• All cushions must meet Federal Aviation Administration Regulation 25.853 “Flammability Requirements for Aircraft Seat Cushions”
• All cushions must have documentation of a United States Air Force “safe to fly” rating
• All cushions must be new o Cushions must be manufactured no earlier than 1 January 2020 o Cushions must not have been used in aircraft previously o Cushions must be assembled from new materials
• Cushions must be purpose-built for the KC-135, or Air Force C-135 variants. “Purpose built” is defined either as current widespread use in the KC-135 or the following:
o All cushions must fit into original crew position frames o Cushions must not interfere with free movement of aircraft controls o Cushions must not block the view of any aircraft instrumentation o Cushions must not interfere with normal egress routes o Cushions must have built-in fasteners (Velcro, snaps, and/or grip strips) compatible with existing KC-135 hardware to prevent unwanted movement in flight o Cushions must provide a similar level of support and padding compared to original
Boeing equipment
• Cushions must demonstrate acceptable durability by current widespread use in the KC-135 or the following:
o Cushions must not deform, collapse, expand, or fail after exposure to aircraft temperatures ranging from -60o to +170o Fahrenheit o Cushions must not grow mold or mildew during use in the KC-135 despite operations in high humidity environments and exposure to significant amounts of human sweat o Cushions must not change shape or properties during operations at cabin pressures ranging from the equivalent of 500 feet below sea level to 8,000 feet above sea level
• Even cushions currently in widespread use in the KC-135 must not contain gels, liquids, or bladders that can puncture with rough use, or harden at cold temperatures
• Cushions must have suitable comfort and support. Current widespread use in the KC-135 is evidence of suitable comfort and support.
o Cushions should be made of materials similar to original Boeing equipment, or cushions currently in use in KC-135 aircraft o Cushions must remain comfortable for flying missions exceeding ten hours o Cushions must not create areas of irritation or decreased blood flow during use o Users should not be able to feel the aircraft seat frames under the cushions during use
