PERFORMANCE WORK STATEMENT
Janitorial Services at CPRL, Bushland TX
GENERAL INFORMATION:
1. Background and Purpose: The USDA, Agricultural Research Service (USDA-ARS) requires the need for janitorial services, twice weekly on Tuesday’s and Friday’s, for a monthly fee on a service contract located at the Conservation and Production Research Laboratory (CPRL), 2300 Experiment Station Road, Bushland, Texas 79012. The janitorial service aids in a clean workplace which promotes productivity and instills a professional image through quality, customer service, and safety. The solicited contract will cover the twice weekly janitorial services, including routine consumables, parts, and labor. This PWS will include the applicable buildings of service to be provided. The period of performance is as stated below.

3. Period of Performance (estimated):
1 August 2023 to 31 July 2024 (base year) 1 August 2024 to 31 July 2025 (1st option year) 1 August 2025 to 31 July 2026 (2nd option year) 1 August 2026 to 31 July 2027 (3rd option year) 1 August 2027 to 31 July 2028 (4th option year)

CONTRACTOR REQUIREMENTS:
1. Technical Requirements/Tasks:
a. For a fee, payable monthly, available for service contract for janitorial services. The janitorial services are needed for the following 4 buildings.

b. This monthly service is to provide all consumables, parts and labor required for satisfactory and normal operation of the janitorial services for the period(s) indicated above.
c. Janitorial services will not incur freight/fuel charges.
d. All contract related items are tax exempt.
e. The janitorial services include, but are not limited to: Building 1
• Cleaning and disinfecting restrooms (to include behind and around basins, stools, urinals, light switches, towel dispensers and toilets)
• Refill soap, toilet paper, restocking each restroom with additional (1 roll) tissue placed on back of toilets, hand drying paper, and sanitizer dispensers.
• Cleaning of glass and mirrors
• Emptying trash bins/cans
• Removing trash to the Bushland CPRL dumpsters
• Floor cleaning (vacuuming all entry mats (8), sweeping, and mopping all floors)
• Annual, stripping and waxing floors to include Laboratories (must provide one week notice prior to stripping and waxing floors
• Dusting and wiping surfaces/table tops to include Lobby Chairs, Conference Room, and Library.
• Conference Room clean and disinfect all counter tops, table tops and sink.
• Clean all entry/foyer glass/glass doors to include Office 23 glass door.
• COVID-19 prevention sanitation
f. The janitorial services include, but are not limited to: Building 21
• Cleaning and disinfecting restrooms (to include behind and around basins, stools, urinals, light switches, towel dispensers and toilets)
• Refill soap, toilet paper, restocking each restroom with additional (1 roll) tissue placed on back of toilets, hand drying paper, and sanitizer dispensers.
• Cleaning of glass and mirrors
• Emptying trash bins/cans
• Removing trash to the Bushland CPRL dumpsters
• Floor cleaning (sweeping, and mopping all floors)
• Clean and disinfect sink.

g. The janitorial services include, but are not limited to: Building 24
• Cleaning and disinfecting restrooms (to include behind and around basins, stools, urinals, light switches, towel dispensers and toilets)
• Refill soap, toilet paper, restocking each restroom with additional (1 roll) tissue placed on back of toilets, hand drying paper, and sanitizer dispensers.
• Cleaning of glass and mirrors
• Emptying trash bins/cans
• Removing trash to the Bushland CPRL dumpsters

• Cleaning and disinfecting restrooms (to include behind and around basins, stools, urinals, light switches, towel dispensers and toilets)
• Refill soap, toilet paper, restocking each restroom with additional (1 roll) tissue placed on back of toilets, hand drying paper, and sanitizer dispensers.
• Cleaning of glass and mirrors
• Emptying trash bins/cans
• Removing trash to the Bushland CPRL dumpsters
• Floor cleaning (sweeping and mopping all floors).
• Clean and disinfect all counter tops, table tops and sink.
• COVID-19 prevention sanitation
i. Sweeping: Sweeping means dust mopping large area and using a broom in corners and wall to floor spaces. After sweeping all floors shall be clean and free of dirt streaks, no dirt in corners, under furniture, chairs, desks, tables and behind doors.
j. Wet Mopping: Wet mopping requires the mop to be wet. After being wet mopped the floor shall have a uniform appearance with no streaks, swirls, of detergent marks or any evidence of soil stains, film, or standing water, there shall be no splash marks or mop streaks on furniture, walls, baseboards, or mop strands remaining in the area.
k. Glass Cleaning: After glass has been cleaned all traces of film, dust or dirt, smudges and other foreign matter shall have been removed from frames and castings.

l. Trash Removal: All trash containers shall be emptied and returned to their original location, Boxes or paper placed near a trash container and marked Trash shall be removed, the trash shall be deposited in an outside trash dumpster.
m. Vacuuming Carpets: After vacuuming the Carpet shall be free of visible litter/soul including areas under furniture.
n. Entry Floor Mats Cleaning: Entrance mats shall be vacuumed to remove soil and grit-to include soil and moisture underneath the mats must be removed and then return mats to the original location.
o. Cleaning Restrooms: Cleaning and disinfecting the entire surface, inside and outside, shall leave the fixture free from stains, streak and scum, scale, or rust.
p. Cleaning equipment and supplies are not furnished by Bushland CPRL and will be furnished by the contracting company.
q. This contract covers twice weekly service during normal working hours 8:00 a.m. to 4:00 p.m. on Tuesdays and Thursdays, except holidays. If Government Federal Holiday or an Incremate Weather Closing falls on scheduled days of Service, the next day of service would be Wednesday and Friday.
r. The agreement is in effect for the coverage period shown and will not automatically renew unless the above options are exercised, as described above.
s. This contract requires a fully licensed and insured company in cleaning and sanitizing.

3. Government Furnished Equipment and Supplies:
The Federal Government will supply/furnish the following items only paper hand towels, trash bags, toilet tissue and Kleenex only.
4. Travel:
Only local travel is anticipated. Government will not reimburse for local travel by contractor.

5. Contractor’s Key Personnel:
Contractor will provide a service technician capable of performing the work described in the technical requirements.
6. Security Requirements:
Contractor will sign-in upon arrival when on site. No security requirements are needed.
