Performance Work Statement (PWS) Project: GC Annual Service Contract
GENERAL INFORMATION
1.0 Scope of Work:
The primary objective of this scope of work is to ensure uninterrupted operations and consistent production of data for peer-reviewed publications that align with the mission of the Human Nutrition Research Center. To achieve this, the focus will be on prioritizing the servicing and preventative maintenance of the center's current Gas Chromatography (GC) systems. These instruments are vital for the center's scientists and require regular maintenance to ensure optimal performance and reliability.
2.0 Background:
The GC’s are currently not under service agreements, and with the recent hard-drive failure it is in the labs best interest to put these instruments under contract as these instruments are heavily used by the centers scientists and staff.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks:
The GFHNRC requires a maintenance program for our current THERMO Trace GC- FID’s that covers on-site repair services, that include travel, parts, labor, telephone support troubleshooting, etc. The work shall be performed between 8am – 5pm. The contractor shall give at least 72 hours’ notice before coming on-site to ensure that the proper GFHNRC personnel can be on-site. The contractor shall also work be willing to demonstrate to the GFNRC personnel all work that is being performed.
The contractor shall make all efforts to contact OEM certified service providers, if that is not feasible the contractor shall contact GFHNRC staff to either make arrangements for another ISO certified service provider, or to work with the GFHNRC staff to get the OEM service provider on-site within one-week of notification.
If a repair can’t be made a loaner instrument of the same exact model or newer from the same manufacturer must be provided within 14 days.
An annual PM on all the GC-FID equipment must be done once/year.
If a problem arises, a technician must come on-site within 5 business days.
The maintenance agreement is a firm-fixed price agreement, which means that the price will not change throughout the contract term. The anniversary date of the agreement is the same for all equipment covered under the agreement. Invoices are due within 30 days of the end of the month.

Preventative maintenance must be performed at least once a year, and no later than 30 days after the requested date. If a problem arises with the equipment covered by this contract, a service technician must be onsite within 7 days of the request.

7.0 Contractor’s Key Personnel:
Derek Bussan is the laboratory manager and will oversee the project. Dr. Bussan holds a PhD in chemistry and has utilized this equipment in prior jobs before coming to the USDA.
