Replacement of past-end-of-service-life concrete pipeline at CPRL, Bushland TX
General Information:
1. Background and Purpose: The primary mission of the USDA-ARS Conservation & Production Research Laboratory (CPRL), Soil and Water Management Research Unit (SWMRU) is to conduct research to improve crop irrigation efficiency and effectiveness while conserving water. This requires dependable and efficient irrigation pipelines to convey water from wells to a reservoir and to experimental field sites. Two of the three irrigation wells are connected to the reservoir and other irrigation systems by a concrete pipeline that was installed in the 1940s. The pipeline is approximately 5,300 ft long on the federal land portion and 12 to 15 inches in diameter (diameter may vary for different sections). The pipeline is well beyond its expected service life of approximately 50 years, and requires frequent repairs for leaks, which requires shutting down all irrigation systems and draining the pipe. This is programmatically dangerous during peak irrigation months, because it places undue risk on experiments, and hence jeopardizes the ability of SWMRU to fulfill its mission obligations. Importantly, the concrete pipeline also is generally leaky along its entire length with no obvious points of failure but accounting for ~23 acre-feet per year, or ~10% of total losses from our irrigation system.
2.
Objective: The scope of work is to replace the 5,300-ft concrete pipeline on federal land with 12-inch 100 PSI PVC irrigation pipe, with gasketed bells on one end of each piece of pipe and beveled spigot on other end. For a 10-ft drop and gravity flow, friction losses will limit the maximum carrying capacity of a 12-inch PVC pipe to 850 gallons per minute, which is greater than the maximum expected irrigation demand of 650 gallons per minute.

CONTRACTOR REQUIREMENTS:
4. Technical Requirements/Tasks:
a. The new PVC pipeline shall be installed parallel to the existing concrete pipeline (Figure 1).
The existing and new pipelines cross several easements. The existing pipeline is oriented North-South for approximately 910 ft, from an irrigation reservoir to a corner adjacent to IH 40 (approximately MP 56), and oriented East-West, for approximately 4,390 ft. on federal land. A branch running south for approximately 75 ft and connecting to Well 3 is not slated for replacement. A fence 42 feet east of Experiment Station Road (the paved entry road to CPRL near the main rolling gate) is the boundary between federal and state land. The concrete pipeline continues east for approximately 1,110 ft on state land, terminating at a connection to Well 5. The new PVC pipeline shall include a T fitting for connection to Well
3. It shall terminate at the boundary between federal and state land where it shall transition to the existing concrete pipeline or such pipeline as the state of Texas may install. Thus, the new PVC pipeline shall run North-South for approximately 910 ft, from an irrigation reservoir to a corner adjacent to IH 40 (approximately MP 56), and run East-West from that corner for approximately 4,390 ft.
b. The existing pipeline is parallel to and accessible from existing caliche roads from the reservoir to the main gate. The caliche roads are located entirely on US Government property.
The portion of the pipeline between the main gate and Well 5 are parallel to the public frontage road (South of IH40). The location of the new pipeline shall be approximately 3 ft east of the 910 ft North-South section and approximately 3 ft south of the 4,390 ft East-West section of existing pipeline, which is sufficiently distant from the frontage road and caliche roads so that trenching and construction should not require lane closures or interfere with traffic. The pipeline is parallel to overhead power lines for the entire length. The new pipeline will pass beneath one paved road north of the main gate and near a culvert; the paved road provides access to CPRL HQ. It is presently unknown if the new pipeline shall cross other underground utilities.
c. The Contractor shall measure and verify elevations and distances due to many local undulations. Elevations vary approximately 3 ft in the North-South portion and 10 ft in the East-West portions, with the highest elevations near the reservoir and Northwest corner, and lowest elevation at the boundary just east of the main gate.
d. The new PVC pipeline shall be placed in a trench 4 ft deep, where the top of the new pipeline shall be not less than 3 ft from the surface. The trench shall be located to the east of the North-South portion and to the south of the East-West portion of the existing concrete pipeline, and not closer than 2 ft. Connections to the reservoir and to the pipeline on state land will require cutting through and connecting to the existing concrete pipeline. The connection to Well 3 will require installation of a T fitting.
e. All corners, junctions, and other locations having a change in direction or having the potential for hydraulic forces to develop shall have adequate thrust blocking to prevent movement. The corner connecting the North-South and East-West sections shall use a wide-radius 90-degree coupler, or two 45-degree couplers.
f. Inline gear valves with wheel handles shall be installed near the point of connection to the reservoir. Two additional gear valves with handles shall be installed East and West of the tee junction to Well 3 (total of 3 inline valves). Risers (4-inch Schedule 80 PVC) shall be placed

Bushland, Texas, 79012 near the reservoir and downstream of the valve, at the Northwest corner of the pipeline, east and west of the junction to Well 3, and north of the domestic well (total of 5 risers). The risers shall accommodate air/vacuum release vents and high-pressure relief/access valves.

6. Government Responsibilities: The USDA- ARS-CPRL shall designate a Contracting Officer’s Representative (COR) to coordinate and facilitate access to the pipeline sites on the CPRL North Section. The COR shall inspect operation of the pipeline before accepting all work by Contractor as complete.
7. Reporting Requirements and Deliverables: The Contractor shall maintain communication with the COR to expedite completion of all work described herein. The Contractor shall provide an invoice following COR approval for payment.
8. Program Management and Control Requirements:
A. Contractor shall work with the COR to schedule work beginning around October 1, 2023.
B. Contractor shall complete work upon 30 days of awarding of Contract.
C. Contractor shall follow all Agency, Departmental, Federal, and State regulations and manufacturers’ guidelines and instructions for safe and proper use of all chemicals and materials and be familiar with Material Safety Data Sheets of each chemical and material.
D. Contractor shall follow all Agency, Departmental, Federal, and State regulations in properly disposing of used chemicals, materials, and wastewater.
E. Contractor shall be familiar with and follow all Agency, Departmental, Federal, and State regulations in working with electrical and power equipment, and other safe practices. This includes familiarity and adherence to the Lock Out Tag Out (LOTO) program.
F. Provisions shall be made to adjust work schedule for severe or inclement weather. Work may be delayed in the event of wet soil conditions, where rutting or other damage may be possible.
Contractor shall avoid damage and alteration of the existing concrete well head and all other infrastructure at the USDA-ARS-CPRL unless approved by COR. Contractor shall leave the area around the well clean and free of debris.
G. Contractor shall sign in upon arrival and sign out upon departure of the USDA-ARS facility during each workday.
9. Inspection and Acceptance Requirements: The COR shall inspect work upon completion and shall approve upon completion if work has been done according to terms of this statement of work. The Government shall process invoice upon approval.
