STATEMENT OF NEED

FOR

JBSA FORT SAM HOUSTON AF DORM (BLDG 1469)

COMMERCIAL WIFI SERVICES

31 August 2021

1. GENERAL INFORMATION: The contractor shall furnish, install, test, and provide wireless commercial internet capability (dedicated fiber optic internet access) for JBSA Fort Sam Houston Acton Dorm, 3280 Cpl Johnson Rd Unit BLDG 1469, Fort Sam Houston, TX 78234. Contractor shall provide all necessary patch cables and equipment to extend the circuit from the Base Commercial Demarc, 2462 Stanley Rd Unit BLDG 2225 JBSA Fort Sam Houston, TX 78234 to Bldg 1469. Contractor shall be responsible for circuit testing troubleshooting once extended. Contractor shall be responsible for Heat Map to determine number of Wireless Access Points (WAPS) for coverage.

1.1. DESCRIPTION OF NEED: This is a three year service contract with an unspecified number of option years. The 59th Training Group has responded to the COVID-19 pandemic by establishing a quarantine/isolation wing in the Air Force Dorm (Acton, Bldg 1469) for military members that must be separated from the rest of the training population due to contracting COVID-19 or being exposed to COVID-19. In order to support those individuals’ continued technical training, Wi-Fi must be available to trainees to be able to stay current in training and mitigate training delays.

1.1.1. COMMERCIAL WIFI BLDG 1469: The contractor shall engineer, install, furnish and test commercial wife services in building 1469 located at 3282 Cpl Johnson Rd JBSA-Fort Sam Houston, TX 78234. The contractor will provide a proposed project schedule reflecting a timeline to complete all activities needed to provide the Wi-Fi services.

1.1.2. INSTALLATION: The contractor will provide all equipment necessary to complete project. The services must be operational no later than (NLT) 30 days after the contract is awarded. Communication infrastructure will follow: American National Standards Institute (ANSI)/Electronic Industry Alliance (EIA)/Telecommunications Industry Association (TLA) guidelines. All communications, “Installation Practices” will conform to the Unified Facilities Criteria (UFC), and BICSC Information Transport Systems Installation Methods Manual (ITSIMM). The 502d CS will conduct a quality assurance inspection, with the contractor, throughout the installation and prior to final acceptance.

1.1.3. MAINTENANCE: At minimum, the contractor shall: Monitor on-site equipment, connectivity, signal quality, and capacity 24/7/365 and notify government within 4 hours during normal duty hours if there is a degradation of services being provided; Provide the government web-based access to a dashboard monitoring capability; provide government at minimum a 2-week notice of maintenance actions that could impact the end-users; Dispatch maintenance personnel to repair on-site breaks within 1 work day; provide a customer support phone/email contact information for service related issues.

1.1.4. USER SUPPORT: The contractor shall provide support for installation and connectivity service for the hardwired and wireless points for the duration of the contract. The contractor will provide helpdesk support to include remote troubleshooting during normal work hours (0730-1630) and capability for content filtering/security controls to include: denies access to pornography, gambling, illegal drug information, and other illegal endeavors, etc.), and a splash page will show the first time a device is trying to connect to the new SSID. Users will submit their name, email, and accept Terms and Conditions to get online.

1.1.5. COMMERCIAL WIFI SERVICE: The contractor shall provide commercial reliable Wi-Fi service at 2GBS. Service should be available 24 hours a day, 7 days a week.

1.1.6. PROJECT MANAGEMENT: The government’s Point of Contact (POC) will be available during the course of all scheduled work. POCs will be: 1Lt Michael DuPree, TSgt Manuel Macaraig, and TSgt Malisa Mendoza. The contractor shall provide and designate a responsible employee to supervise and coordinate with the government POCs throughout all phases of work to be performed. The contractor’s supervisor shall be on site during and while any work is being completed by the contractor.

1.1.7. STORAGE OF PRODUCTS DURING TEAR DOWN AND INSTALLATION: This is an occupied building. Materials shall be stored on site in such a manner that the continuing working operation is not impaired. Aisles must remain open and marked in compliance with OSHA29 CFR1910.22(a)1 and OSHA29 CFR1910.22(b)2.
