1. Project Title Cordova Office Elevator Controls Replacement and Modernization
2. Purpose The Chugach National Forest, Cordova Ranger District, seeks to modernize the existing elevator control systems. All new components shall be ABA (Architectural Barriers Act) compliant and meet all applicable current code requirements, including, but not limited to, ASME A17.1/CSA B44 Safety Code for Elevators and Escalators, IBC, NFPA, NEC, EPA, and OSHA.
3. Scope or Mission The Cordova Ranger District office is a Historic Building listed on the National Register of Historic Places. The elevator operates between all three floors of the Cordova office building.
4. Period and Place of Performance
4.1. Base Items Period of Performance are negotiable, submit with Proposal.
General need by date is July 2023.
4.2. Cordova Ranger District
612 Second Street, Cordova, Alaska 99574.
5. Background The existing office elevator is a Dover, model EPO8020, elevator with a Rota-Flow hydraulic motor installed in 1999. Model specifications in Appendix1 Photos.
6. Performance Objectives
General Conditions Applicable to Services and Supplies Furnished:
6.1. ELEVATOR CONTROLS MAINTENANCE REQUIREMENTS: Elevator model shall be capable of being maintained by a licensed technician within 1,500 mile radius.
6.2. QUALITY ASSURANCE
6.2.1. Installer Qualifications: Elevator manufacturer or an authorized representative must be trained and approved by manufacturer. Contractor must be licensed by the State of Alaska with including for Elevator and Conveying System Contractor (12 AAC 21.320).
Individuals performing Electrical and mechanical work shall be licensed by the State of Alaska to perform this type of work.
6.2.2. Inspection Requirements: Before the installation of new equipment, the contractor must submit a working layout of the equipment or apparatus to State of Alaska Mechanical Inspection office for review, as applicable. The contractor must arrange with the State of Alaska Mechanical Inspection office for an initial inspection prior to placing the new equipment into service, if applicable. When the inspection is completed, the owner and contractor will be notified of the results, including any deficiencies noted at the time of inspection.
6.2.2.1. The contractor will be responsible for correcting any deficiencies found during the inspection, prior to project completion and closeout.
6.3. DELIVERY, STORAGE, AND HANDLING
6.3.1. Deliver, store, and handle materials, components, and equipment in manufacturer's protective packaging. Store materials, components, and equipment off of ground, under cover, and in a dry location.
6.4. PROGRESS REPORT
6.4.1. Report documenting tasks & issues emailed to COR monthly. Coordinate installation, inspections and invoicing with COR.
Outcome:
6.5. FURNISH AND INSTALL: the following components required for elevator modernization:
6.5.1. Door sensing mechanism/protection device,
6.5.2. Car operating panel,
6.5.3. Hall station replacements (for three floors),
6.5.4. Door operator,
6.5.5. Solid state starter, and
6.5.6. Hydraulic power unit (pump, motor, & valve).
6.5.7. Allow for control of access to each floor, ability to connect a card access station, either inside the car, or in the hallways.
Additional Terms Applicable to Furnishing and Installing Equipment:
6.6. REGULATORY REQUIREMENTS. Comply with the following:
6.6.1. ASME A17.1/CSA B44.
6.6.2. Alaska State Statute 18.60.800.
6.6.3. Alaska Administrative Code 8 AAC 77.005.
6.6.4. Accessibility Requirements: Comply with requirements for accessible elevators in the
United States Access Board's ADA-ABA Accessibility Guidelines and with ICC A117.1.
6.6.5. Seismic Performance: Elevator system shall withstand the effects of earthquake motions determined according to elevator seismic requirements in ASME A17.1/CSA B44.
6.6.5.1. The term "withstand" means "the system will remain in place without separation of any parts when subjected to the seismic forces specified."
6.6.5.2. Provide earthquake equipment required by ASME A17.1/CSA B44.
6.7. MANUFACTURERS. Source Limitations: Obtain elevator from single manufacturer.
6.7.1. Major elevator components, including driving machines, controllers, signal fixtures, door operators, car frames, cars, and entrances, shall be manufactured by single manufacturer.
6.8. DISPOSAL OF WASTE
6.8.1. General: Except for items or materials to be salvaged, recycled, or otherwise reused, remove waste materials from Project site and legally dispose of them in a landfill acceptable to authorities having jurisdiction.
6.8.1.1. Except as otherwise specified, do not allow waste materials that are to be disposed of accumulate on-site.
6.8.1.2. Remove and transport debris in a manner that will prevent spillage on adjacent surfaces and areas.
6.8.2. Burning: Do not burn waste materials.
6.8.3. Disposal: Remove waste materials from Owner's property and legally dispose of them.
6.9. FINAL CLEANING. General: Perform final cleaning. Conduct cleaning and waste-removal.
6.9.1. Complete the following cleaning operations before requesting inspection for certification of Substantial Completion for entire Project or for a designated portion of Project:
6.9.1.1. Clean Project site, yard, and grounds, in areas disturbed by construction activities, including landscape development areas, of rubbish, waste material, litter, and other foreign substances.
6.9.1.2. Remove tools, construction equipment, machinery, and surplus material from Project site.
6.9.1.3. Vacuum carpet and similar soft surfaces, removing debris and excess nap; clean according to manufacturer's recommendations if visible soil or stains remain.
6.9.1.4. Wipe surfaces of mechanical and electrical equipment, elevator equipment, and similar equipment. Remove excess lubrication, paint and mortar droppings, and other foreign substances.
6.9.1.5. Leave Project clean and ready for occupancy.
7. COMPLETION DELIVERABLES
7.1. Operation and Maintenance Data, Information and Parts:
7.1.1. Data: For replacement parts to include in emergency, operation, and maintenance manuals.
7.1.2. Submit manufacturer's or Installer's standard operation and maintenance manual, according to ASME A17.1/CSA B44 including diagnostic and repair information available to manufacturer's and Installer's maintenance personnel.
7.1.3. Replacement Parts Information: Provide Owner a list of all replacement parts, including part numbers, associated with the new elevator system. Provide a list of recommended spare parts to keep on-hand for items that fail frequently or have frequent replacement schedules. Provide parts ordering information. Replacement and spare parts are defined as any and all items required to maintain, service, repair, adjust and operate the elevators as designed and installed, in a safe and trouble-free manner.
7.1.3.1. Identify Proprietary Equipment: Provide a list of all proprietary equipment together with a guarantee of availability. Include individual item cost and part numbers or coding. Provide parts ordering information.
7.1.4. Special Tools: Provide Owner with all special tools, meters, diagnostic tools/devices, troubleshooting special hand-held tools/devices, printed information, adjusting information and all other special tools/devices to perform maintenance, troubleshooting, repairing and adjusting elevators.
7.2. Certificates and Operating Permits: Furnish certificates and operating permits as required by authorities having jurisdiction for normal, unrestricted elevator use.
7.3. Warranty: Provide standard commercial Warranty applicable to Labor, Parts, and Software Upgrades, as applicable.
7.3.1.1. Software upgrades are defined as improvements for the elevator operation.

9. Operating Constraints
10. Location: Cordova is not connect to any roads. All materials and laborers will need to fly in on commercial airliners or ferry in via State of Alaska owned and operated ferries. Cordova is a small community with limited services, quoters are encouraged to research prior to providing a proposal.
Due to these geographical limitations elevator must be maintainable by a licensed technician within 1,500 mile radius to provide maintenance and service.
11. Designated Historic Building. The elevator was an addition to original building and does not have historical significance, and therefore minimal restrictions. Any visual modifications to the exterior of the elevator, or landings, should be reviewed by the COR prior to starting work.
