About this file
This document is a Request for Quotation (RFQ) for the purchase of Trace Gas Analyzers and Automated Long-Term Soil Sampling Chambers in Saint Paul, MN. The Agricultural Research Service (ARS), Plains Area Administrative office, Acquisition and Personal Property office intends to award a single firm-fixed-price contract for this requirement.
The technical specifications require an OF-CEAS analyzer capable of monitoring nitrous oxide and water vapor fluxes, an NDIR analyzer capable of monitoring carbon dioxide and water vapor fluxes, and four self-powered long-term soil survey chambers. The equipment must meet various performance and operational requirements and be delivered within 90 days of contract award. This is a 100% Small Business set-aside opportunity with an evaluation process using Lowest Priced Technically Acceptable factors. Offers are due by 11:00 PM EST on August 26, 2024 and should be submitted electronically to the Contract Specialist.

Specifications Project: Trace gas analyzers and automated long-term soil sampling chambers
GENERAL INFORMATION
1.0 Scope of Work: The USDA-ARS St. Paul, Minnesota location is requesting a trace gas analyzer system with four automated soil flux survey chambers to collect and compare real-time fluxes nitrous oxide, carbon dioxide, and water vapor.
2.0 Background: The St. Paul ARS Unit conducts research on developing and evaluating cropping systems that include perennial forage crops and are designed to improve soil health and water quality, reduce greenhouse gas emissions, and mitigate and adapt to climate change. Nitrous oxide, carbon dioxide, and water vapor flux monitoring equipment is needed to expand existing research on the impacts of perennial crops on greenhouse gas emissions and field carbon footprints. The new analyzer system will add valuable nitrous oxide and carbon dioxide data to an existing study and will expand the range of crop management practices that can be evaluated.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks: Required specifications for trace gas analyzer systems:
OF-CEAS (Optical Feedback – Cavity Enhanced Absorption Spectroscopy) analyzer capable of monitoring nitrous oxide and water vapor fluxes at 1 Hz, with a measurement range of 0 to 100 ppm for nitrous oxide
NDIR (non-dispersive infrared) analyzer capable of monitoring carbon dioxide and water vapor fluxes at 1 Hz, with a measurement range of 0 to 20,000 ppm for carbon dioxide Analyzers must come with durable, weatherproof case and be suitable for long-term field deployment and have an operating range of at least -22 to 110º F.
Analyzers must have ethernet and wi-fi connectivity capability.
Analyzer batteries must be hot swappable.
Analyzer filters must be replaceable from outside of the case.
System should come with software to compute fluxes and perform data QA/QC.
Four self-powered (automated) long-term soil survey chambers with a reach of 15 m or greater from the analyzers, along with all required cables, power connects, and splitters to connect to the analyzers.
Chambers should use SDI-12 connections.
Chambers should have a maximum power draw of 7.5 W and achieve air mixing without a fan.
4.0 Government Furnished: Not applicable.
5.0 Deliverables / Schedule: Equipment should be delivered to: USDA-ARS, Plant Science Research Unit, 1991 Upper Buford Circle, Rm 194A Borlaug Hall., St. Paul, MN 55108; Shall be delivered 90 days after receipt of award.
6.0 Travel: Vendor will schedule onsite installation.
