Performance Work Statement (PWS)
Project: CCRU Greenhouse Software and Hardware Upgrade
The current version of our greenhouse automation software utilizes an outdated system that has become obsolete. Currently, it is impossible to order replacement parts for our existing system. As a result of this contract, a fully functioning greenhouse control system shall be installed.
GENERAL INFORMATION
1.0 Background: Our current greenhouse automation system is Argus Classic. This system controls the following functions for three separate greenhouses individually:
A. Scheduled/User Controlled Functions
i. Grow lights – LED lights which are scheduled on and off.
ii. Roof, Sidewall, and Backwall Curtains – User engaged determined by amount of existing sunlight and other factors.
iii. Irrigation valves – Duration and time of watering are scheduled.
B. Unscheduled/Automatic Functions
i. Overhead blower motors – A greenhouse sensor determines when this ceiling mounted fan will engage to assist in maintaining a user-defined humidity and temperature parameter. These fans use chilled water and air velocity to cool the greenhouse and remove humidity.
ii. Overhead vent motors – Assists in temperature and humidity control by opening and closing a roof vent based on user-defined parameters.
Additionally, this vent utilizes a roof-mounted weathervane as a safety feature. This feature will not allow the vent to open above 2% if the wind speed is above a specific parameter.
iii. Hot water control valves – Assists in maintaining a user-defined temperature parameter.
2.0 Scope of Work: Any remote services, if warranted, should be coordinated with the USDA/ARS IT personnel. The following services are requested but are not limited to:
A. Onsite analysis of current control systems.
B. Utilize existing relay control panels / cabinets (if feasible).
C. Provide hardware and software upgrades or replacements to existing control system.
D. Provide firmware updates as needed.
E. Provide operator training.
F. Ensure proper operation.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks:
1. All duties should be performed within building hours of operation unless preapproved by the USDA/CCRU.
2. Hours of Operation: Unless exceptions are pre-approved by facility maintenance personnel, all work is to be accomplished between the hours of 7:30 am to 4:00 pm, Monday through Friday, when required. Normal business hours do not include Federal Holidays or closures due to inclement weather. Notifications should be sent to the maintenance personnel that outline when work is to be conducted. All schedule changes should also be relayed to maintenance personnel in a timely manner.
3. The following list of equipment/replacement material, special tools, and safety requirements will be verified and updated as needed by the contractor prior to submitting a proposal.
a. Lift or extension ladder.
b. Proper tools and equipment associated with work.
4.0 Government Furnished Equipment: None
5.0 Deliverables Scheduled: All deliverables required should arrive at the CCRU loading dock during the normal hours of operation (Monday – Friday 7:30 am to 4 pm).
6.0 Travel: Government travel is not authorized. Trip charges/fees will be pre-approved and outlined in the service/repair contract.
7.0 Contractor’s Key Personnel: The contractor is responsible for supplying personnel pertinent to the job function. Supervision and coordination of personnel will be the responsibility of the contractor.
8.0 Security Requirements: All incoming personnel must report to the building administration and/or maintenance personnel upon arrival at the building for sign-in purposes. All personnel will receive a verbal screening for COVID-19 and be escorted throughout the facility. The contractor is expected to follow current hygiene protocols which will be relayed to the contractor by maintenance personnel.
9.0 Place of Performance: Except for deliveries and loading/unloading of equipment, all contractor tasks will be performed within the confines of the CCRU facility.
10.0 Period of Performance: Normal business hours as defined in Section 3.0 (2).
11.0 Data Rights: Proprietary information applicable to contractor tasks should be outlined with guidance to protect that information if warranted.
12.0 Section 508 – Electronic and Information Technology Standards: If required, maintenance personnel will provide access to system software that may be associated with equipment replacement functions.
