STATEMENT OF WORK

Moron Air Base

Contingency Common Areas Wi‐Fi

1. Description of Services

The Contractor shall provide wireless internet service to selected common areas at Moron AB. Service will be broken down between three locations: Building 119, PEBs, and Gym. All work shall be performed in accordance with all Federal, State, and Local laws and regulations, industry standards, the National

Board Inspection Code, Federal Communications Commission (FCC), Public Utility Commission (PUC), Department of Defense Instructions (DoDI), Air Force Instructions (AFI), and this Statement of Work

(SOW).

2. Scope of Work

Provide Wi‐Fi commercial internet. Speeds shall not be lower than 14 Mbps download and 4 Mbps upload.

A. The contractor shall provide all labor, tools, materials, and services required to install and provide high‐speed internet services to the designated common areas identified below. Services shall include any equipment, wiring, or infrastructure to ensure the service provider’s service solution is compatible with the Government’s current infrastructure without additional expense to the Government.

B. The contractor shall install hand holes and ducting as necessary in order to install the necessary cabling to support commercial internet Wi‐Fi services within buildings. The Government does not authorize aerial cable installations. The service provider must exercise extreme caution to avoid any structural or property damage. If any damages occur during installation, said damages shall be reported to the Government’s point of contact (POC), the contractor will be held responsible for any costs associated with the repairs. The service provider is responsible for the removal of all debris directly resulting from this project.

C. The contractor shall connect to government‐provided power connection points and termination frames.

D. The contractor shall coordinate with the Government POC prior to any installation. Upon contract award, a listing containing the primary and alternate POCs, email address, and telephone numbers will be provided.

E. The Contractor shall provide and install transmission equipment and cables for local internet access and service circuits to the areas mentioned below.

‐ If receivers are wireless, coordination must be made with the 496 ABS/CS in regards to allowable frequencies and permissions for those frequencies. Contractor shall provide proof of or lack thereof in regards to Part 15 certification as listed in Title 47 CFR 15

(http://www.access.gpo.gov/nara/cfr/waisidx_04/47cfr15_04.html).

‐ For any transmitting device to be installed on Moron AB the contractor shall provide 496

ABS/SC the following information:

• Power output

• Modulation type

• Exact frequency

• Equipment Manufacturer

• Model number

• Location of both the equipment physical address/description of location

F. Contractor Equipment Listing. Upon request, the contractor shall provide the Government with maps, plans, or equivalent documents describing the location of all equipment, facilities, and material on the base.

G Service Support and Repair Services. Selected service provider must guarantee that the contracted service will be available 24 hours per day, 7 days per week (24/7). Selected service provider shall identify a point of contact and customer service phone number, whose responsibility will be to provide assistance with any internet related issues. The identified personnel must provide a solution within 24 hours of a reported malfunction or outage. If a solution cannot be identified within 24 hours, the POC must advise government personnel on the estimated timeframe for repairs or solutions. If the problem cannot be resolved within three business days the Government will only be charged a pro‐rated amount based on the actual number of days with service vs. days without service.

H. The contractor will install the hardware required to establish Wi‐Fi connection within the parameters of the common areas, ensuring where feasible that no internet is available beyond those zones.

I. The contractor will ensure that sites with adult content are not available for access.

3. Service Areas

A. B119: Common areas are located hallways and day rooms. Hallways are located in first/second/third floors, West, South and East Wing. Day rooms are on first and second floors of

Building 119. One communications room will be provided on the second floor, Room 274. The day rooms must be able to support up to 15 users at one time. Hallways will have to support access up to a minimum of 40 users. User access must be limited to 5 hours per session. See Attachment 2 ‐

B119 Locations.

B. PEBs: PEB stands for Pre‐Engineered Buildings (PEB). These are open areas without walls. PEBs will support access for up to 45 personnel per building. User access must be limited to 5 hours per session. Buildings requiring service are marked A, B, C, and D on Attachment 3 ‐ PEB Locations

C. Gym: The service area for the gym is divided between three open areas. The Gym will support access for up to 40 personnel total. See Attachment 4 ‐ Gym Locations. User access must be limited to 2 hours per session.

Government Furnished Property and Services

The Government will:

A. Furnish site access, restroom facilities, building electrical power, security, and fire protection. In the event of an emergency, dial 911. Emergency services are at contractor’s expense.

B. Provide any required permits that may be necessary for work to be performed.

C. Arrange access into all applicable facilities in conformance with the installation schedule.

4. General Information

A. Normal hours of operation are Monday through Friday 0730 to 1630 excluding US federal holidays. The following federal holidays are observed:

January 1 New Year’s Day

3rd Monday in January Martin Luther King, Jr. Day

3rd Monday in February President’s Day

Last Monday in May Memorial Day

July 4 Independence Day

1st Monday in September Labor Day

2nd Monday in October Columbus Day

November 11 Veteran’s Day

4th Thursday in November Thanksgiving Day

December 25 Christmas Day

C. Base access requires prior coordination and approval. Spanish employees with valid IDs should be coordinated at a minimum one week prior to coming on base. All other nationalities including

Americans should expect up to one month for initial base access approval. Base security forces reserves the right to deny base access at any time for valid security concerns.

D. For access to Moron AB and dormitory buildings, the contractor shall coordinate no less than 24 hours in advance with the Primary POCs provided in a separate letter. In the event that access is required immediately following a weekend or holiday, the contractor shall coordinate during normal hours of operation with the appointed POC the business day prior to that weekend or holiday. If deemed necessary, pass applications will be provided by the Government. Access to certain areas of the base can be limited to certain days and times.

E. The contractor shall not attempt coordination with personnel not identified as a Contracting

Officer Representative (COR) or designated government POC unless instructed to do so by the

Contracting Officer or Contract Administrator. The contractor shall accomplish all communication in writing and include, the Contract Administrator, COR or designated government POC, and the

Contracting Officer.

5. Continuation of Mission Essential Function

A. In accordance with Department of Defense Instruction (DoDI) 1100.22, Guidance for

Determining Workforce Mix, and any applicable Air Force implementation, unless otherwise directed by an authorized Government representative, it is determined that services provided under this contract are not mission essential for performance during a crisis.
