01 1000 - 1 SUMMARY OF THE WORK

SUMMARY OF THE WORK
PART 1 - GENERAL
1.01 PROJECT TITLE: HALFMOON LANDING REPLACE THREE PLATFORMS
1.02 WORK UNDER THESE SPECIFICATIONS
The Contractor shall furnish materials, labor, equipment, and superintendence for the work described below and within the construction documents. The work includes but is not limited to;
project mobilization and demobilization, project management and oversite, demolition, construction of items described below, quality control, cleanup, and removal of all debris and waste generated during performance of the work.
Base Bid Item #1: Upper Fishing Platform: The work includes but is not limited to demolishing one fishing platform and replacing with a new fishing platform. Refer to construction drawings.
Base Bid Item #2: Lower Fishing Platform: The work includes but is not limited to demolishing one fishing platform and replacing with a new fishing platform. Refer to construction drawings.
Base Bid Item #3: Canoe Launch Platform: The work includes but is not limited to demolishing one canoe launch platform and replacing with a new canoe launch platform. Refer to construction drawings.
Base Bid Item #4: Riprap at Curb Cuts: The work includes but is not limited to removing and replacing riprap at curb cuts. Refer to construction drawings.
All work items that are not specifically called out are considered incidental and no direct compensation will be provided. This work shall be performed on a firm fixed price lump sum basis.
1.03 LOCATION AND INSPECTION OF SITE
A. The work site is located at the Halfmoon Landing located on the Upper Mississippi River
National Wildlife and Fish Refuge - Winona District near Kellogg, MN. See cover sheet for project location. The address for the landing is: 12067 622nd Street, Kellogg, MN 55945. The District Manager may be contacted for further information concerning the project location by telephone at (507) 494-6229.
B. All prospective bidders, contractors, subcontractors, and related persons are encouraged to visit the site of the proposed Work and to assess the location and extent of the Work prior to submitting bids/quotes. Persons may inspect the site from dawn to dusk without an appointment.
1.04 DRAWINGS AND SPECIFICATIONS FOR CONSTRUCTION
A. The successful bidder will be provided, upon request, one digital copy of the construction drawings and specifications in .pdf format via email. These files will be provided at no additional cost to the successful bidder.
B. Construction drawings are drawn on a 22” x 34” standard “D” size sheet at 100%. When plotting drawings at different percentages bar scales on drawings shall be used for measuring.
C. Exact location of all affected utilities will be the responsibility of the contractor. Drawings may not completely show all utilities. Site verification is required in addition to contacting any local authorities and utility companies to determine exact locations of utilities.

01 1000 - 2 SUMMARY OF THE WORK
1.05 WORK NOT INCLUDED IN THIS CONTRACT
A. All items indicated “NIC” on the drawings or in the specifications are items not included in this contract.
B. Work to be performed under other contracts and not included as a part of this contract is generally shown as “By Others” on the Contract Documents.
1.06 ITEMS PROVIDED BY THE GOVERNMENT
A. Work to be accomplished by the Government or manufactured items to be provided by the Government are generally shown as “By Government” on the Contract Documents.
1. No materials or equipment will be furnished by the Government under this contract.
1.07 TEMPORARY FACILITIES
A. Maintain and restore all roads, service areas, landscaping, and utilities used to pre-construction condition.
B. Temporary toilet facilities and all utilities shall be provided by the Contractor for the duration of the project.
1.08 SITE ACCESS AND RIGHT OF WAY
A. The construction access limits will be establsihed by the Government and provided to the Contractor at the preconstruction meeting. The Contractor shall be responsible for complying with these limits and governing all work accordingly.
B. The boat landing and parking areas will be open to the public during construction. The Contractor shall govern all work accordingly.
C. The Contractor is reminded all materials, items, and equipment stored at the project site or on Government property for the duration of the work is at the Contractors own risk. The Government is not responsible for lost, stolen, or damaged property.
D. All bidders are reminded that they are responsible for contacting the local entity such as township, county, or state having jurisdiction in the project vicinity to insure bidders are aware of any requirements of the local entity. These requirements are between the entity and the bidder. Load limits and other restrictions shall be obeyed.
E. Work scheduled on Saturdays, Sundays, Federal Holidays or other than normal working hours shall be approved in advance by the Government Contracting Officer.
1.09 WASTE REMOVAL
A. Provide waste removal facilities and services as required to maintain site in clean and orderly condition.
1.10 SAFETY - IN ADDITION TO FAR 52.236-13 ACCIDENT PREVENTION
A. The Contractor shall fill out and submit the “Preconstruction Safety Checklist” to the Government Contracting Officer prior to beginning construction.
B. The Contractor shall designate a safety officer to ensure a safe work site. The safety officer shall perform daily work site inspections to assure compliance with all safety regulations and standards.
C. The Contractor’s Safety Plan shall be available on-site. The Contractor shall provide Safety Data Sheets (SDS) for all hazardous materials brought on-site. SDS shall be made available in a conspicuous location.
D. All equipment and work activities shall comply with OSHA Regulations and all accidents incidental to work performed under this contract shall be reported in accordance with OSHA reporting requirements. Additionally a copy of the accident report shall be provided to the Government Contracting Officer.
E. The Contractor shall provide and install barricades, signs, or other warning devices to delineate the construction area.

01 1000 - 3 SUMMARY OF THE WORK
F. Provide at least one non-freezing type fire extinguisher of the appropriate class for each group of workers performing flammable procedures on the construction site.
G. Provide and maintain on the construction site a basic first aid kit for the workers to use.
1. Provide first aid supply commensurate with size of project with items necessary for first aid treatment of all injuries. The first aid kit shall include items identified on SDS (see paragraph C of this section) in applicable locations.
2. Advise all workers of the location of first aid supplies.
3. Post telephone numbers of nearest hospital or ambulance service and fire station in conspicuous location. Advise all workers of location of telephone numbers.
H. Provide necessary Personnel Protective Equipment (PPE) as identified by SDS and OSHA regulations.
I. Provide documentation workers have been trained in the use of PPE prior to individual use.

PART 1 - GENERAL
1.01 GENERAL
A. Refer to the technical specifications for all submittals required.
B. When specifically requested by the Contracting Officer, Contracting Officers Representative, or the Government’s on-site observer, the Contractor shall provide paper copies of approved submittals, manufacturer’s written installation instructions, and/or recommendations for review and approval prior to accomplishing equipment installation.
1.02 SUBMITTALS
A. The Contractor shall provide a “Standard Submittal Form” for submittals provided to the
Government. A copy of the form is provided in the specifications. Upon request, one digital copy of the form in .doc format will be provided via email.
B. The Contractor shall email digital copies in .pdf format of all submittals to the Government except for items noted otherwise in the specifications. The Contractor shall submit material samples and digital submittals exceeding 18 megabytes via mail. Submitted material samples will become the property of the Government and will not be returned to the Contractor.
C. The approval of submittals shall not relieve the Contractor to comply with the terms and conditions of the Contract Drawings, Specifications, and Manufacturer’s Installation Instructions. The Contractor shall be responsible to determine correct dimension, design, connection, detail and satisfactory construction of all Work.
D. The approval of submittals does not constitute acceptance of a change order by the Government. Contract change orders shall be submitted to the Government Contracting Officer following the modification/change order procedures in Section 01 3100 Project Coordination.
E. The Contractor shall provide and maintain in proper order and in good, clean condition, at the project site, a copy of approved submittals.
1.03 PROJECT SCHEDULE
A. Contractor shall provide as required by Federal Acquisition Regulation (FAR) clauses. *

PROJECT COORDINATION
PART 1 - GENERAL
1.01 JOBSITE ADMINISTRATION
A. Superintendence, Subcontract Administration, Quality Control, and Construction Inspection are the responsibility of the Contractor.
B. Final decisions relative to items of conflict shall be made by the Contracting Officer.
C. The Government shall have the authority to temporarily suspend the Work for such time as necessary because of the failure on the part of the Contractor to perform any of the provisions of the Contract. No extension of contract performance time will be permitted until the Government determines that the deficiencies in performance, which caused the temporary suspension, have been corrected.
D. The Contractor shall have responsible superintendence on site during all project operations.
E. The Contractor shall notify the Contracting Officer in writing at least ten (10) days prior to the anticipated date of completion of all Work specified herein. Upon completion of the Work, the Contracting Officer, or their designee, shall proceed with the final inspection which shall be completed as promptly as practicable. The time required for such inspection and for performing any corrective Work shall be included in the contract performance time.
1.02 MODIFICATION/CHANGE ORDER PROCEDURES
A. In the event of the need for a Change Order, the Contractor will receive a letter requesting a price quote for proposed changes to the Contract.
B. The Contractor shall not perform work outside of the contract documents without written approval from the Contracting Officer. All expenses of Work performed outside of the contract documents without prior approval will be the responsibility of the contractor.
C. For evaluation purposes, the Contractor's quote shall be broken down to show the costs of labor and materials for each proposed category of Work included with the change, along with the total cost for Contractor's overhead, profit, and bond for the proposed changes.
D. All Contract time extensions required as a result of a proposed change must be justified and supported in detail at the time of the proposal.
1.03 REQUESTS FOR INTERPRETATION PROCUDURES (RFI'S)
A. Definition: A request seeking one of the following:
1. An interpretation, amplification, or clarification of some requirement of Contract Documents arising from inability to determine from them the exact material, process, or system to be installed; or when the elements of construction are required to occupy the same space (interference); or when an item of work is described differently at more than one place in the Contract Documents.
2. A resolution to an issue which has arisen due to field conditions and affects design intent.
B. Preparation: Prepare an RFI immediately upon discovery of a need for interpretation of the
Contract Documents. Failure to submit a RFI in a timely manner is not a legitimate cause for claiming additional costs or delays in execution of the work.
1. Prepare a separate RFI for each specific item.
a. Review, coordinate, and comment on requests originating with subcontractors and/or materials suppliers.
b. Do not forward requests which solely require internal coordination between subcontractors.
C. Submission: Submit all RFI's in .pdf format via email.
D. Content: Include identifiers necessary for tracking the status of each RFI, and information necessary to provide an actionable response
1. Official project name and contract number.

2. Owner's and contractor's name and contact information.
3. Discrete and consecutive RFI number, and descriptive subject/title.
4. Issue date.
5. Reference to particular Contract Document(s) requiring additional information/interpretation. Identify pertinent drawing and detail number and/or specification section number, title, and paragraph(s).
6. Annotations: Field dimensions and/or description of conditions which have engendered the request.
E. Attachments: Include sketches, coordination drawings, descriptions, photos, submittals, and other information necessary to substantiate the reason for the request.
F. RFI Log: Prepare and maintain a tabular log of RFIs for the duration of the project.
1. Indicate current status of every RFI. Update log promptly and on a regular basis.
2. Note dates of when each request is made, and when a response is received.
G. Review Time: Government respond and return RFI's in .pdf format via email to Contractor within fourteen calendar days of receipt.
1. Response period may be shortened or lengthened for specific items, subject to mutual agreement.
H. Responses: Content of answered RFIs will not constitute in any manner a directive or authorization to perform extra work, modify the contract, or delay the project. If in Contractor's belief it is likely to lead to a change to Contract Sum or Contract Time, promptly contact the Government Contracting Officer.
1. The Contractor shall not perform work outside of the contract documents without written approval from the Contracting Officer. All expenses of Work performed outside of the contract documents without prior approval will be the responsibility of the contractor.
2. Response may include a request for additional information, in which case the original RFI will be deemed as having been answered, and an amended one is to be issued forthwith.
3. Upon receipt of a response, promptly review and distribute it to all affected parties, and update the RFI Log.
1.04 PRECONSTRUCTION CONFERENCE
A. Soon after award of the Contract and prior to commencing construction, the Contractor shall attend a preconstruction conference with representatives of the Government. Timely notification of the meeting will be given to the Contractor. Time, date, and place of the conference will be determined by the Contracting Officer. Requirements pertaining to contract administration, construction operations, and the project schedule will be discussed. The project schedule shall be in accordance with Section 01 3000 Submittals. The preconstruction safety checklist and project schedule shall be submitted for review during this conference.

DEFINITIONS AND STANDARDS
PART 1 - GENERAL
1.01 1.1 REGULATORY REQUIREMENTS
A. All work shall be accomplished in strict accordance with OSHA and all other regulations, codes, and laws in effect at the time the work is performed for the location where it is to be performed.
B. All completed construction shall comply with OSHA, NFPA, and Architectural Barriers Act (ABA) codes and regulations.
1.02 MEANS AND METHODS
A. Means and methods used in the performance of this Contract must be in accordance with all applicable Federal Acquisition Regulations in addition to OSHA regulations, 29 Code of Federal Regulations, acceptable industry practices as recognized by societies, associations, building codes, manufacturers’ specifications, and any applicable state safety and health requirements.
1.03 PERMITS
A. Permits required to support construction, except for oversize/overweight road permits, will be obtained by the Government.

2.01 EXISTING PRODUCTS
A. Do not use materials removed from existing premises unless specifically required or permitted by Contract Documents.
2.02 NEW PRODUCTS
A. Provide new products unless specifically required or permitted by the Contract Documents.
B. DO NOT USE products having any of the following characteristics:
1. Made outside the United States, its territories, Canada, or Mexico.
2. Made using or containing CFC's or HCFC's.
3. Made of wood from newly cut old growth timber.
4. Containing lead, cadmium, asbestos.
2.03 PRODUCT OPTIONS
A. Several manufacturer's products have been identified and included within the specifications.
Identified products shall be used as a basis of design. Product substitutions that are equal to or better than the basis of design will be considered as outlined in the specifications.
PART 3 EXECUTION
3.01 PRODUCT SUBSTITUTION PROCEDURES
A. Government will consider requests for substitutions only after contract is awarded.
B. Document each request with complete data substantiating compliance of proposed substitution with Contract Documents.
C. A request for substitution constitutes a representation that the submitter:
1. Has investigated proposed product and determined that it meets or exceeds the quality level of the specified product.
2. Agrees to provide the same warranty for the substitutions as for the specified product.
3. Agrees to coordinate installation and make changes to other Work that may be required for the Work to be complete with no additional cost to the Government.
4. Waives claims for additional costs or time extension that may subsequently become apparent.
5. Agrees to reimburse the Government for review or redesign services associated with re-approval by authorities.
D. Substitutions will not be considered when they are indicated or implied on shop drawings or product data submittals, without separate written request, or when acceptance will require revision to the Contract Documents.

01 6000 - 2 PRODUCT REQUIREMENTS
E. Substitution Submittal Procedure (after contract award):
1. Submit one copy of request for substitution for consideration. Limit each request to one proposed substitution.
2. Submit shop drawings, product data, and certified test results for specified product and proposed substitution attesting to the proposed product equivalence. Burden of proof is on the proposer.
3. The Government will notify the Contractor in writing of decision to accept or reject request.
3.02 TRANSPORTATION AND HANDLING
A. Package products for shipment in manner to prevent damage.
B. If special precautions are required, attach instructions prominently and legibly on outside of packaging.
C. Coordinate schedule of product delivery to designated prepared areas in order to minimize site storage time and potential damage to stored materials.
D. Transport and handle products in accordance with manufacturer's instructions.
E. Transport materials in covered trucks to prevent contamination of product and littering of surrounding areas.
F. Promptly inspect shipments to ensure that products comply with requirements, quantities are correct, and products are undamaged.
G. Provide equipment and personnel to handle products by methods to prevent soiling, disfigurement, or damage, and to minimize handling.
3.03 STORAGE AND PROTECTION
A. Store and protect products in accordance with manufacturers' instructions.
B. Store with seals and labels intact and legible.
C. Store sensitive products in weathertight, climate-controlled enclosures in an environment favorable to product.
D. For exterior storage of fabricated products, place on sloped supports above ground.
E. Protect products from damage or deterioration due to construction operations, weather, precipitation, humidity, temperature, sunlight and ultraviolet light, dirt, dust, and other contaminants.
F. Comply with manufacturer's warranty conditions, if any.
G. Do not store products directly on the ground.
H. Cover products subject to deterioration with impervious sheet covering. Provide ventilation to prevent condensation and degradation of products.
I. Store loose granular materials on solid flat surfaces in a well-drained area. Prevent mixing with foreign matter.
J. Prevent contact with material that may cause corrosion, discoloration, or staining.
K. Provide equipment and personnel to store products by methods to prevent soiling, disfigurement, or damage.

1.03 PROJECT CONDITIONS
A. Use of explosives is not permitted.
B. Grade disturbed areas to drain.
C. Protect site from puddling or running water. Provide water barriers as required to protect site from water erosion in accordance and as required by Federal, State, and Local authorities..
D. Erosion and Sediment Control: Plan and execute work by methods to control surface drainage from cuts and fills, from borrow and waste disposal areas. Provide erosion control measures in accordance and as required by Federal, State, and Local authorities.
1. Minimize amount of bare soil exposed at one time.
1.04 COORDINATION
A. Coordinate scheduling, submittals, and work of the various sections of the Project Manual to ensure efficient and orderly sequence of installation of interdependent construction elements.
B. Notify affected utility companies and comply with their requirements.
C. Coordinate completion and clean-up of work of separate sections.
PART 2 PRODUCTS (NOT USED)
PART 3 EXECUTION
3.01 EXAMINATION
A. Verify that existing site conditions are acceptable for subsequent work. Start of work means acceptance of existing conditions.
B. Verify that existing substrate is capable of structural support or attachment of new work being applied or attached.
C. Examine and verify specific conditions described in individual specification sections.
D. Take field measurements before confirming product orders or beginning fabrication, to minimize waste due to over-ordering or misfabrication.
3.02 LAYING OUT THE WORK
A. Verify final location of each platform with Government prior to commencing sheet steel pile driving.
B. Establish elevations, lines and levels based off the existing asphalt walks shown on drawing sheets UMR952A2. Locate and lay out as necessary and as indicated. Verify final location with Government.
C. Promptly notify Government of any discrepancies discovered.
3.03 GENERAL INSTALLATION REQUIREMENTS
A. Install products as specified in individual sections, in accordance with manufacturer's instructions and recommendations, and so as to avoid waste due to necessity for replacement.

B. Make vertical elements plumb and horizontal elements level, unless otherwise indicated.
3.04 ALTERATIONS
A. Drawings showing existing construction are based on existing drawings and casual field observations.
1. Verify that construction arrangements are as indicated.
2. Report discrepancies to Government before disturbing existing installation.
3. Beginning of alterations work constitutes acceptance of existing conditions.

PART 1 - GENERAL
1.01 MANUFACTURER’S SPECIFICATIONS
A. The installation of manufactured products and materials, together with all associated materials, shall be in conformance with the manufacturer's written instructions and recommendations, and code requirements. All installations shall be complete and ready for immediate use. Every material required by the manufacturer for the complete assembly shall be provided. Following the completion of the Work under this Contract, installed materials shall be in compliance with the Contract.
1.02 FINAL INSPECTION
A. The Contractor shall request a final inspection in writing at least ten (10) days prior to the anticipated date of completion.
B. Work will not be considered ready for final inspection until all the Work has been completed and all materials are properly installed and in strict compliance with all Contract terms and conditions.
C. The Contractor shall be at the job site during the final inspection.
D. If, at the time of inspection, items are not completed the Contractor shall reimburse the
Government for all costs incurred for subsequent inspections.
1.03 RECORD DRAWINGS
A. The Contractor shall provide and maintain in proper order and in good, clean condition, at the project site, one (1) complete set of full size prints of all Drawings and Specifications. On this set, with red pencil or ink, the Contractor shall neatly inscribe all changes in Work. At time of final acceptance, and prior to final payment, these corrected prints will be presented to the Government. The Contractor will note all data and changes on these record drawings in sufficient detail and clarity to provide information necessary for preparation of "as built" drawings by the Government.
1.04 GUARANTEES, WARRANTIES AND CERTIFICATES
A. The Contractor shall submit all guarantees, warranties and certificates to the Government prior to final payment.
B. The Government requires a 100% warranty for a period of one full year after final acceptance.
Items of Work found defective during the warranty period will be replaced at no cost to the Government.
C. If a manufacturer or supplier offers a guarantee in excess of the one year requirement outlined herein, then the longer guarantee period will apply for those particular items.

2.07 MIXING
A. On Project Site: Mix in drum type batch mixer, complying with ASTM C685/C685M. Mix each batch not less than 1-1/2 minutes and not more than 5 minutes.
B. Transit Mixers: Comply with ASTM C94/C94M.
C. Adding Water: If concrete arrives on-site with slump less than suitable for placement, do not add water that exceeds the maximum water-cement ratio or exceeds the maximum permissible slump.
PART 3 EXECUTION
3.01 EXAMINATION
A. Verify lines, levels, and dimensions before proceeding with work of this section.
3.02 SUBGRADE PREPARATION
A. Correct irregularities in subgrade gradient and elevation by scarifying, reshaping, and re-compacting to 95 percent of maximum dry density.
B. Spread subbase aggregate over prepared subgrade to a total compacted thickness of 4 inches.
1. Compact to 95 percent dry density.
C. Maintain subgrade in a smooth, compacted condition with required section and established grade until concrete is placed.
3.03 FORMWORK
A. Formwork: Comply with requirements of ACI 301. Design and fabricate forms to support all applied loads until concrete is cured, and for easy removal without damage to concrete.
B. Verify that forms are clean and free of rust before applying release agent.
C. Coordinate placement of embedded items with erection of concrete formwork and placement of form accessories.
D. In locations where new concrete is doweled to existing concrete, drill holes in existing concrete, inject epoxy, and insert steel dowels prior to placing new concrete.
3.04 INSTALLING REINFORCEMENT AND OTHER EMBEDDED ITEMS
A. Comply with requirements of ACI 301. Clean reinforcement of loose rust and mill scale, and accurately position, support, and secure in place to achieve not less than minimum concrete coverage required for protection.
B. Verify that reinforcement to be cast into concrete are accurately placed, positioned securely, and will not interfere with concrete placement.
3.05 PLACING CONCRETE
A. Place concrete in accordance with ACI 304R.
B. Notify Government not less than 72 hours prior to commencement of placement operations.
C. Maintain records of concrete placement. Record date, location, quantity, and air temperature.
D. Ensure reinforcement will not be disturbed during concrete placement.
E. Place concrete continuously without construction (cold) joints.
F. Finish concrete transition surface with a 1-2% slope to shed water.
3.06 CONTROL JOINTS
A. Spacing: Locate joints as indicated on drawings.
3.07 FLATNESS AND LEVELNESS TOLERANCES
A. Maximum Variation of Surface Flatness:

B. Maintain concrete with minimal moisture loss at relatively constant temperature for period necessary for hydration of cement and hardening of concrete.

A. Verify the receiving surface is smooth, without ruts or protrusions, and grades facilitate positive water drainage away from curb cuts.
B. Verify the geotextile is free of defects or flaws that may degrade physical performance.
3.02 PREPARATION
A. Remove vegetation, unsuitable materials, boulders, and rocks larger than 3/4 inch in size, and other sharp objects.
B. Fill in holes and smooth ridges and ruts.
3.03 INSTALLATION
A. General:
1. Notify Government a minimum of 24 hours prior to installation.
2. Prevent surface drainage from eroding under geotextile. Repair undermined areas prior to backfill.
3. Position geotextile smooth and wrinkle free on prepared surface; unroll or unfold carefully, avoiding stretching.
B. Geotextile:
1. Install geotextile according to manufacturer's recommendations.
2. Lay sheets in the direction of incline and water flow.
3. Protect geotextile from surface runoff contamination prior to placing riprap.
4. Repairs: Remove damaged portions of geotextile and place additional layers to cover affected areas in all directions. Replace geotextile where surface runoff contamination has occurred.
3.04 BACKFILL
A. Place riprap backfill in a manner to prevent damage to geotextile. Repair geotextile damaged during backfill operations.
3.05 PROTECTION
A. Do not exceed geosynthetic manufacturer's recommended exposure to UV radiation.
