STATEMENT OF WORK
Air Handling Unit One (1) Cooling Coil Replacement Project
Robert W. Holley Center for Agriculture and Health 538 Tower Road Ithaca, N.Y. 14853
3. INTRODUCTION
The Robert W. Holley Center for Agriculture and Health (Building 002) consists of two Research Units: the Plant, Soil and Nutrition Research Unit, and the Emerging Pests and Pathogens Research Unit.
The Center conducts a broad range of agricultural research, including: 1) the elucidation of genetic systems related to virulence in important plant pathogens, 2) development of the knowledge and tools to provide innovative pest-disease management to reduce the use of synthetic chemical pesticides and to provide, safe, long-term control of agricultural pests, 3) improvement of crops for human nutrition/health and tolerance to soil-related abiotic stresses, 4) research integrating computational biology, bio-informatics, and functional genomics to study cereal genomes and important aspects of crop biology in multiple crops, and 5) biotechnology risk assessment. A unifying theme for the Center is the synthesis and integration of state-of-the-art methods in molecular biology, genetics, biochemistry, physiology, and microbiology as well as in bio-informatics/computational biology to dissect and understand both complex plant traits and microbial processes important for agricultural and environmental stewardship. This information is used to facilitate crop improvement and environmental protection through both traditional and molecular breeding as well as plant biotechnology and improved agricultural and environmental practices.
4. BACKGROUND
Building 002, Robert W. Holley Center, is a research facility containing laboratories and offices.
The building consists of laboratory and office space areas. The building was originally constructed in the mid-1940s, "C" wing was added in 1966 and it underwent an HVAC Systems upgrade in 2014.
5. PROJECT SUMMARY
The United States Department of Agriculture (USDA), Agricultural Research Services, Robert W. Holley Center located in Ithaca, N.Y. intends to replace a failed chilled water coil in Air Handling Unit number one (#1). The project consists of removing the existing failed coil and installing exact replacement without interruption of research with minimal disturbance to ancillary equipment and building occupants and contents.

6. TECHNICAL REQUIREMENTS
The Contractor shall provide all labor, insurance, permits, tools, material, equipment, and travel to complete the Coil Replacement Project. The Contractor shall complete all tasks by properly trained and licensed personnel or sub-contractors in accordance with the terms, conditions, and specifications contained in this document. The existing Chilled Water Coil within 6300 cfm, Air Enterprises (735 Glaser Parkway, Akron Ohio 44306, airenterprises.com) Air Handling Unit, s/n 4558-01/2014, located in the Penthouse Mechanical Room must be removed and recycled. The installation of a new exact replacement is to be performed
During the repair work, the contractor shall arrange temporary measures to maintain security of the building and protect the building from any leakage or dust by properly planning the work or other methods approved by location management. The building will be operational during the repair works. The repair work shall not disrupt the ongoing research in the building.
A third-party quality assurance (QA) contractor may be hired by the Government to provide QA services for this project. Construction contractor shall coordinate planning and execution of major project activities with the USDA Operations Manager and provide him advance notice to review work.
The Contractor shall keep the work premises clean, free of accumulations of waste and rubbish, as well as construction material, to the extent possible and practical, during the period of performance and at the time of final inspection and acceptance. All activities, including access to the site, must be closely coordinated with the location management in advance.
7. SITE SPECIFIC MEASURES
There is elevator access to the third floor. Access from the third floor to the penthouse is via one set of stairs. The AHU is not easily accessible, care must be taken not to damage surrounding equipment. Humidification equipment and some ductwork will need to be temporarily relocated then properly reinstalled. All necessary demolition & reinstallation of piping / ductwork for coil replacement.
No weapons on Federal property.

8. PROJECT SCHEDULE
The period of performance shall be twelve (12) weeks after receiving the Notice to Proceed
(NTP) from the Contracting Officer.
The Contractor shall provide a project schedule within seven (7) calendar days after the date of receipt of award towards ensuring work is successfully completed within the period of performance. At minimum, the schedule shall include project milestones, for each task, to include, but not be limited to:

• Submittal Submission Date
• Government Review Time (2 weeks)
• Submittal Approval Date
• Construction Start Date
• Construction End Date
• Substantial Completion
• Final Acceptance
• Warranty End Date
• Final Warranty Inspection Date
9. SUBMITTALS
Provide submittals to the Government well in advance of utilizing the material on the project to give enough time for review and approval. Do not purchase any material without Government approval of the submittal. Distribute product submittals to CO, COR and Location Monitor (LM) in pdf format via email.
Comments and approval of the submittals by the Government shall not be construed as releasing the Contractor from compliance with the specified requirements herein or any applicable Codes.
10. SITE VISIT
A site visit is highly recommended for potential bidders.
11. WARRANTY
All work shall be guaranteed for workmanship and material failures for a period of one (1) year from the date of final acceptance of the work. The contractor shall submit all product warranty documents to the COR.
