NIST Requirements.
X-ray Worx X-ray System Background The National Institute of Standards and Technology (NIST) requires a X-Ray Worx X-ray source capable of generating X-rays with maximum energy of 225keV at 320 W of power and achievable resolution of 3 micrometers. The system will have the ability to add an exchangeable transmission anode head for high resolution operation with achievable resolution of 0.9 micrometer resolution at 80 W power.
This system will be installed on an upgraded version of the Neutron and X-ray Tomography (NeXT) system, NIST’s unique in the Western Hemisphere system for simultaneous neutron and X-ray tomography. The new X-ray system will significantly extend the operating reach of the system by providing higher X-ray energies to penetrate larger samples, higher achievable resolution for detection of smaller features, and greater X-ray flux for faster scan times. This will provide greater measurement services for a large range of industry, academia, and national labs from the NeXT system through the NCNR’s facility user program.
Minimum Requirements
The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, or prototype will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable. All specifications below must be verified at NIST before final acceptance.
CLIN 0001: The contractor shall provide quantity of one (1) XrayWorx XWT-225-CT 225 keV reflection anode microfocus X-ray system that meets the following minimum technical requirements.
1. Shall have 225 keV peak energy
2. Shall have tungsten anode target material with ability to exchange anode material 3. Shall have reflection anode with 320 W max power, 3 micrometer achievable resolution, multifocus
4. Shall have the ability to add a transmission anode with 80 W max power, 0.9 micrometer achievable resolution at a future time 5. Shall have control system and interlock interface 6. Shall have water cooling system and supplemental bolt-on cooling jacket 7. Shall have high voltage generator 8. Shall have Vacuum system 9. Shall have hoses and cables
10. Shall have 19” rack to house power supplies and include a start button
11. The system shall have manufacturer’s control software that facilitates system operation via a NIST provided computer.
Delivery
Delivery shall be FOB DESTINATION, shall be coordinated with the NIST Technical Point of Contact (TPOC), and shall occur No Later Than (NLT) six (6) months ARO.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:
The National Institute of Standards and Technology 100 Bureau Drive, Building 235 Room C100 Gaithersburg, MD 20899-1640 Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Inspection and acceptance will occur within seven (7) business days after receipt of the System (s) at NIST.
· The Contractor shall demonstrate that all performance specifications are met.
A visual inspection of the system/part (s) will be performed by the NIST Technical Point of Contact (TPOC) to identify surface defects or any form of indication that the system/part (s) were damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the system/part (s) due to defects and/or nonconformance.
Installation The system shall be installed by the Contractor and meet contract specifications. Installation shall include, at a minimum, uncrating/un-packaging of all equipment, set-up and hook-up of all equipment, start-up, and demonstration of all required specifications. Technical personnel experienced with the system shall install the system and perform all activities necessary to ensure the system is fully functional and meets all manufacturer’s required specifications. Onsite installation and demonstration shall be done at NIST, Gaithersburg, MD in Building 235, Room C100. Installation shall be coordinated with the NIST TPOC upon the Contractor’s completion of delivery.
Training The contractor shall conduct on-site training at time of installation for 5 NIST personnel to operate the system. The training shall provide a thorough demonstration of all system/solution functions, maintenance, data administration, safety, and basic troubleshooting. The training may be completed at NIST immediately after installation/set-up and on-site measurements demonstrating that no damage or misalignment issues arose during transportation and installation. The training shall be coordinated with the NIST TPOC to ensure maximum availability of NIST personnel.
Warranty The contractor shall warrant the entire system in accordance with the contractor’s standard warranty and shall be in accordance with terms in FAR 52.212-4.
Payment Schedule
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after receipt, installation, training, and acceptance by the TPOC of all delivered equipment.
2. The Government anticipates inspection will occur upon:

Hours of Operation: National Institute of Standards and Technology (NIST)’s normal duty hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. Eastern Time with the exception of Federal holidays. Work will be coordinated with the NIST Technical Point of Contact (TPOC) after the delivery.
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the Security Police when entering the campus.
Identification Badges: Contractor employees shall comply with NIST identification and access requirements. The Contractor employee is responsible for absences due to expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office. The badge must show the full name, title, and if required by NIST, the words “Contractor” in front.
Contractor Registration: The Contractor shall provide the name and citizenship information of the on-site technician(s) to the NIST COR prior to arrival. The TPOC will submit the name(s) and citizenship information to the NIST Office of Security in order for a given Contractor employee to enter the NIST campus to perform installation and training services.
Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle’s rear-view mirror in accordance with instructions. The Contractor employee shall follow NIST procedures for removal and turn-in of the vehicle pass upon termination of services under this contract.
