PERFORMANCE WORK STATEMENT (PWS)

CCTV SYSTEM INSTALLATION

BLDG.2025

PETERSON SPACE FORCE BASE

COLORADO SPRINGS, CO

1. DESCRIPTION OF SERVICE: Upgrade the CCTV system in building 2025 at Peterson Space Force Base, Colorado Springs, CO. The current CCTV system consists of 26 internal/external cameras and a DVR System that are outdated and failing to meet building needs, with increased maintenance cost due to age of system. New work includes the replacement of the existing control center devices in security office, front entry control desk and loading dock office (DVR, DVR accessories, and camera power supplies), replacement of existing analog cameras and power supplies, installation of new cameras at new locations, connection of viewing stations at the front desk/loading dock to the new control center viewing software, remote viewing access via PEDs, and installation of new 32” monitor in the loading dock office. Contractor will provide all necessary materials, labor, tools, lifts, safety gear, accessories and any other items necessary to safely complete the installation and testing of all components to Air Force standards.

2. SYSTEM REQUIREMENTS: The new system will be installed in a standalone configuration (not connected to the base system) and allow for 24/7 viewing at the, security office, Rm101, front desk and loading dock locations and a remote viewing option via PEDs. The control center in the security office will have 24/7 viewing as well as video exporting and have the ability to make any needed configuration changes. System design and hardware used will be approved prior to any work being started.

Work performed will be as follows:

· Install a new VMS (video management system); to include keyboard, mouse, NVR, software, server PC, etc. in building 2025 security office that will accommodate up to 35 camera feeds. If, possible, existing monitors will be reused or replaced.

· Configure monitors at the loading dock and front desk to receive desired camera feeds from new VMS. Install new 32 inch monitor in the loading dock office.

· Install varifocal dome cameras, 360-degree cameras, and PTZ cameras throughout the interior and exterior of building 2025 to replace current 26 camera system. Add an additional 9 cameras to the current configuration to enhance facility CCTV coverage to increase security and safety of the facility populace.

All new cameras must be IP based. IP based cameras may be Power-Over-Ethernet (PoE) capable. Outdoor cameras will be equipped with environmental components (heater/fan) sufficient to withstand Colorado Springs, CO weather extremes plus (or minus) 10 degrees Fahrenheit.

2.1. Dome Camera will meet or exceed the following specifications:

2.1.1. 5MP, H.265 compression 20 fps @ 2560x1920

2.1.2. Wide angle (2.8~12 mm preferred)

2.1.3. Remote focus function available

2.1.4. Night visibility for low light conditions

2.1.5. WDR functionality for bright and dark environments

2.1.6. Built-in IR illuminators, effective up to 30 meters

2.1.7. Weather resistant IP66 rated and vandal resistant IK10 rated

2.1.8. Built-in microphone

2.1.9. Color video during daytime operations

2.2. 360 Degree Cameras will meet or exceed the following specifications:

2.2.1. 5MP, 15 fps @ 1920x1920

2.2.2. Fisheye Lens for 180° Panoramic View and 360° Surround View

2.2.3. WDR functionality for high contrast environments

2.2.4. Built-in Microphone

2.3. PTZ Camera will have specification as below (or better).

2.3.1. Real-time H.265, H.264 and MJPEG Compression (Triple Codec)

2.3.2. 2MP, 60 fps @ 1080p Full HD

2.3.3. 30x Zoom Lens

2.3.4. 150 Meter IR with Smart IR II (Vari-Angle IR)

2.3.5. WDR functionality for visibility in high contrast environments

2.3.6. Weather-proof IP66-rated, Vandal-proof IK10 and NEMA 4X-rated housing

2.3.7. -40°F ~125°F wide temperature range for extreme weather conditions

2.7. Telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation, (or any subsidiary or affiliate of such entities); Video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such entities) is strictly prohibited.

2.8. The video management system (VMS) and cameras will not be end of life models (i.e., no longer in production or soon to be discontinued by the manufacturer). The contractor will substitute an end-of-life cycle item with the manufacturer’s next generation model if the same models will be end of life during the warranty period. The video management system must be capable of providing, managing, and exporting the stored data. 14 days prior to camera installation, the contractor shall request written approval of camera install locations to the Contracting Officerr.

2.9. VMS will be capable of recording for 24 hours per day, 7 days a week, and have storage capability for a minimum of 14 days (assuming the cameras are recording 24/7). The camera display will have the date and time displayed on images, with the camera name or camera number/ID shown during viewing, monitoring operations, and recorded footage.

2.10. The CCTV system will be monitored and controlled solely from the control center in the security office, with remote monitoring stations at the front desk and loading dock.

2.11. Communication Networking: The camera system will use existing infrastructure wherever possible. Specifically, the current coax cables are preferred to be reused. An approval is required by the Contracting Officer if a differing combination of types of infrastructure (dedicated fiber/copper) is requested and deemed feasible.

2.11.1. Coordination for outages/installation will be made through the Network and Infrastructure Branch (ECPOC) of Building 2025.

2.11.2. Communications for all video data and control signals will be made through the stand-alone CCTV network, to include all network switching equipment and cable infrastructure.

3. CONTROL CENTER OPERATION: Located in building 2025 security office will be the primary monitoring and control point for the camera system.

3.1. The camera viewing station will be displayed on the existing wall mounted TV monitors.

3.2. Capability to remotely control PTZ cameras.

3.3. Network Video Recorder (NVR) will be accessible to security personnel for retrieval of video data immediately on a 24/7 basis for 14 days or greater. The NVR will have the capability for footage to be exported for evidence via USB dongle (FAT format). The camera display will have the date and time displayed on images/views, and the name of the camera number shown during recording operations.

3.4. Camera views on display monitor(s) will have the capability of being modified to allow for different cameras to be displayed, enlarged camera view, etc.

4. INSTALLTION of Control Center and Cameras:

4.1. Control Center: NVR, VMS Server PC, Power Supplies, and Network Device will be installed at the Control Center.

4.3. All new cabling will be installed above ceiling in existing cable trays, wire straps, or new conveyance.

4.4. Contractor will provide switching converters for coax-IP connections needed to connect cameras to the network as appropriate.

4.5. Contractor will provide any necessary extensions of copper runs to the nearest network connection point for coax-serviced camera locations.

4.6. Contractor will commission all supplied equipment.

4.7. Contractor will perform a Contractor Verification Test (CVT) immediately upon completion of installation. Both the contractor and government representative will witness this test. Existing equipment/programming found to be malfunctioning/inoperative during the test or at any time during the installation warranty period will be brought to the attention of the Government project POC in the form of an immediate email or in person on site.

4.8. Product data sheets: The data sheets will be submitted to the Contracting Officer and Contracting Officer’s Representative in PDF format.

4.9. Contractor Verification Test reports: A report will be generated and submitted detailing the results of each CVT performed after the installation is complete. These reports will be submitted to the Contracting Officer upon completion of the project. The warranty period will begin after acceptance by the contracting officer.

4.10. Due to product lead times, scheduling, and installation resources, installation of the above outlined equipment shall be completed within 180 days after award and approval of the contract.

5. GENERAL INFORMATION.

5.1. Quality Control: Contractor shall develop and maintain a quality control program to ensure repair services are performed in accordance with ANSI/ASME A17 and other applicable standards and codes for one year after completion of the project. The contractor shall develop and implement procedures to identify and prevent defective services from recurring. The contractor shall develop quality control procedures.

5.2. Quality Assurance. The government may periodically evaluate the contractor’s performance by appointing a representative(s) to monitor performance to ensure services are received. The government representative will evaluate the contractor’s performance through intermittent on-site inspections of the contractor's quality control program and receipt of complaints from base personnel. The government representative may inspect each task as completed or increase the number of quality control inspections if deemed appropriate, because of repeated failures discovered during quality control inspections or repeated customer complaints. Likewise, the government may decrease the number of quality control inspections if performance dictates. The government will also receive and investigate complaints from various customers located on the installation. The contractor shall be responsible for initially validating customer complaints. However, the government representative shall make final determination of the validity of customer complaint(s) in cases of disagreement with customer(s).

5.3. Hours of Operation. Normal duty hours at PAFB are 7:00am to 4:00pm, Monday through Friday, excluding Federal holidays. At the government’s option and with approval of the contracting officer, work may be permitted on Federal holidays, weekends or after 4:00 p.m. daily at no additional cost to the government. The contractor shall provide written notice to the contracting officer at least 48 hours before starting the scheduled work. Any controlled area will require escort by appropriate personnel before entering the area. Controlled areas will be identified in applicable task orders, and appropriate escort procedures will be outlined in the task order PWS.

6. COLLATERAL SUPPORT.

The government will provide the following product in support of this effort:

6.1. Arrange access for installation into all applicable facilities in conformance with the installation schedule, to include providing on-base transportation where commercial vehicle access is restricted.

6.2. Provide storage space/staging area for materials and an operating space with telephone capability for the installation team. Building 2025 will act as the main staging area for the contractor during the installation process. The government will not be held responsible for lost or stolen items.

7. WARRANTY:

7.1. Contractor will provide a one-year of manufacturers’ warranty for the installed devices and software.

7.2. Warranty details for manufacturers’ warranty will be provided by the contractor with the proposal.

8. USER TRAINING:

User Training: Contractor will conduct the below listed onsite training within 30 days of completion of the system installation for security personnel to ensure familiarity with system operation. The contractor will provide the trainer, training material, and supplies for 5 attendees. Training will take place at the control center in building 2025 security office. The training contents to be included are:

8.1. Camera view creation/modification, PTZ camera control, video exporting, minor troubleshooting, etc. Training will also include a question-and-answer session to answer any questions the user may have regarding operation of the VMS and associated devices.

9. SPECIAL REQUIREMENTS.

9.1. If upon a discovery of any communication problem, contractor and government representatives from the affected organizations will meet and troubleshoot the problem together.

9.2. Any agreements made shall be provided to the Contracting Officer in writing to assure it remains within the confines of the contractual obligations. Once approval has been granted by the Contracting Officer, the contractor may proceed.

9.3. All wiring must be clearly labeled.

9.4. The contractor will assign employees who possess all capabilities to handle required material handling, transportation, loading, unloading and product installation tasks to meet OSHA and base safety requirements. The contractor will ensure products meet required safety standards at the time the project is finished and accepted by the customer.

9.5. Contractor must provide the standard commercial product warranty certificate specifying the warranty period for the system.

9.6. All wires that will be exposed will be routed through conduits.

10. SECURITY REQUIREMENTS. The contractors will comply at all times with base security requirements to include base pass requirements and personnel security clearances.

10.1. Before arrival the contractor must mail or fax a visit authorization letter to the project manager/contracting officer representative (COR) listing the name, date of birth and place of birth of the individuals who will be working on the base. Contractor will be responsible for obtaining written permission/signature from each person whose name is submitted for a background check. If a background check cannot be completed, entry onto the installation cannot be granted. Contact the project manager/COR for further guidance.

10.2. Retrieving Identification Media. The contractor shall be responsible for retrieving all identification media including vehicle passes from employees who depart for any reason before the contract expires e.g. termination for cause, retirement, etc.

10.3. Traffic Laws. The contractor and its employees shall comply with base traffic regulations.

10.4. Weapons, Firearms, Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor owned vehicle or privately owned vehicles while on base.

10.5. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.

11. SAFETY:

11.1. Safety. The contractor must have a safety and health plan for their employees. The contractor shall instruct each employee in the recognition and avoidance of unsafe conditions and regulations to his work environment to control or eliminate any hazards or other exposure to illness or injury.

11.2. Accident/Incident Reporting and Investigation. The contractor shall record and report to the CSO all available facts relating to each instance of accidental damage to government property or injury to either contractor or government personnel. The contractor shall secure the accident scene and wreckage until released by the accident investigative authority through the CSO. If the Government elects to conduct an investigation of the incident the contractor shall cooperate fully and assist the government personnel until the investigation is completed.

11.3. Subcontractors Safety. The Contractor shall be responsible for ensuring his/her subcontractors comply with all provisions of this contract.
