Statement of Work (SOW) Removal and Installation of Two LP Gas-Fired Water Boilers Lower Mammoth Employee Housing Units A and B

Statement of Work:
General
Work of this contract requires the installation of two (2) new brand name or equal, Lochinvar Knight KHB155N water boilers, tie into new LPG gas tank piping, water, and flu piping. Work includes furnishing all parts, labor, equipment, instruments, materials, transportation, and incidentals necessary for supplying (2) each, fully functional LP gas-fired water boiler unit and all required field connections and other associated items, including initial start-up.
The awarded contractor is responsible for completing locates including state and park requirements as per the attached Standard Operating Procedcures.
The existing boilers are located in Yellowstone National Park, Housing Units 595 A and B 212 Highland Terrace Ave, Mammoth WY 82190.
The work involves disconnecting and reconnecting primary utility and drain piping, heat tracing, electrical, gas lines, and controls from existing utilities, which are located at the boiler location.
The contractor shall be responsible for removing and disposal of the existing heating oil line, tank, boilers, and all related components. The awarded contractor shall remove all painted black iron pipe and replace in kind, of the same size, this includes the distribution manifold. The underground tank shall be removed using the Wyoming DEQ guidelines including NPS soil testing requirements.
Storage Tank - Wyoming Department of Environmental Quality.
The contractor shall be responsible for installing a new underground LPG 1000, gallon tank with anode, below grade supply lines, on each first stage regulator. Each housing unit shall be equipped with an individual gas meter, isolation valve and second stage regulator boilers, tracer locate wire and all related components. The exhaust flue shall be designed and installed for LPG as per construction and compliance code and boiler manufacture requirements.
The plans identify the underground LPG tank as a 2000-gallon underground heating oil tank. The depth to the top of tank is less than 3 feet.
The underground storage tank is located directly in front of the housing units. The new LP tank shall be installed in the same location once the heating oil tank is removed and the area is tested as per Wyoming DEQ guidelines. The testing of the soil is the responsibility of the awarded contractor.
Codes and standards | NFPA
Contractor shall follow all related State and Federal codes for underground storage tanks and LPG systems.
The Contractor shall provide labor and materials necessary to provide removal/disposal of existing units and the installation of an operational LP gas fired boiler in Unit locations in housing unit 595 A and B – one in each housing unit.
The Contractor shall provide and install two fully operating and functioning system with at least 155,000 BTU’s, assembly, framework, fixture, or apparatus that is complete, finished, and ready for use by the Government.
The Contractor shall be responsible for identifying the necessary logistical, architectural, structural, mechanical, and electrical work elements required to remove the old systems and install the new systems and assemblies as described herein. Assemblies, framework, fixtures, or apparatus not readily identified on plans or the SOW shall be provided by the Contractor as required for a complete, fully operating, and functioning system or systems, ready for use by the Government.
The Contractor shall conduct an operational demonstration of all system components and/or functions to test and verify the systems are fully operational, as well as, safe to operate.
New piping shall be tested and pass all American Society of Mechanical Engineers (ASME) testing requirements before insulating and placing the new lines into service.
Special Requirements
Code Requirements: Contractor shall be required to follow current National Fire Protection Agency (NFPA) 70 National Electric Code (NEC), Unified Facilities Guide Specifications (UFGS) and Unified Facilities Criteria (UFC) requirements for the work to be performed. All LP gas piping shall be in accordance with the requirements of American National Standards Institute (ANSI) and the American Society of Mechanical Engineers (ASME) B31.1 “Power Piping” (which applies to steam piping systems), and B31.1 “Gas Transmission and Distribution Piping Systems.” The Contractor shall provide gas hook up lines including but not limited to gas regulator, drip leg, isolation valves, drains, traps, flanges, bolts, gaskets, fittings, bypass, support and bracing, gauges, valves, and fittings to the boiler. A suitable flex connection shall be used at the boiler connection.
Warranty: The Contractor will warranty the operational status of the units for a minimum of one (1) year.
Minimum Specifications for boiler unit: Minimum requirements

Government Furnished Property/Equipment The Government will not provide any GFP equipment, parts, or materials to the Contractor. The Contractor shall be responsible for safeguarding all Government property provided for Contractor use. Plan information such as floor plan layouts; basic dimensions; design requirements for structural, mechanical, and electrical data; and location of utilities provided by the Government for this installation are based on available as-built documentation, field observation, and equipment selected as design basis by the Government. This information shall be considered approximate and shall be field verified by the Awarded Contractor. This information will be provided prior to the beginning of the work.
General Information Special Qualifications:
The Contractor shall ensure site supervisory personnel are responsive to emergencies, problems (personnel, workmanship, etc.), or to answer questions, between the hours of 7:00 AM and 4:30 PM. A primary on-site supervisor and an alternate shall be provided to the Contracting Officer (CO) and Government 5 days after contract award to include cell phone numbers.
The Contractor shall require all motorized vehicle operators to possess and maintain current certifications and state driver’s licenses. Vehicle operators shall comply with posted speed limits, the policy of no texting while driving, and mandatory seat belt usage by all vehicle occupants.
Quality Control The Contractor shall have established a complete Quality Control Program to ensure the requirements of this contract are provided as specified. The Contractor's QCP shall comply with the minimum quality management systems elements specified in the American National Standards Institute (ANSI) American Standards Organization (ASO standards).
The Awarded Contract Manager are required to meet with the Park Service appointed COR during the Period of Performance (POP) of this contract. Meetings will be as often and as necessary as determined by the COR.
The Government may inspect each task as completed or increase the number of quality control inspections if deemed appropriate because of repeated failures discovered during quality control inspections or because of repeated customer complaints.
Inspection and acceptance will be made by COR Randy Froelich, and Technical Expert Claude Long Unsatisfactory performance shall result in re-performance by the Contractor at no additional cost to the Government.
Hours of Operations:
The Contractor shall have access to perform services during normal working hours. Normal working hours at YNP are typically 7:00AM – 4:00 PM Monday through Friday.
Unless otherwise required by the Government, the Contractor shall not have access to Government facilities on the following Federal holidays: New Year’s Day, Martin Luther King’s Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans’ Day, Thanksgiving Day, and Christmas Day. If the holiday falls on Sunday, it is observed on Monday. If the holiday falls on Saturday, it is observed on Friday.
All visits shall be scheduled by the COR. Schedules may have to be modified in the case of incidents or emergencies, to include natural hazards, furloughs, or similar circumstances.
Government Observation/Site Visits Government representatives, other than CO and COR(s), may from time to time with COR coordination observe operations, however, these visits shall not interfere with contractor performance nor are these representatives authorized to make any changes to the contract. The Government Contracting Office is the only authorized entity who can approve changes to the SOW.
Environmental:
Compliance with Laws and Regulations. The Contractor shall be knowledgeable of and comply with all applicable Interstate, Federal, State, and Local laws, regulations, and requirements regarding environmental protection as it relates to the work required in this SOW. In the event environmental laws/regulations change during the term of this contract, the Contractor is required to comply as such laws come into effect. If there is an increase or decrease in cost as a result of the change, the Contractor shall inform the CO pursuant to notice requirements and negotiate a modification to the contract.
The Contractor shall not use any Class I Ozone Depleting Substances (ODS) as identified. If the Contractor determines that Class I ODS’s will be required under this contract, advance approval from the CO must be obtained before use.
Notification of Environmental Spills. If the Contractor spills or releases any substance contained in 40 CFR 302 “Designation, Reportable Quantities, and Notification”, including hazardous materials, into the environment, the Contractor or its agent shall immediately call 911. The liability for the spill or release of such substance’s rests solely with the Contractor and its agent.
Material Storage and Use. The Contractor shall follow manufacturer’s guidelines and industry standards for control of humidity, temperature, cleanliness, and materials handling to include the handling of hazardous materials
Safety Program The Contractor shall implement a safety program that ensures protection of Government personnel and property. As part of the Safety Program the Contractor shall establish a Safety Plan. The Contractor shall include and submit the Safety Plan with the contract proposal.
In the event of an accident/mishap, the Contractor shall take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence. A written or email copy of the mishap/incident notification shall be sent to the COR within three calendar days. The Government Representative will forward it to The Yellowstone National Park Safety Office.
Occupational Noise Exposure: It may be necessary to control the occupational noise exposure to personnel and to comply with Federal regulations (Title 29, Code of Federal Regulations, Parts 1910.95 and 1926.52). Sound levels at the worksite where personnel may be located shall not exceed 120 decibels (adjusted) (dBA) when measured on the A-scale of a standard sound level meter at slow response.
Manpower reporting:
The Contractor shall report all Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract.
Safety Program Requirements.
NOTE: The Contractor will implement a safety program plan that ensures protection of Government personnel and property. Routine and recurring surveillance to ensure the safety requirements of this contract are enforced.
Mishap Notification The Contractor shall notify Randy Froelich 307 344-2075 randy_froelich@nps.gov the designated Government Representative COR (Contracting Officer's Representative) one hour after all mishaps or incidents at or exceeding $2,000 (material + labor) in damage to DOI property entrusted by this contract, even if the Government is wholly or partially reimbursed. This notification requirement shall also include physiological mishaps/incidents. A written or email copy of the mishap/incident notification shall be sent within three calendar days to the COR, who will forward it to Safety Office.
Mishap notifications shall contain, as a minimum, the following information: Hydrostat temperature control and gas valve included. Junction box for line voltage facilitates placement and wiring of shut-off switch
· Contract, Contract Number, Name and Title of Person(s) Reporting
· Date, Time, and exact location of accident/incident
· Brief Narrative of accident/incident (Events leading to accident/incident)
· Cause of accident/incident, if known
· Estimated cost of accident/incident (material and labor to repair/replace)
· Nomenclature of equipment and personnel involved in accident/incident
· Corrective actions (taken or proposed)
· Other pertinent information
The Contractor shall cooperate with all Government mishap investigations. Additionally, if requested by Government personnel or designated Government representative COR, the Contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by safety investigators.
The Contractor shall provide copies of Contractor data related to mishaps, such as Contractor analyses, test reports, summaries of investigations, etc. as necessary to support the Government investigation.
House Cleaning: Housekeeping shall be conducted according to the requirements in OSHA Standard 29 CFR 1910.141. CLEAN AS YOU GO will be enforced.
Period of Performance: 160 Days after NTP
Location of Work to be Performed:
Yellowstone National Park Housing unit 595 A and B 212 Highland Terrace Ave, Mammoth WY 82190.
The housing units are currently occupied and will requires some flexibility and considerations when working on this requirement package.
