STATEMENT OF WORK

TITLE: Slab Replacement NLGRP

1. BACKGROUND:

The Agriculture Research Service (ARS) is the chief in-house agency of the United State Department of Agriculture (USDA) located on Colorado State University (CSU) campus. The USDA ARS Facility department is responsible for providing an adequate and safe work environment for research and genetic resource preservation. National Laboratory for Genetic Resources Preservation (NLGRP) is located at 1111 South Mason Street, Fort Collins, Colorado, 80521-4500.

2. OBJECTIVE:

The intent of this solicitation is to reset concrete slabs that have shifted over time. The location is on the north wall and in the lobby/ main entrance of NLGRP. install four (4) new BACnet cards on three of the new units supporting rooms 206, 223, 224 cooling areas and one supporting the seed collection storage vaults located on the first floor inside the seed vault area. BACnet cards will be programmed in existing. All work shall be performed in a professional manner using equipment and techniques to meet accepted industry standards.

3. SCOPE:

3.1. Contractor will locate lines in the main hallway, Corridor A, B, C, rooms 122,123,124,126, lobby main entrance, four offices directly south of main lobby, office rooms 118,119,121, balance of corridor. These seven (7) areas will be poly leveled to correct slab displacement on the first floor of NLGRP.

3.2. Areas need lifting and level to original position. Areas listed below were identified as follows:

3.2.1. Corridor A- Lift approximately 114’ x8’ x 2.5 “in height.

3.2.2. Corridor B- Lift corridor running from North to South adjacent to rooms 124 &126.

Approximate area affected 33’x5 ‘x 2.5”.

3.2.3. Corridor C – Lift corridor running West to East adjacent to rooms 122 & 123.

Approximate area affected 21’x5’x 2.5” in height.

3.2.4. Rooms 122,123,124, and 126- The rooms are in a contiguous pattern next to Corridors “B” and “C”. Approximate area to be lifted is 70’x13’x 3” in height.

3.2.5. Lobby area- Lift main entrance area. Estimated area is 38’x16’x1’ in height.

3.2.6. Four offices and corridor directly South of Main Lobby area- Lift area is 50’x 20’ x 1” in height. Fill voids and corridor directly South of the main lobby.

3.2.7. Office rooms 118, 119, 121, and balance corridor. Lift voids throughout corridor and main offices directly South of Main Lobby. Area affected is 40’ x18’x1” in height.

3.3. The Contractor shall furnish all labor, supervision, equipment, tools, transportation, and service necessary (unless otherwise specified herein) to perform the services required in accordance with commercial standards, local, state, and federal laws, and the requirements of this SOW.

3.4. The contractor will coordinate with facility staff to minimize disruption of scientific research in adjacent areas under construction.

3.5. The contractor shall protect the remaining floor areas around work areas with either drop cloths, heavy construction paper or plastic.

4. PERIOD OF PERFORMANCE: Performance period will begin 30 days after acceptance of contract. The period of performance will be for 90 days.

4.1. Recognized Holidays. Holidays to be observed are as follows. When scheduled services fall on an observed federal holiday contractor shall perform services on next business day.

4.2. HOURS OF OPERATION: The contractor is responsible for conducting business between the hours of 0730 to 1630 hours Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must always maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.

4.3 Campus closures. When an unforeseen closure occurs on a regularly scheduled day of work, the Government shall have the following options:

4.3.1 Reschedule the work to be performed the following workday.

4.3.2 Reschedule work on any day mutually satisfactory to both the vendor and Contracting Officer or his/her designated representative.

5. PREMISES TO BE SERVICED: The work to be performed under this contract will be located on the first floor of the North wing and areas identified in attached files, located at 1111 South Mason Street, Fort Collins, Colorado.

6. SUPPLIES AND MATERIALS FURNISHED BY THE CONTRACTOR: The Contractor shall supply any additional PPE such as nitrite gloves, goggles, and face masks. All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR).

6.1. All equipment shall have bumpers or guards to prevent marking or scratching fixtures, furnishings, or building surfaces. Equipment deemed by the COR to be of improper type or design, or inadequate for the purposes intended, shall be removed from the premises, and replaced with satisfactory equipment.

6.2. Contractor shall store and preserve all cleaning solvents in accordance with manufacture specifications. All commercial markings shall remain on items for identification and medical instruction. If items should require transfer to another container, that container shall be clearly marked as to its content and SDS instructions.

6.4. Government- Furnished Property, Material, Equipment, or Information (GFM, GFM, GFE, or GFI) The USDA ARS will not supply any material during the execution of this contract.

7. RESPONSIBILITIES:

7.1 SUPERVISION OF EMPLOYEES. Contractor shall provide for supervision of employees. Prior to commencement of services under this contract, the Contractor shall furnish to the COR a list of employees who will work on-site performing the services, and the name of the individual who will be responsible for supervision of such employees and who will function as the Project Manager. The Project Manager shall:

7.1.1 Have the Contractor’s full authority to act on matters pertaining to the performance of services.

7.1.2 Designated work lead will be on-site or on-call whenever work is being performed.

7.1.3 Report damage to Government property, loss of keys or badges, personal injuries and/or hazardous conditions to the COR within twelve work hours after occurrence.

8. PROPERTY: Except for reasonable wear and tear, the Contractor assumes full responsibility for and shall indemnify the Government for any and all loss or damage of whatsoever kind and nature to any and all Government property including any equipment, supplies, accessories, or parts furnished while in the Contractor’s custody and care for storage, repairs or services to be performed under the terms of this Contract, resulting in whole or in part from the negligent acts or omissions of Contractor, and subcontractor, or any employee, agent or representative of Contractor or subcontractor.

9. PERSONS: The Contractor will be responsible for any negligent or wrongful acts or omissions of the Contractor, his employees or agent’s incident to the performance of this contract. The Contractor will hold and save the Government harmless from all liability for any death or damage to all persons (other than the liability of the contract as provided under the Federal Employees Compensation Act) or to real or personal property, which results from the operation of, or incident to, equipment furnished by the Contractor. The Contractor will not be responsible for any negligent or wrongful acts or omissions of the U.S. Department of Agriculture; its employees, the U.S. Department of Agriculture’s Cooperators, or their employees.

10. LIABILITY INSURANCE: The Contractor shall maintain such insurance as will protect him/her from claims under Workmen’s Compensation, General Liability, Property Damage and from any other claims for damages for personal injury including death which may arise from operations under this Contract, whether such operation by himself or by any subcontractor or anyone directly or indirectly employed by either of them.

11. LOST AND FOUND PROPERTY: The Contractor shall ensure that all articles of possible personal or monetary value found by the Contractor’s employees on the premises of this installation are turned over to the COR. At the time of their discovery, such items shall be tagged to identify the location at which they were found.

12. SECURITY: Only authorized Agricultural Research Service, Agricultural Research Service employees, the Contractor and Contractor’s employees shall be allowed in the building during performance of this contract. The Contractor will close any open doors, turn off lights (except those left on for security), and lock designated interior and all exterior doors. The building is considered closed for business from 4:30pm to 6:30 am daily, all weekend hours, and Federal Holidays.

12.1. The contractor will coordinate with the COR or designated personal assigned to get permission from the Contracting Officer prior to any deviations in work schedule such as after hours, weekends and holidays in accordance with service proposal.

12.2. SECURITY CLEARANCES: Upon contract award, all contractor personnel who will be working in the building will be required to complete a background investigation. Upon clearance, contractor personnel will work with the designated USDA, Agricultural Research Services employees to obtain a Linc Pass, which will serve as a permanent ID and authorize building access during business hours.

13. CONDUCTION OF CONTRACTOR AND EMPLOYEES: Contractor personnel shall not smoke or use vaporizing tobacco products in the building, as this is a non-smoking/non-vaporizing building.

Contractor personnel shall comply with the installation traffic laws and other regulations and instructions pertaining to conduct of persons on Government facilities.

13.1. Contractor personnel shall in no event, enter any area to which access is restricted, unless such area has been specifically identified as an area in which services are to be rendered.

13.2. Contractor shall place his/her employees on notice if infraction of any of the above rules, regulations or prohibitions may be grounds for removal from Federal Property.

14. INSPECTIONS:

14.1 Definition: “Services” includes services performed, workmanship and materials furnished or utilized in the performance of services.

14.2 The COR may require the Contractor to remove any employee the COR deems incompetent, careless, or otherwise objectionable.

14.3 The COR, or other designated representative, will make random inspections of parts of the building where services are to be performed. Inspections will not interfere with or delay the Contractor’s work.

15. DEFICIENCIES:

15.1 Any deficiencies in performance found will be brought to the Contractor’s attention. Any changes to scope of work will be required to notify the Contracting Office and Contract Officer Representative on site.

15.2 If any service performed does not conform to the contract, the Government may require the Contractor to requirements, at no increase to the contract amount.

16. ADMINSTRATIVE:

16.1. Contractor Documentation and Pre-Coordination Meetings: The contractor will bring all documentation required at the start of maintenance project. The contractor will attend site location and pre-conference with designated facility personnel.

16.2. The contractor will meet with designated COR or facility staff at a minimum weekly to discuss issues or challenges related to this service contract. Feedback through surveillance will be shared between parties to ensure all expectations are being met in a timely manner.

16.3. All documentation and related to this project will be turned over to the government prior to closing of project. This may include warranties, drawings, and schematics, and as-builts.

17. SAFETY (Special Considerations)

17.1. Contractor will be responsible for COVID- 19 protocols while working in Federal Facilities. The contractor will provide appropriate PPE such as facemasks, rubber gloves, etc. for Covid-19 exposure.

17.2. Contractor will ensure that all employees are following current USDA guidelines while working on USDA premises. Contract personnel will be briefed prior to start of project to ensure all personnel are following USDA guidelines at the work site.

17. PAYMENTS: For payment, all invoices must be submitted to the Department of Treasury's Invoice Processing Platform (IPP) via the electronic Invoice Processing Platform. This is a mandatory requirement initiated by the U.S. Department of Treasury and you can find more information at this website https://www.ipp.gov/index.htm. Payments shall be made monthly, in arrears, upon electronic submission of invoices to the IPP.
