About this file
This document is a brand name justification for other than full and open competition for a Department of Interior, Bureau of Indian Affairs requirement. The Bureau of Indian Affairs Office of Information Technology Management requires additional ServiceNow licenses and training and professional services to configure the Strategic Portfolio Management module. The estimated value is $70,200. The justification cites FAR 13.106-1(b)(1)(ii) as the authority for other than full and open competition due to ServiceNow being the Bureau's current IT service management tool, allowing them to avoid implementation costs of a new solution and licensing additional users. The requirement will be posted as an Indian Economic Small Business Enterprise set-aside solicitation numbered 140A1623Q0081 for ServiceNow professional services.

BRAND NAME JUSTIFICATION
AUTHORITY: FAR 13.501(a)
PR/SOL/CONTRACT #TBD/140A1623Q0081
Control #23-0208
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Brand Name Justification.”
Contracting Activity: This document is a brand name justification for other than full and open competition for the Department of the Interior, Bureau of Indian Affairs, Central Office, Office of Information Management Technology (OIMT).
2. Nature and/or description of the action being approved.
Requirement:
New Follow-on Requirement Modification to existing order
Pricing:
Firm-Fixed Price Time & Materials Other _____________
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
The Bureau of Indian Affairs (BIA), Office Information Technology Management has a requirement for additional ServiceNow licenses, along with Training and Professional Services, in order to configure the SPM Module. The estimated value of the proposed action is $70,200.00.
4. An Identification of the statutory authority permitting other than full and open competition.
FAR 13.106-1(b)(1)(ii)
5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.
Indian Affairs (IA) relies on manual processes to manage its portfolio of IT investments, projects, and assigned resources. This approach has proven to be ineffective. IA implemented ServiceNow, a modern IT Service Management (ITSM) and IT Business Management (ITBM) solution, several years ago to reduce costs, improve performance, and enable standardization of processes and procedures. This platform provides access to several business management capabilities/modules, which would greatly enhance services across IA, including Strategic Portfolio Management
(SPM). The Office of Information Management Technology (OIMT) utilizes the Bureau of Trust Fund Administration’s (BTFA) ServiceNow instance.
ServiceNow is the current IT Service Management tool used in IA. By utilizing our current instance of ServiceNow for our project, portfolio, and resource management needs, we will eliminate the cost associated with implementing a new IT solution into production, eliminate the requirement and expense to integrate a separate solution with our existing IT Service Management solution, save money on software licensing, since the majority of staff who will receive task assignments from the new module are already licensed users of ServiceNow.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.
The requirement will be posted for solicitation as an Indian Economic Small Business Enterprise (ISBEE) set-aside.
7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.
I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. The contracting officer determines that the anticipated price(s) will be fair and reasonable based on adequate price competition expected to result from the solicitation.
8. A description of the market research conducted (see Part 10) and the results or a statement of the reason market research was not conducted.
Market Research indicates that several ISBEE resellers are available to submit a competitive quote for this brand name subscription.
9. Any other facts supporting the use of justification of other than full and open competition, such as:
N/A
10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.
11. A statement of any actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
