RFQ No. 140P8422Q0144, Attachment 1

SPECIFICATIONS

ENGINE

1. The engine shall be diesel-fueled and meet EPA Tier 4 Final requirements.

2. Engine-rated gross power shall be no less than 140 horsepower.

3. Cooling system shall have a reversible fan for cleaning coolers.

4. Battery box shall have a locking feature to discourage theft.

5. Fuel tank shall have a capacity of no less than 40 gallons.

6. Engine shall be turbocharged or have a USDA Forest Service-approved spark arrestor on the exhaust.

7. Under-hood engine air cleaner shall be dry type, dual-element with evacuator valve, and service indicator.

8. A battery disconnect switch shall be accessible from outside the cab and shall disconnect all loads except computer memory functions.

DRIVETRAIN

9. The transmission shall be hydrostatic drive.

10. The transmission shall provide at least two-speed ranges in both forward and reverse directions.

11. Front and rear axles shall provide limited-slip or operator-controlled locker operation.

12. Hydrostatic drive system shall be a closed loop, variable displacement to reduce generated heat.

13. The service braking system shall be foot-operated and of the wet disc type.

14. An independent parking brake must engage automatically on a loss of hydraulic pressure.

15. Two-wheel and four-wheel steering must be available, and operator selectable.

16. Operator shall have control of direction and speed of travel within a selected speed range without removing the right hand from boom controls.

17. Tires shall be a multi-purpose radial type and shall have a width of 17”-21”and a sidewall height of no more than 13”.

CAB

18. The cab shall be ROPS ISO 3471 and FOPS ISO 3449 certified.

19. Windows on the right side of the cab shall be polycarbonate and capable of protecting the operator from objects thrown by the mower head.

20. The steering wheel shall have tilt and telescopic adjustments.

21. 3" retractable seat belt shall be provided.

22. Sufficient hand holds and steps shall be provided to allow the operator to maintain three points of contact while entering and exiting the cab.

23. The seat shall be cloth covered and have air suspension.

24. The machine will have a cab heater and air conditioner from the factory.

25. The cab shall have left and right outside mirrors and inside mounted rear view mirror.

26. The windshield shall be equipped with a multiple-speed wiper.

27. A backup camera shall cover the area directly behind the machine and the display shall be no less than 6 inches.

28. Machine shall have gauges for fuel level, oil pressure, coolant temperature, hydraulic oil temperature and engine RPM visible from the operator’s seat.

LIGHTING

29. Turn signals, headlights, reverse lights, brake lights and taillights must be provided.

30. A flashing amber warning light must be visible from the front and rear of the machine.

31. LED work lights shall be mounted on the front and right sides of the cab and shall provide sufficient illumination to allow safe operations during dawn and dusk.

HYDRAULICS

32. Machine shall have separate hydraulic pumps for travel, mower, and boom functions.

33. The hydraulic tank shall have an external sight glass with labels for minimum and maximum operating levels.

34. All hydraulic hoses within 18” of ground level shall be protected from objects thrown up by the tires.

35. Mower drive system shall be a closed-loop variable displacement system.

36. Machine shall have a hydraulic temperature gauge with a high-temperature warning.

BOOM/MOWER

37. Boom shall be mid-mounted on the right side and allow for 180-degree rotation.

38. The boom system shall have the following functions: vertical boom lift, dipper crowd, horizontal swing, mower deck tilt, and mower gate open and close.

39. The horizontal swing circuit shall have a hydraulic relief to protect the boom from an impact to the front or rear of the mower deck when the boom is perpendicular to the direction of travel.

40. All above boom functions shall be controlled by one joystick with the operator’s right hand.

41. Boom sections shall be welded steel plate not less than 3/8”.

42. The boom shall be capable of mowing no less than 22 ft horizontally from the centerline of the machine with a 50” Mulching head, at ground level.

43. All boom sections shall have replaceable bushing for pivot pins.

44. Main boom lift cylinder shall have a rod diameter of no less than 2.5”

45. Crowd cylinder shall have a rod diameter of no less than 2.0”

46. Machine shall be equipped with a 50”, Mulching head capable of mulching 8” woody material.

47. Mulching head shall come equipped with a 180-degree swivel actuator

48. Machine shall have front lift arms with universal attachment mount and Aux hydraulics capable of running a 96” hydraulic angling broom

GENERAL

49. The machine shall come with operator manual repair manual and parts manual

50. The machine shall have a transport width of no more than 108 inches without removing any components.

51. The manufacturer shall provide a warranty on all parts and labor for no less than one year from the date of delivery. Warranty repairs shall be made at or within 100 miles of the government facility. Work shall begin on warranty repairs within 5 business days of the report of the deficiency to the manufacturer.
