140P1223Q0112 Statement of Work Bryce Canyon National Park Recycling Roll-Offs
INTRODUCTION
Bryce Canyon National Park is a remote park with no access to local recycling facilities. This contract will be specifically for transportation of recycling materials and providing at least two roll- off type bins for recycling.
SUMMARY OF WORK
The contractor shall furnish all regular and fabrication labor, materials, tools, equipment, supervision and applicable licenses and permits necessary to perform additional Recycling Roll-off’s and Transportation Services at Bryce Canyon National Park, Utah. The contractor will provide at least two, 30 yard recycling containers, or one 30 yard and another 20 yard if two 30 yards are not available or are able to be transported, to collect co-mingled recyclable materials. These materials will be determined by what is acceptable co-mingled recycling materials at the certified recycling collection agency that the items will be transported to. Currently, the closest certified recycling center is Rocky Mountain Recycling in St. George, Utah. The Contractor will provide transportation of the containers and contents, consisting of the co-mingled recycled materials to Rocky Mountain Recycling Center and if that facility closes or another is closer, the nearest certified recycling center. For each container the contractor removes from the park, one will be placed in the same location, or a specified location, prior to the removal of the full container so there is no interruption to recycling collection.
BASE SERVICES
The contractor shall be required to accomplish all the tasks and fulfill all the requirements of this Scope of Work as described herein;
1. The contractor shall provide containers and the actual drop off and pick up locations will be determined by the COTR prior to delivery. Due to seasonal weather changes, the location may change throughout the year but all containers will remain within Bryce Canyon National Park. The contractor shall provide the types and quantities requested. Current locations are noted in the attached photograph (Appendix A)
2. Supplied containers shall be well maintained and be well marked with the Universal Recycling symbol or marked “Recycle” so as not to get confused with other waste management containers.
3. The containers shall have drains smaller than ¼” square to prevent rodents from entering containers. Openings larger than ¼” shall be covered with a screen or material that will meet the ¼” requirement.
4. The containers shall have metal or heavy plastic sliding doors (Appendix B) which will not only allow easy access, but also allow the container keep wildlife and weather out. The sliding doors work better due to the average height of a 30 yard roll-off type container. It also is a better design as Bryce Canyon is known for heavy snow events and the added snow weight could be a problem for any other design. The sliding doors must be high enough and wide enough to fit a large cardboard box. Also, there must be a way to secure the sliding door during transportation.
5. If the top of the container is not available, the contractor can, at the cost of Bryce Canyon National Park, fabricate the top, however the park must approve the design and cost of the final product prior to first being fabricated and placed in use. The park would be willing to purchase additional roll-off’s from the contractor, if they are available upon reaching a negotiated price. If the park were to purchase and own all of the roll-off’s, then the contractor would only be responsible for transportation aspect of this contract.
6. The contractor shall ensure that all equipment used to haul containers to and from Bryce Canyon and the designated Recycling Center are complaint with all state and federal laws pertaining the transporting of the container and material. The contractor assumes all liability when transporting containers. Any required safety equipment for transporting, picking up or dropping off roll-off’s will be the contractors responsibility
7. To save on transportation and equipment costs and for the convenience for the park, the contract will need to have the ability to transport two recycling roll-off’s at one time. Two roll-off’s will be dropped off and two will be transported to the recycling facility. Since the park owns two, when those are full, the park will need two delivered to take their place.
8. The contractor shall provide weigh tickets (hard copy of electronic (if available) showing the amount of material that was delivered, which excludes the weight of the container, truck, driver, accessories and showing only the weight of the recyclable material delivered to the recycling center. This weight should match what is being billed to the park directly from the recycling center.
9. The park currently has an account with the recycling center in St. George, Utah (Rocky Mountain Recycling). The park is directly billed for material transported to their facility and the recycling fee will not be the responsibility of the contractor.
Non-performance
In the event of non-performance of work by the Contractor, the Authority will have the right to exercise one of the following options within ten (15) calendar days after the event of non-performance:
1. The Contractor shall correct such Non-Performance upon notification by the Contracting Officer and the Authority shall make no deductions for Non-Performance.
2. The Authority shall allow the Non-Performance to remain uncorrected and shall make a deduction from payments to the Contractor. When applicable, deductions shall be made in accordance with the following
A. Missed scheduled pull for any recycling container -- $150.00 per occurrence, per container.
COLLECTION AND DISPOSAL
1. All recyclable materials collected and removed by the Contractor shall be contained, tied, or enclosed within the container to prevent leaking, spilling, or blowing during transport.
2. All recycling collected by the contractor shall be disposed of at the closest certified and approved Recycling Center. The recycling material is collected in a single stream/comingled method at the park. The Contractor shall be responsible for any and all permits or transportation fees associated with the transporting the containers and recyclables to and from Bryce Canyon National Park and the Recycling Center.
3. When returning containers, the Contractor will ensure that they are returned to the locations specified by the COTR and all sliding lids will be closed. When removing containers, the same applies, all sliding lids will be closed and secured.
4. The Contractor shall be responsible for cleaning up any debris which may occur during removing or returning the containers.
5. The Contractor will only pick up or deliver containers between the hours of 8 am and 4
pm. The contractor and the park will confirm the date, time and location.
6. The Contractor will check in with the Entrance Station when delivering and abide by all traffic regulations within Bryce Canyon National Park. The Contractor will be allowed fee free access into the park for providing the service requested.
7. The COR or designated employee will contact the Contractor when the containers are getting full. Once contacted, the Contractor will have 5 business days to change out, repair, replace or drop a recycling container to the park.
8. The Contractor can store full recycling containers, at their business or owned storage location, for no more than 30 days before transporting them to the designated Recycling Center, or when it’s more convenient for the contractor. The park accepts no responsibility for the contents of those containers once they are in the possession of the Contractor, other than paying the recycling center for the contents when delivered. The contractor must ensure that no other recycling or trash materials are added to the roll-off’s when they are in their possession.
9. If the roll-off containers are stored by the contractor on their business or any location other than Bryce Canyon National Park, then the contractor accepts all liability of those containers.
SUPPLEMENTAL SERVICES
There may be times, due to increased visitation, holidays or special events, extra containers may be needed. Any service outside of the identified regular service shall be charged at the Contractors cost, plus 15%. Unless otherwise approved in writing by the COTR, the Contractor shall not invoice Bryce Canyon National Park for supplemental services.
MAINTENANCE
1. The contractor shall maintain all contractor owned roll-off containers in good condition. The containers shall be painted in a uniform color, with appropriate ensuring markings show they are recycling containers.
2. Contractor will ensure the exterior and interior is clean and empty prior to delivery to the park.
3. The Contractor will maintain their contractor owned roll-off’s and ensure all access doors will easily open and close prior to dropping the containers off. Should a problem arise with the operation of the doors, the Contractor will be responsible for the repair or replacement of the contractor owned roll-off container, or top, to ensure uninterrupted service.
GENERAL REQUIREMENTS
A. No equipment, other than the roll-off containers, will be left or kept at Bryce Canyon National Park without written permission from the COTR.
B. Government facilities are smoke free and smoking is not allowed within 25 feet of any government building.
C. Any unusual events that will delay the Contractor from fulfilling the requirements of this contract should be reported immediately to the COTR. Due to the distance between the park and the nearest Certified Recycling Center, weather could be a factor during the winter season.
ESTIMAGED SERVICE NEEDS
The demand for recycling is much higher during peak season for the park (May 1st thru October 30th). It’s estimated that the park will need recycling containers changed out approximately twice a month. During the shoulder and winter season, this could be once every two months. If the recycling program expands, this need could be more frequent.
PROPOSED CONTRACT PERIODS
This service contract will be for one year, but option years could extend it to four years.

Appendix A
One roll-off is placed at the rear of the Visitor Center, top left corner (in photo) of the employee parking lot. This roll-off will be placed next to the current trash dumpsters at that location.
We have two pull outs that we store a recycling roll-off. The pin in the photograph above marks the approximately location. This location (Mission 66 Housing Area) is next to the Maintenance Yard.
