Performance Work Statement (PWS)
Replacement of Propylene Glycol Solution, Building #17 Refrigeration System
GENERAL INFORMATION
1.0 Background and Purpose:
The United States Meat Animal Research Center is a facility with many facilities that aid in the production of various research projects and animal husbandry. As part of the effort the propylene glycol solution in the refrigeration system of building 17 needs to be replaced. The refrigeration system in building 17 is responsible for the refrigeration in the following rooms:
1. Blast Cooler
2. Holding Cooler
3. Meat Cutting Room
4. Lab Rooms 24 and 24A
5. Inedible Storage Room
The refrigeration system includes the air handlers for these rooms, the refrigeration chiller, 3 primary chiller pumps, air handler pumps, and piping.
CONTRACTOR REQUIREMENTS
2.0 Technical Requirements/Tasks:
The work shall include the following steps:
1. Removal and disposal off site of existing food grade propylene glycol solution, approximately 42% propylene glycol. It is estimated that the quantity of this solution is 1100 gallons. The existing solution was tested for RCRA 8 metals in water in March of 2023. All 8 metals were shown as below the EPA reporting limit (see attached). The spent propylene glycol solution shall be taken to the power plant lagoon which is east of Hastings. Contractor shall provide the containers for transporting and disposal of the glycol solution. Hose and pump shall be provided to discharge glycol into lagoon.
Length of hose required to discharge into lagoon shall be sufficient to extend to ground from hauling trailer plus minimum 4’ horizontal to empty to lagoon. Please contact Marty Stange with Hastings Utilities at 402 462-3651 to make arrangements and for guidance for bringing propylene glycol solution to this lagoon.
2. Filling and Flushing of the system with domestic water for 5-6 hours. Prior to filling the system with flushing water, water shall be tested by a lab for pH, conductivity, hardness, iron, copper, etc. Drain after the 5-6 hour period.
3. Filling and flushing of the system with domestic water and flushing (cleaning) chemical for 24 hours. Drain after the 24 period. Flushing chemical shall be 1760 Cleaner as provided by “Water Engineering”, or equal.
4. Filling and flushing of the system with domestic water for 5-6 hours to make sure all the flushing chemicals are removed which were used in the previous step. Drain after the 5-6 hour period.
5. Fill the system with domestic water, circulate, and test this water to see if the results have the same results as test results of water not having been in the refrigeration system. Drain after testing is complete.
6. Fill system with pre-mixed 42% food grade, inhibited propylene glycol solution
(propylene glycol and deionized water mixture) if water test from previous step produces test results comparable to domestic water test results from first test (item #2 above). It is estimated that the amount of propylene glycol solution in the system is 1100 gallons which is based upon the volume of solution contained in system pipe sizes with the lengths of each pipe size, and the quantity of solution in each air handler and the chiller.
Although the quantity of solution has been estimated, it shall be the responsibility of the contractor to provide the quantity of solution required to completely fill the system.
Note: Each time the system is filled with fluid, air shall be bled off as system is filled. Contractor shall provide containers for taking drained fluids to floor drains if floor drains are not in proximity of drain points.
Submittals:
Literature shall be submitted for approval, flushing (cleaning) chemical and food grade, inhibited propylene glycol prior to use or installation.
Demolition:
All material removed and not reused shall be removed from the site.
Toilets:
Contractor may use Building #17 bathroom facilities if maintained in a clean condition. Dirt, grease, debris, etc., from contractor personnel, is not acceptable at any time. If this isn’t possible, a portable toilet shall be brought to site and paid for by the contractor.
Access to Buildings:
Contractor's access to buildings shall be limited to those areas where work is being done.
Material Receiving:
Contractor shall be responsible for receiving and storage of all materials. Material shall not be shipped to owner's warehouse under any condition.
Security:
All contract personnel are required to complete a form to register as being on-site and shall also agree to a written statement of conduct while on the property.
Cleanup:
The Contractor shall keep the premises clean during construction and shall remove all rejected material, rubbish, etc., after completion of work and prior to final inspection.
Project time:
All of this work shall be accomplished within a two-week time period.
3.0 Deliverable/Schedule/Address:
Work must begin 60 days after award. Work must be completed in a 2-week time period.
