3.0 Scope of Services:
The Contractor shall provide all professional services necessary for the accomplishment of each project and such required services shall be in accordance with requirements as described herein.
A. The Contractor shall provide services for the following tasks marked by an
“X”:
[X] Provide a cost proposal and a technical proposal to complete the project as per project requirements.
[X] The contractor shall furnish all the skilled labor, materials, equipment, tools, transportation, and supervision necessary to remove old asphalt, fix the subbase, and resurface the asphalt areas as shown in these documents.
4.0 Technical Project Requirements:
The Contractor will work with site personnel to ensure each task is accomplished in a timely manner.
A. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal, state, and local code requirements as well as current industry standards, (ie: EPA, ASTM, GSA, AASHTO, etc.) and health and safety codes, in effect at the time of contract award.
B. All work to meet all pertinent Unified Facilities Guide Specifications (UFGS) and ARS 242.1M standards. UFGS available at http://www.wbdg.org/ffc/dod/unified-facilities-guide-specifications-ufgs.

5.0 Background & Site Description:
A. Existing pavement and Driveway area is approximately 20ft x 240ft. as shown in Roadway Areas south of Bldg.#1.JPG
6.0 Technical Cost Proposal: Provide cost proposals for the Base Bid, Add Alternates 1 and 2 for this contract as shown in file “Roadway Areas South of Bldg. #1.jpg and Truck route roadway pavement”.

8.0 Specific Requirements
A. Asphalt Improvements- Base Bid
1. Existing asphalt, 20ft. x 240ft. shall be saw cut straight in at both ends and by drive area shown. All the pavement in the repair area must be removed so that the subbase can be repaired.
2. Existing subbase shall be filled and compacted to create a new stable subbase. Industry standards must be followed to fill, repair, and compact subbase for new asphalt roadway.
3. New surface roadway must be a minimum of 5” thick course asphalt and must meet the pavement overlay mixture as the “State of North Dakota mix design”.
4. Any Drainage issues and any fill-in patch work must be discussed with the Location Monitor before the work is completed. Drainage off roadway is required.
5. Milling into existing roadways sections if needed must be completed to provide a smooth and level transition between the existing pavement and new pavement work.
6. Any materials removed must be hauled off site. Any materials needed for fill must be provided by the contractor. The contractor is responsible for any utility locates if needed.
7. Contractor is responsible to backfill and grade ditch areas back to original condition as to the satisfaction of COR. Any materials needed to fill or grass seed areas must be provided and applied by the Contractor.
B. ADD Alternate 1 and 2 – Truck Route Asphalt Area removal and replacement of pavement.
1. Add Alternate 1: is approximately 20ft. x 75ft roadway area north of
Bldg. #1 on the truck route road. All the pavement in the repair area must be removed totally to the subbase.
2. The removal area must be saw cut to provide a clean transition.
3. The subbase must be repaired, filled, and compacted to industry standards.
4. New pavement must be a State of North Dakota mix design that is a minimum of 5” thick and paved for drainage off the roadway.
5. Any milling required must be completed to ensure a smooth transition for new pavement to meet the existing pavement.
6. Any materials removed must be hauled off site. Any materials needed for fill must be provided by the contractor.
7. Contractor is responsible to backfill and grade ditch areas back to original condition as to the satisfaction of COR. Any materials needed
8. Add Alternate 2: is approximately 20ft. x 150ft. roadway area north of Bldg.#1 on the truck route road. All the pavement in the repair area must be removed totally to the subbase.

10. The subbase must be repaired, filled, and compacted to industry standards.
11. New pavement must be a State of North Dakota mix design that is a minimum of 5” thick and paved for drainage off the roadway.
12. Any milling required must be completed to ensure a smooth transition for new pavement to meet the existing pavement.
13. Any materials removed must be hauled off site. Any materials needed for fill must be provided by the contractor.
14. Contractor is responsible to backfill and grade ditch areas back to original condition as to the satisfaction of COR. Any materials needed
9.0 Performance Schedule: When weather is appropriate, project should be completed 365 days after the Notice to Proceed or sooner.
10.0 Government Furnished Equipment\Services
A. None provided.
11.0 General Requirements:
A. Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Design Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of construction permits, licenses, inspections, etc., are the obligation of the future Construction Contractor.
B. Schedules shall be updated and furnished with each submittal.
C. Submittals shall be made as scheduled in the Special Requirements section. Each submittal shall be distributed electronically in Adobe for review, to the Location Monitor at the facility, Engineering Project Manager, and Contracting Officer. Each submittal shall contain the previous submittal's Excel comment sheet with responses, notes of meetings held with ARS personnel, design notes, calculations, and construction progress bi-weekly meetings during construction.
D. Changes in the scope of work or the task order that affect the level of effort of the Contractor have to be pre-approved by the CO.
E. Disputes or questions that arise after the task order has been negotiated will be resolved by the CO.
