Performance Work Statement Reconditioning of Speed

Increasers

1. The Rock Island Arsenal Joint Manufacturing and Technology Center’s (RIA JMTC) production efforts lead to a large volume of worn out or damaged tooling. This tooling will vary in size, shape, material (Carbide, HSS & Cobalt: both coated and uncoated) and weight and consist of indexable cutters/drills, drill bits, end mills and various other repairable tooling (Boring bars, Lathe Tools, Holders, Sleeves and Extensions). This is a contract for RIA JMTC to have this tooling reconditioned back to the original manufacturer’s design specifications

2. RIA JMTC will provide plastic returnable totes for tooling to be picked up and returned.

Pickup and delivery will be conducted in the Main Crib office, Bldg 211. A Packing List will be in all totes and must be signed for upon pick up.

3. The Contractor must evaluate worn out and damaged tools and provide a price estimate to return items to the original manufacturer’s design specifications. Tooling that was coated shall be recoated with the original coating after sharpening and reconditioning.

4. The Contractor will provide price estimates in writing based on a scale that depends on how soon RIA JMTC needs/requires the tool to be returned. The Contractor will provide price estimates within 48 to 72 hours for normal repairs and within 12 to 24 hours for expedited repairs. If expedited repairs are needed on a tool, the packing list will be marked "Please expedite".

5. RIA-JMTC’s Contracting Officer Representative (COR) will determine if the tooling will be repaired after reviewing the price estimate. For expedited items that require an additional expedition cost the COR will notify the contractor by email that the government agrees to the additional cost for the expedited turn around.

6. The Contractor will not start any repairs until the RIA COR gives authorization in writing to begin the repair process.

7. It is estimated that 3 items need to reconditioned.

8. The Contractor will notify the COR if the turn-around time will exceed 4 weeks and shall provide them with an estimated turnaround time.

9. This will be a Firm Fixed Price call order and there shall not be any additional fees for the inspection, pick up and/or delivery. These charges shall be incorporated into the repair cost.

There shall be no charge for scrap tooling/not repaired items. All scrap tooling must be returned to RIA JMTC and be marked as scrap or un-repairable.

10.The assigned COR must approve the invoices submitted in WAWF. Invoicing to be on a monthly basis.
