STATEMENT OF WORK
GAOA Depression Dam Maintenance SOW-1
STATEMENT OF WORK (SOW)
PROJECT: The Bureau of Land Management (BLM) Montana-Dakotas State Office, located in Billings, MT, has a need for the removal of uncontrolled and undesirable vegetation at Depression Detention Dam. Depression Detention Dam NID MT00606 is a High Hazard dam located on the South Fork of Bridger Creek, a tributary of the Clarks Fork Yellowstone River, and is approximately 10 miles southeast of Bridger, Montana in Carbon County.
More specifically, this project will take place in the SESW quarter of Section 29, Township 07S, Range 24E, at approximately 45.19388° Latitude and -108.81210° Longitude. The property that Depression Detention Dam is located on is owned by the BLM, and access to the site is available by public roads. See the attached Contract Drawings for additional location information.
1.0 GENERAL INFORMATION
1.1 Except where the Contract Documents include more stringent requirements, applicable industry standards shall have the same force and effect as if bound or copied directly into the Contract Documents. Such standards are made a part of the Contract Documents by reference.
1.2 The successful offeror shall be responsible for all work including all material, labor, transportation, equipment, supervision, and the performance of all operations to complete the work as required by this SOW and as shown on the Contract Drawings.
1.3 For BLM requirements, see the information contained on each of the Contract
Drawing sheets enclosed titled, “Depression Dam Maintenance.” The required information is on the Contract Drawings as notes and tables. The instructions contained in the notes and tables supplement this SOW.
1.4 It is recommended for the Contractor and any sub-contractors to attend the site visit prior to providing an offer to understand the existing site conditions and project extents. No funds will be added to the Contract due to issues that arise from the Contractor’s lack of understanding of the existing site conditions.
1.5 Stipulations for Period of Performance: No on-site construction work shall occur until after July 15, 2023 due to stipulations related to Sage Grouse, Migratory Birds, and Grizzly Bears. The Notice to Proceed may be issued prior to this date, at the Contracting Officer’s (CO) discretion, to allow for the ordering of products, submittal approvals, and other work not associated with the work associated directly at the project site.
1.6 Grizzly Bear Stipulations:
1.6.1 Food and Waste Storage/Disposal: Human, pet and livestock food (except baled or cubed hay without additives), and garbage shall be attended or stored in an approved bear resistant manner. During daytime hours, at least one adult person (attendee), 18 years of age
GAOA Depression Dam Maintenance SOW-2 or older, must be physically present within 100 feet of attractants.
During nighttime hours, all attractants shall be stored in a bear-resistant manner. Food, garbage, and other attractants, including all livestock grain and pellets, shall be stored using an approved storage technique when camp is unattended.
1.6.2 Attractants: Attractants (such as food leftovers or cooking grease) shall not be buried, discarded, or burned in an open campfire.
Leftover food or food waste products may be placed in an appropriate, sealed container and packed out with garbage.
Leftover food or other attractants may be burned in a contained stove fire. Attractants may be placed into a suitable container (i.e.
tin can) to prevent leaching into the ground and burned over an open campfire. Any remaining attractants unconsumed by burning shall be placed with other garbage and packed out.
1.6.3 Approved Bear-Resistant Storage Techniques: Any attractants, including food and garbage, (shall be) stored in one of the following ways if unattended: Secured in a hard-sided camper, vehicle trunk, cab, or trailer cab; secured in a hard-sided dwelling or storage building; suspended at least 10 feet up (from the bottom of the suspended item) and 4 feet out from any upright support, i.e.
tree, pole; stored in an approved bear-resistant container; stored within an approved and operating electric fence; stored in any combination of these methods; or stored by methods that are approved in writing by the BLM Field Manager.
1.6.4 Carcasses: Wildlife carcasses, birds, fish, or other animal parts that are within 1/2-mile of any camp or sleeping area shall be stored in a bear-resistant manner during nighttime hours. If a wildlife carcass is within an attended camp during daytime hours, it may be on the ground.
1.6.5 Leave No Trace: Leave No Trace principles shall be followed.
Human waste shall be disposed of using an engineered bag waste containment system (e.g., wag bag) or other appropriate sealed container. With this method, all solid waste, including bags, must be contained in a leakproof, bear-proof, hard-sided container with a screw-on or ratchet-locking lid. All captured solid human waste shall be disposed of off public lands in accordance with applicable regulations. All gray water shall be strained. Gray water shall be disposed of in the river to avoid attracting bears to camping areas with food-scented water. Remaining food waste shall be disposed of in a trash containment system. A ground cloth shall be used in kitchen areas to catch micro trash. All trash, leftover food, and litter shall be packed out and disposed of off Public Lands.
1.6.6 Safety and Reporting: The permittee and associated employees are each required to have full, unexpired bear spray in their physical possession to reduce the potential for bear conflicts, and shall recommend that clients also carry full, unexpired bear spray. Any wildlife incidents/conflicts shall be reported to the BLM Billings Field Office within 24 hours. First aid and communication capabilities shall be available for immediate use at all times. The Contractor shall report to the BLM any activities or behaviors that
GAOA Depression Dam Maintenance SOW-3 may cause resource damage or otherwise be considered detrimental to resources at the site. The participants assume all risks for natural phenomena that may be encountered.
2.0 DESCRIPTION OF WORK
2.1 Tree and Vegetation Removal: Furnish all labor, tools, equipment, supplies, and materials to remove and dispose of all undesirable trees and vegetation from the Depression Detention Dam, as shown on the Contract Drawings, and as staked in the field.
2.1.1 Definitions:
2.1.1.1 Undesirable Trees and Vegetation: Undesirable trees and vegetation shall be defined as weeds, shrubs, trees, brush, woody vegetation, tall grass, and other similar vegetation containing tap-root systems. Examples of woody vegetation are to include but not be limited to: silver sagebrush, big sagebrush, rubber rabbitbrush, greasewood, saltbrush, willows, sumac, cottonwood trees, pine trees, etc., or any other objectionable vegetation as determined by the Government in the field.
2.1.1.2 Removal: Removal shall include clearing, grubbing, stump removal, and backfill and compaction of holes or depressions created by tree and vegetation removal.
Burning of vegetation will not be allowed as a form of removal or disposal.
2.1.2 Locations of Vegetation Removal on Dam: At a minimum, tree and vegetation removal shall take place within a 20-foot footprint of the dam, including the principal spillway and outlet works stilling basin. More specifically, remove undesirable trees and vegetation along the crest of the dam, the upstream face, the upstream groins (both left and right), the downstream face, the downstream groins (both left and right), the area of the outlet works stilling basin, and the principle spillway. Perform work in a safe, prudent, and lawful manner, and only within the construction limits indicated on the Construction Drawings and as staked in the field.
2.1.3 Execution:
2.1.3.1 Tree Removal: Remove trees using saws or other prior
approved methods. Cut trees within three (3) inches of the ground level. When trees are embedded in riprap, cut trees to within 3 inches of the top of the rip-rap. When possible, pull trees and saplings for complete removal including root systems. Most trees to be removed are located in clusters ranging from 1-inch to 6-inch in diameter. Remove all trees in the group, as shown on the plans, and as staked by the Government in the field.
2.1.3.2 Tree Disposal: Remove all trees and other woody material (brush and shrubs) from project site to a Government approved location for disposal. Chipping will be allowed on site, but all chips must be removed and disposed of off

Government property. No burning of trees and other woody material will be allowed on site.
2.1.3.3 Brush Mowing: Mow vegetation, including woody
vegetation as previously described, down to three (3) inches from ground level. Non-woody mowed vegetation may be left on site, but all woody vegetation must be removed and disposed of off-site at a Government approved location. Use care when mowing the dam slopes, as the slopes may be steep. No mowing will be allowed when the embankment is wet. No vegetation burning will be allowed on site.
2.1.3.4 Hand Brushing: Contractor may use hand brushing or
other approved mechanical means to remove undesirable vegetation that has become embedded in the rock riprap.
Cut brush and other vegetation to three (3) inches from the top of the riprap. All woody brush material shall be removed and disposed of off-site at a Government approved location.
2.1.3.5 Backfill and Compaction: Any depressions created in the dam or its immediate vicinity from vegetation removal or other Contractor operations shall be backfilled and compacted to the approval of the Government. Use materials approved by the Government with proper clay content, moisture content, and compact materials in lifts not to exceed six (6) inches using proper compaction equipment and methods.
3.0 GENERAL REQUIREMENTS
3.1 Contractor shall remove all rubbish/debris off location prior to final completion of the project and shall provide daily clean-up of work areas.
Burning of vegetation will not be allowed as a removal or disposal method.
