2.1 Research Mission and Site Location

The site in scope is located near Temple, TX. The area of scope is the Southern field workspace of the Temple site area where 3 grain bins, 2 equipment sheds, and the equipment yard is located. The facility provides a space for research over farmland products and techniques.

3.0 SCOPE OF SERVICES:

The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein.

a. The Contractor shall provide services for the following tasks marked by an “X”:

[X] Provide a technical design and cost proposal to complete the project as per project requirements.

[X] Complete the project as per project requirements.

4.0 PROJECT REQUIREMENTS:

The Contractor shall furnish a technical and cost proposal to provide services to install new barbed wire Fence and adding barbed wire to the existing fence at Temple, Texas along with required gating along the fence perimeter.

a. The Contractor will work with site personnel to ensure project is accomplished in a timely manner.

b. The Contractor’s work shall adhere to the criteria stated within these project requirements and specifications.

c. Davis Bacon Wage Rates apply to all construction contracts in excess of $2,000.

Employee payroll logs for the project will be required to verify wage rates are being adhered to.

d. Materials and Installation shall meet the applicable sections of the Uniform Federal Guide Specifications (UFGS).

e. The UFGS specifications can be found on the listed on the Whole Building Design Guide Construction Criteria Base UFGS page at : https://www.wbdg.org/ccb/browse_cat.php?c=3.

f. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal and local code requirements as well as current industry standards, (ie: UBC, IBC, ASTM, etc.)

and health and safety codes, in effect at the time of contract award.

g. Davis Bacon Wage Rates apply to all construction contracts in excess of $2,000. Employee payroll logs for the project will be required to verify wage rates are being adhered to.

h. Payment, bid or other bonds may be required per the Contracting Officer’s bid package.

Obtaining and the cost of these bonds is the responsibility of the Contractor. Proof of Insurance is also required.

i. Shutoff of utilities, if required, shall be scheduled no less than ten working days in advance.

j. The Contractor is responsible for visiting the site prior to submitting a bid to observe existing conditions. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work.

k. Clean up all debris from construction site once job is completed.

l. Buildings will be occupied while construction is ongoing. Contractor will schedule work with location in order to allow location to meet current research needs.

4.1 Bid Schedule:

a. The Base Bid and Options shall include all work described in 4.2 Description of Work.

b. The Bid Schedule shall be broken down into the Base Bid and Options shall be broken down as following:

1. Base Bid: Southern half of the fence according to the plan

2. Option1: Northern half of the fence according to the plan

3. Option 2: Barbed wire installation on the fence

4. Option 4: Various gates being installed per the plans

4.2 Description of Work:

4.2.1 Pre-Construction Services

a. Pre-Construction Submittals

Prior to Construction Notice To Proceed (NTP) the following submittals must be submitted to the Contracting Officer (CO) for approval, unless otherwise determined by CO that submittals may be provided after NTP:

1. Submittals for all Material used on the project prior to construction.

2. Work Hours, per Section H.30 entitled, MAXIMUM WORKWEEK – CONSTRUCTION

SCHEDULE. The work hours will include the daily starting and stopping time, and days of the week the Contractor proposes to carry out the work.

3. CPM Scheduling is NOT required on this project.

4. Construction Cost Proposal presented in a cost break-out format resembling a Schedule of Values, if contractor intends to request partial payments.

4. Quality Control Plan is NOT required on this project.

5. Environmental Protection Plan is NOT required on this project.

6. Accident Prevention Plan/Site Specific Safety Plan.

7. The construction contractor (CC) shall provide to the CO a list of contract personnel of the general and subcontractors, who will be emergency contacts, including address, and telephone numbers for use in an emergency. As changes occur and additional information becomes available, the CC shall update the list.

4.2.2 Construction Services

The Scope of this project includes the following items (below in a. “Requirements”).

a. Requirements:

The Scope of Work includes:

1. Site Survey and marking of the boundaries of the new fence installation and areas of repair by the contractor in coordination with the Local Monitor. Estimated routing of new fencing is approximately show in in Attachment 1 – USDA-ARS Temple Texas Planned Fencing Map (Drawing). Survey to be marked and coordinated with the Location COR.

2. Removal of any tree stumps, limbs, or other materials that will interfere with fence construction will be removed from the construction area and disposed of in a manner consistent with environmental concerns and proper functionality of the completed fence and gates.

3. Installation of ~1,600 linear feet of new fencing in locations as approximately indicated in drawing in Attachment 1, “USDA-ARS Temple Texas Planned Fencing Map”. New fencing to follow the specifications as stated in Attachment 2, “Fencing Specifications”.

1. Per base bid and option, the fencing has been split into ‘Northern’ and

‘Southern’ halves, each totaling ~800 linear feet of fencing.

2. Contractor to leave a gap where perimeter gates are to be and prepare fencing for new gates to be installed in the project or in a future option.

4. Installation of three 40ft double cantilevered gates using 6 5/8” roller supports.

5. Installation of two 16ft swing gates.

6. Material and labor to repair existing fence system as specified by COR during pre-bid site visit. Contractor to request details onsite during pre-bid site visit.

b. Contractor is responsible for any damage to adjacent items or property that may become damaged during demolition. The Contractor is responsible for making repairs to meet or exceed conditions prior to damage.

c. The Contractor is responsible for visiting the site prior to submitting a bid to observe existing conditions. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work.

The Scope shall be broken down into the following Base and Options:

1. Base Bid: Southern half of the fence according to the plan

2. Option1: Northern half of the fence according to the plan

3. Option 2: Barbed wire installation on the fence

4. Option 4: Various gates being installed per the plans

Contractor to provide a quote broken down into the base and options.

4.3 Government Furnished Equipment\Services

a. The Government will furnish a reasonable amount of electricity and water as needed. Electric outlets are available in buildings within the work area. Water faucet is available within the work area east of the grain bins. A secondary water supply location is available if necessary, at the Grasslands headquarters.

5.0 GENERAL REQUIREMENTS:

5.1 Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.

5.2 Existing Conditions:

Contractor shall coordinate installation of new fencing and gates as required after site visit and scope confirmation to ensure research integrity as directed by the location COR. Contractor shall protect existing underground installations and restore any damage at Contractor’s expense. Contractor to call 811 to confirm all underground utilities in the area. More details for coordinating and protecting underground utilities is located in Attachment 2.

5.3 Quality Control: The work performed under this contract shall be subject to continuous audit by the COR. Quality control is the exclusive responsibility of the Contractor.

5.4 Protection of Work and Property/Safety Requirements:

a. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR.

b. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities of the protection and security.

c. Contractor shall follow ARS Standard Operating Procedures (SOP), dated October 16, 2018, for Cleaning and Disinfestation (C&D) of equipment and material before leaving the CFTRL site. Copy of the C&D SOP can be provided on request, dated October 16, 2018.

d. Contractor shall provide full time Superintendent on the jobsite at all times that is 30-hour OSHA trained and certified per Contractors APP/SSSP. It is acceptable to utilize any Subcontractors Superintendent if person is certified and included in APP/SSSP and approved by CO.

5.5 Temporary Facilities:

a. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. The Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through its own negligence.

b. Should the Contractor require any power or utility shutdowns during demolition, the Contractor shall obtain approval for such shutdown from the COR ten working days prior to the need.

c. Contractor shall supply temporary toilet facilities.

5.6 Cleanup: The construction site shall be always kept clean and free of debris. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR.

5.7 Final Payment/Contract Closeout: The following documents are REQUIRED PRIOR TO

FINAL PAYMENT (other documents may also be required):

a. Release of liens.

b. Employee payroll\time sheets

c. Invoice

6.0 PROJECT SCHEDULE: The Contract completion time for this project is 60 calendar days from

NTP.

Fencing Specifications

Scope of Work

Building a perimeter fence around the Southern field workspace to protect 3 grain bins, 2 equipment sheds, and equipment yard where USDA-ARS equipment is stored. Install approximately 1600 linear feet of 6ft chain link fence with 3-strand barbed wire top along with gates in different junctions on the fence perimeter.

Construction Location

The planned location of fencing is displayed on the attached map with sketch included. Fence lines will be flagged off prior to construction beginning. Fence line should be verified with survey to ensure correct location of new fence and gate installation.

Utilities

Contractor awarded contract must contact the TX811 Portal by calling 811 with construct site location information. Texas Law requires at least 2 working days’ notice before beginning excavation. That is exactly 48 hours from the time you placed your request with the Texas 811 Call Center. If necessary, the utilities or their agents will mark the appropriate location of buried facilities, using paint, flags, stakes or a combination.

There may be some existing utilities buried underground on site. Prior to the pre-construction meeting and any post hole digging, contractor to coordinate if any underground utilities are on site. Utilities must be clearly marked to avoid damage. Any damage done to the underground utilities shall be repaired or replaced by contractor at no cost to site owner. Absence of utilities on any provided drawings is not assurance that utilities do not exist at the site.

Site Preparation

Any trees, stumps, limbs, or other material that will interfere with fence construction will be removed from the construction area and disposed of in a manner consistent with environmental concerns and proper functionality of the completed fence.

Installation Dimensions

Fencing will be constructed by the dimensions described below, drawings provided, and as staked at the worksite.

Materials

Chain link fencing to be 6 feet in height, 9 gauge fabric mesh, placed on metal galvanized line posts with caps. Three strand barb wire and bracketing will be placed above the chain link portion of the constructed fence.

Spacing between line posts (and/or terminal end posts) will not exceed 10 feet 6 inches.

Terminal end posts will be 2 and 7/8” outside diameter metal posts, and line support posts will be 1 and 7/8”outside diameter metal posts. Top rail will be 1 and 5/8”. All pipe will be Schedule 40 steel, and tension wire will be installed at the bottom of the chain link.

Installation of new fence top guards on new fence. Outriggers (support arms) at 45-degree angles in a single arm (towards the threat side) or “Y”/”V” configuration, constructed of a single or double outrigger consisting of 18-inch (457 mm) arm(s), each having three strands of barbed wire at regular intervals along the top of the fence. The outriggers must provide a minimum of an additional 12 inches (305 mm) to the fence height. The top guard fencing adjoining gates may range from a vertical height of 18 inches (457 mm) to the normal 45-degree outward protection, but for a limited distance along the fence line to adequately open the gates.

Outriggers must be permanently affixed to the fence posts with screws or by spot welding.

Screws used to affix outriggers to posts must be made tamper-proof either by design, peening, or welding.

Posts will be set in concrete at a depth of 24 to 36”. Replace soil on the top 6 inches to 1 foot of drilled hole, to help reduce posts from moving in high shrink/swell soils.

Fence will be braced and trussed at terminals.

Install three 40ft double cantilevered gates using 6 and 5/8” roller supports.

Install two 16 ft swinging gates.

Materials must meet the ‘Buy America’ Act.
