be at least 2 weeks before the requested delivery date.

The roads crew is expected to ask for deliveries of approx. 50 tons each during each delivery request. The deliveries will be requested over the length of the period of performance, which is from September 30th, 2023 until February 29th, 2024.

Deliveries may only take place from Monday – Thursday of each week. Fridays, weekends, and federal holidays are non-workdays for the Roads section and personnel are not authorized to work overtime to facilitate deliveries on these days. Any delivery attempt outside of these days will be rejected. Delivery will need to occur between 6:30am and 4:00pm and no deliveries outside of those times will be accepted.

Part 3: Contract End Items

Inspection and acceptance of 300 tons of cold mix asphalt will be made by JOTR personnel. A weed free inspection of all vehicles hauling material must be made before entering the park boundaries. Upon delivery of a total of 300 tons of the specified cold mix asphalt, the contract will be considered complete.
