SPECIFICATION SHEET

Mountain Home AFB, ID

ASPHALT, HOT MIX 3/4” MINUS

7 Feb 2023

PART I - General Contract Requirements

1. General Requirements

1.1. The 819th RED HORSE Squadron operating on Mountain Home AFB (MHAFB), ID requires total of 475 tons of (Asphalt, Hot Mix 3/4” minus).

1.2. The Contractor shall deliver Asphalt to the job site. Materials shall be delivered on an as needed basis. The Contractor is providing the material for work to be completed by the

Government. The materials shall conform to the specifications provided in Part II.

1.3. All material is to be delivered to MHAFB. See attachment for delivery location.

1.3.1. Specific drop-off location on site will be coordinated with the 819 RHS project manager, TSgt Jonathan Buck (jonathan.buck.3@us.af.mil), Cell: 903-407-6045.

1.4. All increases, decreases, or modifications to the requirements specified in this document must be directed by the Contracting Officer (CO).

2. Plant Location. The Contractor shall have a means of locally producing the required materials.

3. Delivery Periods. The delivery of most materials will occur during standard business hours on Monday through Friday between 6AM and 6PM, however the times will fluctuate. The Government will provide notice to the Contractor for a material call no later than 48 hours prior to the anticipated delivery; the Government reserves the right to delay the delivery with 24 hours advance notice.

3.1. The Contractor shall be responsible for transporting the material to the construction site.

The Government will make every effort to provide the Contractor the maximum amount of notice possible. Due to the amount of Asphalt trucks needed at one time, the

Contractor shall have a minimum of 5 pre-screened drivers with current access to

MHAFB.

3.2. Notification of date and time of delivery will be made as early as possible for all materials. A minimum of 48 hours prior to the required delivery date, the 819 RHS mailto:jonathan.buck.3@us.af.mil

Project Manager will contact the provider to coordinate the required quantities, date/time, and specific location of deliveries.

3.3. In the event of adverse weather events prohibiting safe delivery of materials, the 819

RHS Project Manager will contact the supplier to coordinate rescheduling of delivery within the following 48 hours.

4. Military Installation Requirements

4.1. All mud, dirt, debris, foreign objects, trash, or spills caused by the contractor (including

Sub-Contractors and contractors) on a street or parking lot, used as access to the work site or staging area shall be cleaned off the same day or as soon as practicable or requested by the CO.

4.2. The Contractor shall immediately report to the CO to discuss any issues or incidents which may indicate potential imminent risk to Government personnel or the environment. Following the notification, the Contractor shall be available to the CO for instructions regarding remediation of the release. Contractor should be aware of “you spill, you dig” policies, which means if you are the cause of the spill then you are responsible for the cleanup. To report a release or spill, contact the CO immediately.

4.3. The Contractor shall follow existing security procedures and instructions applicable to

MHAFB. The Contractor is required to provide any and all materials as required by security personnel. The Contractor is responsible for providing required documents in a timely manner to maintain the submitted work schedule. Delays caused by documents not being submitted early enough are the responsibility of the Contractor.

4.4. The contractor shall adhere strictly to existing security procedures and instructions applicable to accessing MHAFB. Contractor personnel attempting to access MHAFB shall hold a current, valid identification (ID) and/or limited to: material description, quantity, and source. The U.S Government shall not be liable for delays resulting from pass coordination/approval. Contractor shall allot time into its schedule for obtaining base access.

5. Emergency Situations. Installation access may be restricted at any time. Restricted access is reserved for emergency actions, exercises, or increased installation security.

6. Contractor Responsibility

6.1. The Contractor is responsible for the wellbeing of their workers. The Government will not be responsible for supplying food or water to the Contractor’s workers. The

Contractor should bring enough food and water for his/her workers to last the entire delivery period.

6.2. The Contractor shall provide the name and phone number of a supervisor that can make decisions for the Contractor and who is responsible for the performance of the work.

The supervisor shall be designated in writing when the contract is awarded and must always be available during work hours. The supervisor shall read, write, and speak fluent English. Additionally, the supervisor shall have sufficient technical knowledge about the requirements prescribed in this document. The identified Government representative shall have the right to request a replacement for any individual not deemed acceptable to the Government at any time.

7. Environmental Controls

7.1. Hazardous Material Inventory and Safety Data Sheets: SDS are required as specified in the latest version of Federal Standard No. 313 for all potentially hazardous materials.

SDSs must be submitted by the Contractor upon contract award to the Hazardous

Materials Program Manager (366 CES/CEIE) at 208-828-1684/6351 for a determination of whether or not a product is a hazardous material (HAZMAT) and what additional requirements may be applicable/necessary. Approval is required before bringing any

HAZMAT onto the installation. The government (HAZMART personnel) will inventory all chemicals that the Contractor brings on to Mountain Home AFB or any property under the control of Mountain Home AFB. Any products that meet the criteria of

"Hazardous Waste" must be bar coded and tracked until permanently removed from government property. The inventory will be performed prior to commencement of work.

Criteria for identifying hazardous waste, is contained in Subpart C of 40 CFR, Part 261.

7.2. Material Storage and Use. The contractor shall follow manufacturer's guidelines and professional recommendations for control of humidity, temperature, cleanliness, and materials handling. This includes HAZMAT.

7.3. Notification of Environmental Spills. If a spill occurs, the person discovering the spill will make every effort to stop the product flow (if possible), warn personnel, shut off ignition sources, contain the spill, make notifications, and begin cleanup. If the spill is considered an emergency and there is a potential life, health, fire, or other safety hazard, the MHAFB Fire Department will be notified IMMEDIATELY. Responsible units/activities will clean up small spills safely and within their capabilities to do so.

Generally, a spill of only a few gallons will be recovered by the responsible unit/activity using absorbent materials or a spill kit located by the site. Recovered product and contaminated materials will be packaged and staged for disposal in accordance with the installations hazardous waste procedures. Contact the Environmental Office (208-828-

6351) for guidance. All spills, regardless of size, must be immediately reported to the

Environmental Office (208-828-6351) by the responsible party. The liability for the spill or release of such substances rests solely with the contractor and its agent.

7.4. Waste. Identify, label, handle, store, and dispose of hazardous waste or debris in accordance with federal, state, and local regulations. Ensure all waste has undergone the appropriate hazardous waste determination and documentation is retained for these determinations. Do NOT remove any soil from base until authorized by Environmental at 828-6351. If hazardous wastes are generated, the contractor will be required to setup and maintain a hazardous waste accumulation point. All hazardous waste generated must be disposed of at a RCRA permitted treatment storage or disposal facility. Do not dispose of hazardous waste on Government property. Do not discharge any waste to a sanitary sewer, storm drain, or to surface waters or conduct waste treatment or disposal on Government property without written approval of the Contracting Officer and

Environmental. Consult with the Hazardous Waste Program Manager (366 CES/CEIE) at 208-828-1684/6351 prior to disposal of any waste.

END OF SECTION

PART II – Material Specifications

1. General

1.1. The Contractor shall deliver 475 tons of asphalt.

1.2. The Contractor shall provide up to 210 tons of asphalt within a single day, with truck delivery frequency of 2 trucks every 20 minutes.

1.3. The Contractor shall provide the identified Government representative a printed or written batch receipt for each truck delivered. Batch receipts must be signed by the 819

RHS Project Manager to confirm delivery.

1.4. Payment for asphalt will be made on a weight (ton) basis.

1.5. No later than sixty days prior to Asphalt delivery, the Contractor shall submit a full mix design to the CO, and 819 RHS for approval. Mix design documentation must include, at a minimum, the Design Method, Marshall (50 blows) or Superpave (50 gyrations) as shown in Figure 1, and the following details below in Figure 2.

1.6. Provide only materials that have been proven by trial mix studies to meet the requirements of this specification, unless otherwise approved in writing by the CO. The

Contractor shall provide evidence that the materials to be used and proportions selected will produce Asphalt of the quality specified.

1.7. If source material changes, resubmit mix proportion data using revised source material.

Indicate clearly in the submittal where each mix design is used when more than one mix design is submitted. Resubmit data on Asphalt components if the qualities or source of components changes. For previously approved Asphalt mix designs used within the past twelve months, the previous mix design may be re-submitted without further trial batch testing if accompanied by material test data conducted within the last six months.

2. Asphalt Minimum Specifications: The 475 tons of Asphalt, Hot Mix 3/4” minus must (at a minimum) comply with the following salient characteristics:

2.1. Hot Mix temperature at delivery shall be between 275 to 300 degrees Fahrenheit. The

819 RHS will conduct QA temperature tests for every truck delivered.

2.2. Percent voids in the mineral aggregate (VMA) minimum shall be of Gradation 2 as seen below in Figure 1, 14%.
