Project Title: 151 IT Renovation

2. Location: The site of work is the USDA ARS Grand Forks Human Nutrition Research Center.

3. Site Visit: A site visit and inspection tour is required. Vendor will be notified of the exact time and date to attend the site visit.

4. Project Requirements: Contractor shall furnish a task order cost proposal. The contractor shall provide a turn-key product including proper installation of all material and equipment per manufacturer’s recommendations. The contractor shall work with the site personnel to ensure project is accomplished in a timely manner.

6. Description of Work: Administrative Area Renovation

Demolition:

1. Demo existing: Walk in refrigerator and freezer, lights, flooring, acoustical ceilings, blinds, and casework. Any communication ports and electrical outlets that require upgrade to match new specification will be the responsibility of contractor as well.

New Work Shall Include:

1. 20-gauge Galvanized steel framing studs 16” on center and anchored.

2. Possibility of framing to existing decking for sound deadening purposes.

3. R11 or greater Batt insulation in new/opened walls.

4. 5/8” gypsum board, level 5 finish, prime with 2 coats of interior paint.

5. Painting/finishing of all doors and frames.

6. Walls to be built per provided drawing print or USDA approved contractor prints.

7. Qty of (12) new VT Heritage 5502H Onyx colored solid core wood doors or equivalent with glass window. New doors shall include door sweeps, associated frame, hardware, wall bumpers and a 24x60 ¼” glass window in each.

8. All new door locks must conform to existing common lock core of facility.

9. Acoustic ceilings shall be USG flat white 24”x24” and match existing administrative office tiles.

10. Acoustic ceiling grid shall be USG DXL 15/16” color: 002 Silver Satin or equivalent.

11. Existing wood window casing shall be sanded and stained, and metal casings shall be painted to match new doors and other trim work.

12. New window blinds, Mecho Ecoveil 0969 Series Screens in Silver Birch or equivalent shall be installed.

13. Carpet tiles, J&J Smolder, Wall base – Johnsonite 4” cove base, color: Grey to match

Smolder or equivalent shall be installed.

Electrical:

1. Demo all existing: All existing unused electrical devices and wire back to the source.

Remove all existing light fixtures and dispose of properly. Existing fluorescent lamps shall be recycled.

2. Install new lighting throughout construction area (QTY 18 ceiling light fixtures). New lighting shall be provided by 2’x4’ LED Flat panel lighting. 120-277 volt, 5000k CCT, 5000 lumens minimum, life minimum of 70,000 hours and warranty of at least 5 years.

3. Install new lighting controls with motion sensor and dimmable function switch. (1) per room.

4. All Devices shall be 20A spec grade (Grey in color).

5. All receptacle and switch plates shall be stainless steel.

6. All Data shall be Panduit CFPL2IWY or equal (Grey in color).

7. All wire to be 12 AWG THHN minimum in size and any wiring over 100’ shall be 10

AWG THHN.

8. Contractor shall limit flexible conduit to 6’.

Mechanical:

1. Contractor shall inspect existing pipes and insulation and replace all damaged insulation and compromised piping discovered.

2. Remove and replace any cast iron piping.

3. Demo Registers and duct work identified.

4. Clean the ductwork back as far as possible without physically entering the ductwork.

5. Modify supply air and return air duct as required.

6. Contractor shall coordinate closely the ductwork placement based upon the lighting layout.

7. Contractor shall modify existing air supply and return to meet a minimum of 1 intake diffuser and 1 exhaust vent per room at opposite ends. Each intake diffuser shall be adjustable and closable.

8. Replace all supply air and return air registers.

9. Rebalance airflow to rooms.

New Room Construction:

1. Office #151C shall include dimensions of 13’5” (North/South) X 12’7” (East/West) with a entry door in the SE corner of the room. A heating radiator runs the length (East to West) of the North wall. The radiator shall reside in the current location.

Contractor will be required to present the best method of retaining the radiator and building the wall around the radiator while maintaining serviceability. Wall placement and dimensions may change based on placement in conjunction with the existing windows. Contractor shall install at a minimum, 1 double gang, 110 volt and 20 amps electrical outlet boxes and 2 single gang CAT6 comm port to be centrally located on the North, East and West walls of the room.

2. Office #151D shall include dimensions of 12’1” (North/South) X 12’3” (East/West) with a entry door in the SW corner of the room. A heating radiator runs the length (East to West) of the North wall. The radiator shall reside in the current location.

Contractor will be required to present the best method of retaining the radiator and building the wall around the radiator while maintaining serviceability. Wall placement and dimensions may change based on placement in conjunction with the existing windows. A minimum of 1 double gang, 110 volt and 20 amps electrical outlet boxes and 2 single gang CAT6 comm port to be centrally located on the North, East and West walls of the room.

3. Office #151E shall include dimensions of 12’1” (North/South) X 12’3”(East/West) with a entry door in the SE corner of the room. A heating radiator runs the length

(East to West) of the North wall. The radiator shall reside in the current location.

Contractor will be required to present the best method of retaining the radiator and building the wall around the radiator while maintaining serviceability. Wall placement and dimensions may change based on placement in conjunction with the existing window. A minimum of 1 double gang, 110 volt and 20 amps electrical outlet boxes and 2 single gang CAT6 comm port to be centrally located on the North, East and West walls of the room.

4. Office #151F shall include dimensions of 13’5” (North/South) X 14’1” (East/West) with a entry door in the SW corner of the room. A heating radiator runs the length (East to West) of the North wall. The radiator shall reside in the current location.

Contractor will be required to present the best method of retaining the radiator and building the wall around the radiator while maintaining serviceability. Wall placement and dimensions may change based on placement in conjunction with the existing window. A minimum of 2 double gang, 110 volt and 20 amps electrical outlet boxes and 2 single gang CAT6 comm port to be centrally located on the North, East and West walls of the room. Room might be divided to house 2 desks for 2 people.

5. Office #151G shall include dimensions of 11’0” (North/South) X 8’8” (East/West) with an entry door in the SE corner and NW corner of the room. A minimum of 2 double gang, 110 volt and 20 amps electrical outlet boxes and 2 single gang CAT6 comm port to be centrally located on the North, East and West walls of the room.

6. Office #151H Office #151G shall include dimensions of 11’0” (North/South) X 8’8” (East/West) with an entry door in the SW corner and NE wall of the room. A minimum of 2 double gang, 110 volt and 20 amps electrical outlet boxes and 2 single gang CAT6 comm port to be centrally located on the North, East and West walls of the room.

7. 151 Hallway West shall inlcude dimensions of 11’0” (North/South) X 8’8” (East/West) with an entry door in the SW corner of the room. A window is to be located to the East of the door. The window dimensions shall be determined and coordinated with Location Monitor. A minimum of 2 double gang, 110 volt and 20 amps electrical outlet boxes and 2 single gang CAT6 comm port shall be centrally located on the East wall of the room.

8. 151 Hallway East shall include dimensions of 11’0” (North/South) X 8’8” (East/West) with an entry door in the SW corner of the room. The window dimensions shall be determined and coordinated with Location Monitor. A minimum of 2 double gang, 110 volt and 20 amps electrical outlet boxes and 2 single gang CAT6 comm port to be centrally located on the East wall of the room.

9. Existing Room 151A shall receive a new entry door to match like install of corresponding doors.

10. Existing Room 151B has dimensions of 10’11” (North/South) X 8’11” (East/West) This room will be a demo and refurbish to match the other newly constructed rooms.

11. Entrance 1 and 2 will also require demo and refurbish to match the newly constructed rooms.

7. References & Standards: All construction shall comply with ARS Facilities Design Standards

(ARS Manual 242.1, 5-01-12), ARS Energy, Water, and Sustainability Policy (ARS Policy & Procedures 134.2, 11-12-13), ARS Energy, Water, and Sustainability Policy Bulletin (ARS Policy & Procedures Bulletin 15-134.2), governing Building Codes, and all applicable local, regional, State, and Federal regulations. Where one or more Codes or regulations conflict, the more stringent shall apply.

8. Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.

9. Existing Installations/Demolition:

a) Contractor shall modify existing installations as needed to accommodate the new installation. Where applicable contractor shall coordinate demolition or modification of existing installations with the Owner. All disturbances of existing systems shall be thoroughly coordinated with the Owner to prevent disconnecting equipment that may potentially jeopardize in-progress research.

b) The Owner reserves the right to retain any equipment or materials removed as part of this scope of work. The Contractor shall coordinate any equipment or materials to be retained with the Owner prior to starting demolition operations. The Contractor shall legally dispose all equipment or material removed that will not be retained.

c) The contractor shall divert project waste to recycle where practical. The Contractor shall track and document the amount of waste diverted to recycle. The contractor shall submit diversion documentation as part of closeout. If no waste is diverted to recycle, the contractor shall submit a letter stating so and why diversion was not practical.

10. Quality Control: The work performed under this contract shall be subject to continuous audit by the Location Monitor. Quality control is the exclusive responsibility of the Contractor.

11. Temporary Facilities:

a) Temporary utilities (water and electricity) may be furnished to the Contractor by the

Government, if so requested. The Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through its own negligence.

b) Should the Contractor require any power or utility shutdowns during construction, the Contractor shall obtain approval for such shutdown from the Location Monitor three working days prior to the need

12. Site Cleanup: The construction site shall be kept clean and free of debris at all times.

Restore areas disturbed as nearly as possible to the original appearance and condition.

Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR.

13. Submittals:

a) For all proposed material, contractor shall provide concrete mix design, relevant illustrations, standard schedules, performance charts, instructions, brochures, diagrams, manufacturer descriptive literature, or catalog data.

b) The descriptive literature shall be annotated/highlighted to show its conformance with contract requirements.

c) Submittals are required for all building materials and equipment and shall be provided to the CO and COR for review and approval.

d) Contractor is responsible for any costs incurred for equipment ordered without prior approval.

14. Final Inspection:

a) The Contractor shall notify the Contracting Officer and Owner in writing 10 days prior to the date that the project will be ready for final inspection. An inspection of the project will be made by the Contracting Officer and Contractor at a mutually agreed upon time.

COR and contractor shall compile a “punch list” prior to final acceptance of the installation and submit completed warranty documentation to manufacturer.

15. Warranty:

a) In addition to any other warranties set out elsewhere in this contract, the Contractor warrants that work performed under this contract conforms to the contract requirements and is free of any defect of equipment, material or design furnished, or workmanship performed by the Contractor or any of his subcontractors or suppliers at any tier. Such warranty shall continue for a period of one year from the date of final acceptance of the project. Under this warranty, the Contractor shall remedy at his own expense any such failure to conform or any such defect. In addition, the Contractor shall remedy at his own expense any damage to Government owned or controlled real or personal property, when that damage is the result of the Contractor's failure to conform to contract requirements or any such defect of equipment, material, workmanship, or design. The Contractor shall also restore any work damaged in fulfilling the terms of this clause. The Contractor's warranty with respect to work repaired or replaced hereunder will run for one year from the date of such repair or replacement.

16. Notification and Compliance: The Government shall notify the Contractor in writing within a reasonable time after the discovery of any failure, defect, or damage. Should the

Contractor fail to remedy any failure, defect, or damage within a reasonable time after receipt of notice thereof, the Government shall have the right to replace or repair and have the cost billed to the Contractor.

17. Latent Defects:

a) The Warranty specified herein shall not limit the Government’s rights with respect to latent defects, gross mistake, or fraud.

18. Acceptance:

a) Upon satisfactory submittal of the above documents the Contracting Officer shall issue to the Owner a certificate recommending final acceptance of the project. Minor unfinished items of work may be listed on the certificate and accepted from final acceptance. A sum sufficient to cover the cost of completing these unfinished items of work will be withheld by the Owner from the final payment. All other funds including retainage shall be due and payable upon receipt by the Owner of the Contracting Officer's certificate. Upon certification by the Contracting Officer that the items of work have been completed, all monies withheld by the Owner shall be due the Contractor.
