Statement of Work

(5-17 January, 2022)

1. (U) OVERVIEW:

(CUI) This Statement of Work (SOW) covers the need for a reliable and flexible Contractor to provide

Training Readiness Exercise (TRX) II support for two MRSTs to include: Signals Intelligence (SIGINT), SOF communications for the training, education, and evaluation of Marine Raider Support Team Marines.

Specific area of focus being their ability to provide fused, multi-disciplinary intelligence, and communications. It requires SIGINT role players and SOF support subject matter experts (SMEs) across all warfighting functions. The preparation for multi-discipline intelligence operations and fused integration between HUMINT, SIGINT, all-source analysis and Geospatial Intelligence (GEOINT) is essential for preparing a Marine Raider Support Team (MRST) for future employment in support of deployment operations. Specific training is critical to prepare MRSTs to deploy and execute intelligence, communications, and logistic operations in support of special operations missions.

2. (U) BACKGROUND:

(CUI) MARSOC trains and prepares MRSTs for deployments with a Marine Special Operation Company

(MSOC) and teams across the full spectrum of special operating environments – Hostile, denied, and politically sensitive. During this force generation cycle, the MRSTs participate in multiple team level exercises during the Unit Training Phase (UTP) I and II. To meet the demands of the MSOC UTP II, the MRST must be collectively proficient in all individual and collective task as identified within the supporting documents. These teams are expected to have completed exercises which rehearse the MRSTs ability to operate and trouble-shoot all communications equipment and intelligence systems, and provide opportunities to develop internal Tactics, Techniques, and Procedures (TTPs). MRSTs are required to participate in a culminating TRX II, which provides the Commander an opportunity to assess the team and their ability to provide fused, multi-disciplinary intelligence, communications, and logistics support to an

MSOC and/or Special Operations Task Force (SOTF).

3. (U) APPLICABLE DOCUMENTS:

4. (U) SCOPE OF WORK:

4.1 (CUI) MARSOC requires exercise support during the designated period of performance (5 January

2022 - 17 January, 2022).

4.1.1 (CUI) The Contractor is to support established training objectives for the MRST as directed by the Government for (2) separate exercises running parallel over an overlapped time period.

4.1.2 (CUI) The Contractor shall provide Subject Matter Experts (SMEs) to provide a dynamic exercise for training. The exercise will be designed to train and provide a venue to evaluate the MRSTs functions through reinforcement of their individual and collective skill sets in an operational environment similar to the one they will experience while forward deployed. The exercise will be a multi-state, denied area, scenario based collection environment to test intelligence, operational, and logistical fusion based on a semi-permissive outside declared theatre of active armed conflict (ODTAAC) area of operations. The exercises will take place from 5-17 January 2022 in Camp Lejeune, North Carolina and Wilmington, North Carolina.

4.1.3 (CUI) The TRX II executions (5 January – 17 January 2022) will be broken down into four

(4) phases

4.1.3.1 (CUI) Phase 1: Planning and Preparation

4.1.3.1.1 (CUI) The Contractor shall ensure that all contracted facilities and exercise inputs are ready for introduction to the EXFOR:

4.1.3.1.2 (CUI) The Contractor shall participate in future planning conferences, date and time to be determined, aboard Camp Lejeune, NC when required by Government in order to discuss exercise development and the vignettes the contractor will be required to follow. (Final Planning Conference 15 December 2021)

4.1.3.2 (CUI) Phase 2: Reception, Staging, Onward Movement, and Integration (RSO&I)

4.1.3.2.1 (CUI) The Contractor shall provide (1) Special Operations Forces SIGINT SME for support of transition to phase 3.

4.1.3.3 (CUI) Phase 3: Steady State Actions

4.1.3.3.1 (CUI) The Contractor shall execute the provided SIGINT, HUMINT, GEOINT, and all source analysis reporting and products that the unit-provided scripting entails.

4.1.3.3.2 (CUI) The Contracted provided SIGINT role players will execute the daily training vignettes for INTEL based off the MESL as directed by the Government.

4.1.3.3.3 (CUI) The Contractor will execute the pattern of life of the role players as directed by the Government.

4.1.3.3.4 (CUI) One (1) Contractor provided HUMINT role player will prepare for TD 2 training vignettes for INTEL based off the MESL as directed by the Government.

4.1.3.3.4.1 MRST Delta: 6 January 2022

4.1.3.4 (CUI) Phase 4: Consolidation and Retrograde

4.1.3.4.1 (CUI) The Contractor will provide an Exercise Control Group (ECG) After Action

Report (AAR) NLT 10 days post exercise.

4.1.3.4.1.1 MRST Delta: 23 January 2022

4.1.3.4.2 (CUI) The Contractor shall conduct After Action mentorship with two HUMINT and one SIGINT with the training audience at a time specified by the ECG.

5. (U) Intelligence Requirements:

5.1 (U) Intelligence Execution Training Requirements:

5.1.1 (CUI) The Contractor shall provide for at least twelve hours of signals activity per day from

6-16 January 2022, close of business. This will be in support of two separate exercises occurring simultaneously.

5.1.2 (CUI) The Contractor shall provide communications over diverse real-world non-simulated means. Provide a realistic and tailored radio frequency (RF) environment identified by the

ECG and the TRX II OIC utilizing authentic devices encountered in the desired area of operations. Execute daily pattern of life of the pre-scripted areas within scenario as generated by the government.

5.1.3 (CUI) The Contractor shall provide a full spectrum live signals environment with associated equipment and airtime for SIGINT training and operations to include communications networks commonly used in MARSOC’s Regional Area of Interest. Coordination with

MARSOC will be necessary to identify relevant networks of the region. Be prepared to provide multiple nodes so that the signals environment accurately replicates High

Frequency (HF), Very High Frequency (VHF), Ultra High Frequency (UHF), wifi (802.11) with hotspot capable device with necessary data capabilities, Personal communication devices with associated minutes, and both analog and digital technologies across a standalone IP capable communications system supporting up to 3 separate locations with associated radios (See equipment list for details)

5.1.4 (CUI) The Contractor will provide (12) individuals to act as the primary target set for intelligence collection. These individuals will be (8) SIGINT role-players present to execute the Master Scenario Event List (MSEL) and (4) HUMINT role-players to act as the primary intelligence for the MRST HUMINT Marines. The aforementioned role players must be capable of supporting the scenario as a red cell and/or sources and must possess active

Secret clearances.

5.1.5 (CUI) The HUMINT role players should have 10 years of experience in Military Source

Operations (MSO). Should be a graduate of an MSO Category I qualification producing school with operational MSO SOF experience and knowledge in how CI/HUMINT operations support SOF operations. A general understanding of SIGINT and the ability to work in concert with another SIGINT role player is preferred. Role players must possess an active Secret clearance to fully digest and comprehend the role/scenario by accessing documents that exist on classified domains.

5.1.6 (CUI) The Contractor shall execute the exercise storylines, vignettes as directed by the

Government MSEL.

5.1.7 (CUI) The contractor shall provide virtual/impersonal meet capability and hotel rooms as part of a comm plan.

5.1.8 (CUI) The Contractor shall follow the government provided scenario to support Precision

Geo-location and various forms of collection to include SIGINT de-confliction using techniques that accurately reflect MARSOC’s current TTPs. Prior coordination with

MARSOC required.

5.1.9 (CUI) The Contractor shall utilize the government provided scripted scenario so it incorporates interaction with other intelligence disciplines (CI/HUMINT, GEOINT, and

SIGINT).

5.1.10 (CUI) The Contractor supports ECG implementation of the unit-provided scenario and scripting to allow analysis ISO non-kinetic and kinetic targeting, pattern of life (IMINT and

SIGINT), and collection ISO the intelligence teams collection plan.

5.1.11 (CUI) The Contractor shall follow the Government’s intelligence training vignettes in the unit-provided scenario/scripting to adhere to a MSEL that is approved by the Government.

5.1.12 (CUI) The Contractor shall be in contact with the T-CELL and Intelligence Company via phone or computer for validation of events.

5.1.13 (CUI) The Contractor shall support the conduct of CI/HUMINT collections and operations, including interrogations, in a rural and urban environment as directed by the Government.

5.1.14 (CUI) The Contractor shall provide daily after action comments to the Exercise ECG so that the ECG staff can adjust and drive the exercise to ensure that all training goals and objectives are achieved or enhanced.

5.2 (U) Personnel Requirements:

5.2.1 (CUI) Identify (1) Contractor team lead as a collateral duty, who will also serve as the

“local national facilitator” to coordinate with property owners and ensure all housing requirements are met. Contractor team lead shall have intimate knowledge of the training area and shall work closely with the team to aid in any matters concerning the “local environment”. The Contractor team lead shall possess a minimum of a TS//SCI clearance.

Contractor team lead must have participated in at least three like-exercises and have background experience in Special Operations.

(U) SIGINT SME

(1 Per TRX)

• (CUI) Possess an understanding of SOF SIGINT capability and the ability to provide instruction for but not limited to: tactical collections, static tethered collections, direction finding, precision geo-location, geospatial metadata analysis, and National SIGINT collection capabilities.

• (CUI) Ability to instruct MSOC/MSOT SIGINT Marines on the proper operation and employment of organic SOF SIGINT collection equipment to include but not limited to: handheld communication receivers, direction finding equipment, special purpose receivers, and software defined radios.

• (CUI) Possess an understanding of Modes 0-6, analog/digital Ultra High

Frequency (UHF), analog/digital Very High Frequency (VHF), analog/digital High Frequence (HF), and emergind technology communication mediums.

• (CUI) Possess and understanding of regionalized enemy and friendly tactics techniques and procedures (TTPs) with regards to SIGINT support to mounted, dismounted, and air assault operations.

• (CUI) Must have at least 10 years Prior SOF or comparable experience to include experience conducting SIGINT in support of the

GWOT/OCO and a minimum of two deployments with or attached to a

SOF unit.

• (CUI) Must have experience as tactical SIGINT senior enlisted advisor or manager with prior MOS of 2691(8071), 35Z or equivelant MOS.

• (CUI) Must have an amateur radio license at the General Class or higher.

• (CUI) Top Secret clearance with access to SCI.

• (CUI) Excellent verbal skills and ability to multi-task.

• (CUI) Must be cleared in accordance with Marine Corps policy for validating and clearing personnel.

(U) SIGINT Operator

(4 Per TRX)

• (CUI) Possess a basic understanding of SIGINT capability to include tactical collections, static tethered collections, direction finding, precision geo-location and natinal SIGINT capabilities.

• (CUI) Possess the creativity necessary to “ad-lib” scenario related transmissions for periods of up to four hours in support of a specific event, or for a 24 hour period in support of a regional envrironment.

• (CUI) Must have experience using the required communications/electronics equipment.

• (CUI) Must have experience in exercise design and scripting for static and tactical SIGINT units.

• (CUI) Must be cleared in accordance with Marine Corps policy for validating and clearing personnel.

• (CUI) Greater than ten years of prior military experience to include recent and relevant experience conducting Special Operations or related activities to include deployed experience in the conduct of MSO.

• (CUI) Possess a thorough understanding of fundamental HUMINT and

CI operations.

• (CUI) Should be a graduate of an MSO Category I qualification producing school with operational MSO SOF experience and knowledge in how CI/HUMINT operations support SOF operations.

• (CUI) A general understanding of SIGINT and the ability to work in concert with another SIGINT role player is preferred.

• (CUI) Excellent verbal communication skills and the ability to multi-task.

• (CUI) TS//SCI clearance verified in DISS IAW published timelines based on event requrements. SECRET clearance may be authorized by the COR during the ATO process.

• (CUI) Valid U.S. driver’s license.

• (CUI) Shall possess an understanding of SOF capabilities, support, and operations.

• (CUI) Shall posess a thorough understanding of fundamental

MSOC/MSOT capability to include operational and information report writing, tactical interrogations/questioning, sensitive site exploitation, military source operations, detainee handling/dentention center interrogation, and force protection support to SOF missions.

• (CUI) Must be cleared in accordance with the Marine Corps policy for validating and clearing personnel.

5.3 (U) Lodging/Building Requirements:

5.3.1 (CUI) The Contractor shall source up to: (3) furnished houses which meet the following parameters:

5.3.1.1 (CUI) House(s): Source (3) stand-alone furnished homes, each with at least 1 bedroom, at least 1 bath, billeting for 1-2 personnel, an enclosed yard, available parking for 1-2 vehicles, and internet/WiFi service. A garage (attached or detached) is preferred. Each house will need a Letter of Consent to overhead collect by the property owner. Contractor shall assist in providing the Letter of Consent.

5.3.1.1.1 (CUI) House (1): 5-17 January 2022

5.3.1.2 (CUI) These facilities should be located in a low traffic and low crime area within the

New Hanover County or Onslow County, NC boundaries, keeping within the boundaries of the current Memorandum of Agreements (MOAs). The MOA will be given to the

Contractor upon request, after Contractor award. These facilities must include basic security functions such as locking doors, windows, and accessible parking for 1-2 vehicles. This structure should also provide the following basic life support functions and appropriate equipment: refrigerator, stove or microwave, heating and cooling systems

(air conditioning), functioning toilets, showers, and other standard utilities.

5.3.2 (CUI) Two (2) hotel rooms should be made available to conduct meets, per the scenario. One

(1) room should be available for use in the Wilmington area and one (1) room should be available for use in the New Bern area. The rooms will be made available to the MRST for implementation into their meeting plans. Rooms should be available with a 24 hour advanced notice to the Contractor from the ECG.

5.3.3 (U) Deliverables: the following are required-

5.3.3.1 (CUI) Contractor shall identify the proposed locations, and allow the Government to review the locations to determine suitability / provide approval to the proposed locations no later than 30 days from the start of the TRX II exercise.

5.4 (U) Deliverables: the following deliverables are required throughout the training exercise-

5.4.1 (CUI) The Contractor shall have SI coaches, role players, and all SMEs submit daily evaluation reports to the ECG detailing the day’s activities of their respective disciplines.

5.4.2 (CUI) The Contractor shall include resumes of all SMEs to Government for approval with the RFQ.

5.5 (U) Period of Execution:

5.5.1 (CUI) (1) Contractor Team Lead from 5-17 January 2022. (Collateral duty)

5.5.2 (CUI) (1) SIGINT SME from 5-14 January 2022.

5.5.3 (CUI) (1) SIGINT SME from 8-17 January 2022.

5.5.4 (CUI) (4) SIGINT role players from 6-13 January 2022.

5.5.5 (CUI) (4) SIGINT role players from 9-16 January 2022

5.5.6 (CUI) (2) HUMINT role players 5-14 January 2022

5.6 (U) Contract Provided Equipment and Materials:

5.6.1 (CUI) The Contractor shall provide all platforms required to conduct SIGINT-activity, to include: non-attributable handsets as well as digital and analog radios, to create the required environment for scenario execution. Additionally, the Contractor shall provide all other required equipment and materials to support development and production of products for scenario execution.

5.6.2 Equipment provide per MRST will be utilized through the following dates:

5.6.2.1 MRST Delta: 5 - 14 January 2022

5.6.2.2 MRST Fox: 8 - 17 January 2022

(U) VHF/UHF Repeater

(3 Per MRST)

• (CUI) Shall have the capability for Internet based connection to facilitate distances between training audience and environment.

• (CUI) Must be capable of Hytera or like based capability.

• (CUI) Must have ability to act as Tier I through III network depending on exercise control guidance.

• (CUI) Must have capability to add basic and enhanced encryption.

• (CUI) Must be capable of analog or digital transmission

• (CUI) Must be capable of accepting AC or DC power support.

• (CUI) Shall be capable of transmission from 1 to 25 Watts continuously.

• (CUI) Shall possess all GPS, Transmission antennas, and Internet or cellular connection antennas that can be remoted to external surfaces to increase connectivity.

(U) VHF/UHF Devices

(20 total for exercises)

• (CUI) Shall provide up to 10 devices solely dedicated to working with the IP based repeater system.

• (CUI) Shall provide up to 10 devices capable of Tier I through III networks emulating both analog and digital transmission capabilities.

• (CUI) Must be capable of GPS integration.

• (CUI) Must have capability to provide text based messaging between other devices.

• (CUI) Must be capable of 136 – 174 MHz and 400-480MHz

• (CUI) Shall be capable of accepting code plugs developed throughout exercise.

• (CUI) Must have appropriate programming cable for each different type of device utilized.

(U) HF Array

(1 total for exercises)

• (CUI) Shall have access to an IP based HF array

• (CUI) Must have capability to physically transmit from multiple locations across the continental United States

• (CUI) Must have capability to transmit across the HF Specturm (3MHz to 30 MHz) at the appropriate time of day according.

• (CUI) Shall have capability to transmit local ground wave in proximity to training audience for trouble shooting.

• (CUI) Shall have capability to receive within local proximity to training audience as means to trouble shoot and verify transmission.

• (CUI) Shall have the ability to transmit digital modes (example:

Contestia, Olivia, Morse)

• (CUI) Must have ability to change submodes to increase or decrease difficulty.

(U) Cellular Based Devices

(30 total for exercise)

• (CUI) Shall possess the minutes or data associated with access to local cellular provider in the vicinity of the exercise.

• (CUI) Shall have the connection cables for charging and data transfer

• (CUI) Must be able to gain access to GSM, CDMA, UMTS, and LTE networks.

• (CUI) Shall have the capability to access Bluetooth and Wifi devices or networks.

• (CUI) Shall possess SIM cards to support 20 GSM Network and 10

CDMA Network

(U) Location Tracking

Suite (12 per MRST)

• (CUI) Shall provide a system for tracking students and/or surveillance personnel with following specifications:

• (CUI) Multiple users with multiple accounts

• (CUI) Account Permission: Assign users to groups and groups to accounts or multiple accounts

• (CUI) Geofencing with alerts of enter or exit

• (CUI) Web interface notifications

• (CUI) Email notificaitons

• (CUI) Live follow of selected device/user

(U) Wifi Hotspot Kit

(1 Per MRST)

• (CUI) Cellular based WIFI hotspot

• (CUI) 802.11AC capable router capable of battery operation (Example:

GL-iNet mini routers)

• (CUI) Data capabilities up to 4 Gbs of service per exercise

• Laptop with ability to connect wirelessly running Windows 10 O/S

5.6.3 (CUI) The contractor shall provide full range of communication methods and options as described in the MESL.

6. (U) Quality Assurance:

6.1 (U) Quality Control. The Contractor shall establish and maintain a plan to ensure the requirements of the contract are provided as specified. The plan shall give the Contractor an effective means of identifying and correcting potential and actual non-conformance or lack of performance across the entire scope of the SOW.

6.2 (U) Safety and Security. The Contractor and its employees shall be responsible for ensuring all safety requirements are adhered to and shall not, at any time during the performance of this SOW, place U.S. Government personnel and/or property in any danger.

6.3 (U) The Contractor shall comply with all local Government published safety requirements and regulations.

6.4 (U) The Contractor shall ensure the facilities and all training areas are maintained to provide a safe operating environment for U.S. Government personnel. The facilities will be in accordance with local fire and structural code for safe occupation.

6.5 (U) Government Surveillance

6.5.1 (CUI) The Government will conduct surveillance of TRX to ensure all requirements are being met. The below Performance Requirements Summary applies:

7. Security Requirements: (CUI) Security will be in accordance with the DD254. Contractor individual(s) supporting activities on-site will be cleared at the Secret and TS/SCI level at the start of the contract.

7.1 (CUI) MARSOC Security Requirements: Contractor and subcontractor employees must comply with installation rules and regulations. The contractor is responsible for ensuring that each of its subcontractors fully complies with the following provisions, and shall flow down to subcontracts a clause to satisfy this contractual obligation. 7.1.1 (CUI) The Contractor is responsible for providing the information required for obtaining clearances, permits, passes, or security badges that are required for Contractor personnel or equipment access. This includes information required for police, background checks, or investigations.

7.1.2 (CUI) The Contractor is responsible for ensuring such clearances, permits, passes, or security badges are promptly returned to the issuing activity upon termination of an employee, completion of a project, or termination of a contract or subcontract.

7.1.3 (CUI) All Contractor personnel performing work under this contract who require access to military installations shall obtain personal entry and vehicle passes from the Provost

Marshall’s Office (PMO) of Camp Lejeune, Camp Pendleton, and MCB Quantico.

7.1.4 (CUI) The Security Office of MARSOC has broad authority to remove or exclude any person from the military installation to protect personnel and property, to maintain good order and discipline, and to ensure the successful and uninterrupted performance of MARSOC. In the exercise of this authority, the Commanding Officer may refuse to grant personal entry passes or may bar Contractor employees, including employees who have been granted a personal entry pass. Refusal to grant an employee a personal entry pass or barment of an employee does not relieve the Contractor of the responsibility to continue performance under this contract.

7.1.5 (CUI) The Contractor must submit a visitor request on its employees working under this contract to MARSOC Security Officer via Defense Information Security System (DISS) to

SMO Code 209006. If contactor doesn’t have DISS, the request must be on official stationary, signed by the Facility Security Officer or Human Resource Office and contain the following visitor information: full name, date of birth, citizenship, dates of visit, purpose of visit, SSN, place of birth, access & type/date of clearance and sponsor’s name & phone number. The visit request can be faxed to (910) 440-1100.

7.1.6 (CUI) The Contractor’s employees shall observe and comply with all base rules and regulations applicable to contract personnel, including those applicable to the safe operation of vehicles, and shall not be present in locations not required for the proper performance of this contract.

7.1.7 (CUI) Contractor personnel performing work under this contract shall be readily identifiable as an employee of the Contractor through the use of uniforms with nametags. The contracting officer may approve alternate methods of ensuring Contractor personnel are readily identifiable.

7.1.8 (CUI) Contractor personnel and equipment entering a military installation are subject to security checks. Contractor personnel shall follow any direction given by Military Police or other security or safety personnel.

7.1.9 (CUI) The Immigration Reform and Control Act of 1986 (IRCA), Public Law 99-603 (8

U.S.C. 1324a) requires employers verify the eligibility of individuals for employment to preclude the unlawful hiring, or recruiting or referring for a fee, of aliens who are not authorized to work in the United States. By signing this proposal/contract or by beginning work under this contract, the Offeror/Contractor certifies it has and will comply with IRCA, to include that it has verified the identity and employment eligibility of any individual employed who is or may be employed by the offeror and works under this contract.

7.2 (CUI) Application for Contractor/Contractor Business Passes: The procedures below are the requirements for Camp Lejeune/MARSOC. The Contractor will obtain a letter of support from the customer that their contract ultimately supports. The letter of support will identify the Company

Name, Contract Number, period of performance of the Contract, location of performance, the driver’s license and expiration date of each of the Contractor’s employees, and the point of contact information for the customer that signed the request. The Contractor’s personnel will take the letter of support to request a business pass. Business passes issued by Support Services Division’s Police Admin Services.

7.3 (CUI) Branch to Contract or Contractors are effective from the date of issuance, for a period of 60 days or the end of the contract, whichever date occurs first. Denial or revocation of a business pass may be made if the applicant:

7.3.1 (CUI) Is listed on the National Terrorist Watch List.

7.3.2 (CUI) Is not a U.S. Citizen and is illegally present in the U.S. or whose U.S. citizenship, immigration status, or Social Security Number (SSN) cannot be verified.

7.3.3 (CUI) Is subject to an outstanding criminal warrant.

7.3.4 (CUI) Whose business pass application contains false or fraudulent information.

7.3.5 (CUI) Has obtained a felony conviction within the last 10 years.

7.3.6 (CUI) Has obtained a total of three criminal misdemeanor convictions within the last 10 years.

7.3.7 (CUI) Who is a registered sex offender regardless of the date of the criminal offense.

7.3.8 (CUI) Has obtained a criminal misdemeanor or felony conviction for the following types of criminal offenses:

7.3.8.1 (CUI) Offenses of a sexual nature;

7.3.8.2 (CUI) Offenses of violence;

7.3.8.3 (CUI) Offenses related to gang related activity, supremacist, or extremist behavior; i.e., hate crimes;

7.3.8.4 (CUI) Crimes resulting from the possession, use, manufacturer, introduction, or distribution of any illegal drug listed in the Comprehensive Drug Abuse Prevention &

Control Act of 1970, Schedules I through IV;

7.3.9 (CUI) Offenses in which weapon instrumentality (e.g., firearm, knife, or other bladed instrument, club, brass knuckles) was used either as a means of violence, or threat of violence.

7.3.10 (CUI) Whose military active duty was terminated by the receipt of a dishonorable discharge or bad conduct discharge.

7.3.11 (CUI) Has been issued a debarment order and is currently banned from any military installation.

7.3.12 (CUI) Who has exhibited characteristics, traits, or other indications that cause concern for the safety or welfare of personnel and/or residents aboard the base; or that causes concern for the physical security of the base.

7.3.13 (CUI) Offenses in which weapon instrumentality (e.g., firearm, knife, or other bladed instrument, club, brass knuckles) was used as a means.

8. (CUI) ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING APPLICATION (ECMRA):

The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address:

http://www.ecmra.mil/ Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
