About this file

This Scope of Work document outlines requirements for a battery replacement project at Alcatraz Island in the Golden Gate National Recreation Area. The National Park Service requires a contractor to remove eight failing batteries from two uninterrupted power supply strings in the Quartermaster Warehouse battery room, transport and dispose of the batteries, install and test 24 replacement batteries provided by the agency, and perform a load charge test to verify proper system function. The contractor will also have the option to replace up to 16 additional batteries if needed. The contractor must coordinate all transportation, access, and work activities directly with agency points of contact and comply with existing ferry schedules and safety requirements. A written report detailing all work performed and any recommendations is required upon completion.

Battery Replacement Work Statement Golden Gate National Recreational Area NPS

REQUEST FOR QUOTATION (RFQ): 140P8624Q0008

REMOVE, REPLACE, TEST BATTERIES

QUATERMASTER WAREHOUSE OF ALCATRAZ ISLAND, SAN FRANCISCO, CALIFORNIA

SCOPE OF WORK (SOW)

1. Background

Alcatraz Island is primarily powered by a photovoltaic system comprised of 959 318W Sun Power modules, 480 Deka Unigy II Gel Batteries (the batteries are arranged in two UPS strings of 240 batteries each, UPS-A and UPS-B), and 8 Princeton Power 100KW inverters. In addition to the specifically listed equipment, the electrical system also consists of electrical switching and distribution equipment, meters, control panels, transmission lines, transformers, PV module arrays, main service panels to and including the main breakers, electrical safety signage, inverters, electrical fixtures, and control modules.

In 2018, the entire battery count was replaced including 24 spares; a remote monitoring system was also installed under that same contract.

NPS had noticed that while the solar system is floating the batteries (charge applied to the battery to maintain the battery capacity at or near the full charge), the batteries are noticeably out of range from one another. The battery monitoring system, before both strings went down, showed 36 batteries that were showing lower resistance than what the specs state. Without intervention the system has deteriorated to the point it is not functioning.

2. Scope of Task

The battery room is located at the ground floor of the Quartermaster Warehouse.

See Exhibit A – Alcatraz Map.

NPS is soliciting a qualified contractor to perform the following:

2.1.2 Contractor shall safely remove, palletize, if necessary, offload and transport to a recycling facility spent batteries in accordance with all California state regulations.

2.1.3 Option Item

2.1.3.1 To replace up to 16 batteries, if needed, on top of the 8 batteries using the Deka

Unigy II (Model: 2AVR125·3311) Gel batteries that NPS has in reserve.

2.2 Performing a Load charge

2.2.1 The Contractor shall perform a load charge after all batteries have been replaced to ensure proper function.

2.2.1.1 Bulk Charge: 576V

2.3 Reports Required

2.3.1 The Contractor shall provide a written report on everything that was performed and results.

2.3.2 The report shall also include recommendations on steps to follow if the system does not work as expected after the replacement of batteries.

3 Access to Island/Worksite locations

3.1 Transportation to/from Alcatraz Island

Alcatraz Island is accessible by boat at Pier 33, San Francisco. Currently, the only access to Alcatraz Island is by a ferry operated by Alcatraz City Cruises (ACC), LLC. They are located on The Embarcadero near the intersection of Bay Street - Southeast of Fisherman's Wharf. There is no parking at Pier 33. Typically, the first boat to the island is reserved for staff, departure times are season dependent. The Contractor may use the ferry service during normal operating hours by authorization from the Superintendent's Office.

The Contractor is responsible to coordinate with ACC the use of the ferry. Only materials that can be hand carried onto and offloaded from the ferry without multiple trips will be allowed on ferries. Any change in crew size must be notified to ACC in order to facilitate adequate room on ferries.

The Contractor is responsible for the payment and arrangement of ferry service outside of ACC.

The Contractor shall coordinate with ACC the usage and schedule of the floating dock and landing area, as it is owned by ACC. Do not interfere with ACC’s ferry schedule. The approval of

COR is required if ferry service will be provided outside of ACC. The following documents are required for other ferry services:

a. Certificate of insurance and/or a landing plan may be required.

b. Coordinate with AC to prevent conflict with scheduled passenger ferries.

c. Coordinate with AC for cost of use of facilities.

The Contractor is responsible for arranging the transportation and delivery of material and equipment to and from the island. If using other transportation that is not ACC, The Contractor must coordinate with Contracting Officer and ACC. A certificate of liability insurance and/or a landing plan review may be required.

The Golden Gate National Parks Conservancy operates a monthly West Star Marine barge to meet the operational needs of both the Conservancy and the NPS. Any barge activities that are arranged by the Contractor shall not interfere or conflict with this monthly barge.
