This is a solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2023-01, Defense Federal Acquisition Regulation Supplement

Change Notice (DPN) 20231025, and Air Force Federal Acquisition Circular (AFAC) 2023214.

Please provide a quote for the line item listed below and in accordance with the attached Statement of Work (SOW). The quote shall be effective for 60 days after submission. Failure to quote in accordance with this solicitation may render the quote unacceptable and ineligible for award consideration.

Special Notes and Instructions:

1. This is a notice that this order is for an 88 Ton CNC Press Brake under NAICS 333517.

Questions. Any questions shall be submitted in writing via email to Joaquin Perez at joaquin.perez@us.af.mil and Lt. Owen C. Manning at owen.manning.1@us.af.mil no later than 09 February 2024 at 1:30 pm EST. All questions will be answered and sent through email.

2. Basis for Award. The Government will issue a purchase order to the vendor who is determined to offer the best value to the Government. In accordance with Attachment, 52.212-1, Instructions to Offerors, and 52.212-2, Evaluation, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

3. Best Value Determination. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that is contained in the solicited item description. If the lowest priced submission does not meet the technical criteria described in the solicited item description, the government reserves the right to evaluate the next lowest priced submissions until it has determined a technically acceptable submission. The evaluation will stop at the point when the government determines an offeror to be technically acceptable with the lowest evaluated price, because that offer will represent the best value. Contingent upon a determination of contractor responsibility, award will be made to that offeror without further evaluation of other offers. Award will be made to the responsible vendor whose quote is the lowest evaluated price among technically acceptable quotes.

4. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) must be current.

5. FAR/DFARS/DAFFARS provisions and clauses are applicable to this solicitation: It is the firm’s or individuals’ responsibility to be familiar with applicable provisions and clauses.
