About this file
This Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP) details a device service plan for a Shimadzu LCMS-8045 scientific instrument system located at the USDA Agricultural Research Service (ARS) Cereal Crops Research Unit in Madison, Wisconsin. The contract requires comprehensive service and support for multiple system components, including the main LCMS-8045 unit, column oven, system controller, degasser, UHPLC pumps, autosampler, and other related equipment. Key service requirements include unlimited hardware and software phone support, on-demand service visits, on-site service with labor and parts, annual preventative maintenance (PM) visits, premium PM parts, scheduled software and firmware upgrades, and an extended one-year warranty covering all listed serial-numbered equipment.
The quality assurance plan outlines surveillance methods such as maintenance personnel escort, customer feedback mechanisms, periodic inspections, and 100% inspection of critical service and repair components. Performance requirements mandate that a certified service engineer conduct one extended warranty preventative maintenance (EWP) visit for each piece of equipment, supplying necessary replacement parts to ensure the instruments perform within factory specifications. The contractor must provide support and service either on-site or via phone throughout the contract period, with all contractor personnel required to be escorted while on location at the USDA facility.

3.0 QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)
3.1 Purpose:
3.1.1 This Quality Assurance Surveillance Plan (QASP) is a Government developed and applied document used to make sure that systematic quality assurance methods are used in the administration of the Performance Based Service Contract (PBSC) standards included in this contract and in subsequent task orders issued there under.
The intent is to ensure that the Contractor performs in accordance with performance metrics set forth in the contract documents, that the Government receives the quality of services called for in the contract and that the Government only pays for the acceptable level of services received.
3.1.2 The QASP has been developed by the requiring activity. It is designed to provide direction to personnel performing contract surveillance activities. Personnel surveying the contract terms and conditions and SOW requirements will periodically review the QASP throughout the life of the contract.
3.2 Scope
The QASP is put in place to provide Government surveillance oversight of the
Contractor’s quality control efforts to ensure the products/results specified in the purchase order are delivered on time and meet the requirements of the purchase order.
The QASP is not intended to duplicate the Contractor’s Management Plan.
3.3 Government Resources
3.3.1 The following definitions for Government resources are applicable to this plan:
3.3.2 Contracting Officer - A person duly appointed with the authority to enter into, administer, or terminate contracts and make related determinations and findings on behalf of the Government.
3.4 Methods of QA Surveillance
The below listed methods of surveillance shall be used in the administration of this
QASP.
3.4.1 Maintenance personnel or another pre-designated escort.
3.4.2 Customer Feedback – Customer feedback may be obtained from customer complaints from USDA-CCRU employees working with the equipment. Customer complaints, to be considered valid, must set forth clearly and in writing the detailed nature of the complaint, must be signed and must be forwarded to the Contracting
Officer. The Contracting Officer shall maintain a summary log of all formally received customer complaints as well as a copy of each complaint in a documentation file.
3.4.3 Periodic Inspection – The Contracting Officer may conduct periodic inspections by verifying documentation from the scientific lab personnel monitoring/utilizing the LCMS and associated components.
3.4.4 100% Inspection – The method used to evaluate the contractor when required by the contract Performance Requirements Summary (PRS) as noted in Technical
Exhibit 1. Using this method of inspection, all the parts of the service, repair, and replacement requirement are monitored for evaluation. Such performance requirements cover equipment and parts deemed critical for proper instrument function. Failure to properly service, repair, or properly install these items would certainly have an adverse effect on the research results.

The standards of services are held to and comply with the standards specified in the
Performance Requirements, commercial/industry, and government standards.
