SPECIFICATIONS / SCOPE OF WORK

1. Background
Hagerman National Wildlife Refuge encompasses nearly 11,320 acres of land in Grayson County, Texas. The refuge overlays a portion of the U.S. Army Corps of Engineers’ Lake Texoma project. It provides various wildlife-dependent recreational opportunities including wildlife observation and photography, hiking, hunting, and fishing. About 200,000 visitors enjoy the refuge each year.
The Refuge was established in 1946 by Public Land Order 314. Its primary purpose is to provide refuge and habitat for migratory birds and other wildlife. Management of multiple small impoundments and moist soil units is one of the most important ways the refuge’s primary purpose is achieved.
2. Purpose
Purchase a six-inch, trailer-mounted pump and associated hoses and fittings so that water may be transferred from Lake Texoma into multiple small impoundments and moist soil units at Hagerman National Wildlife Refuge for management of migratory birds.
3. Scope of Work
In accordance with the terms and conditions of the purchase order, the Contractor shall provide the following items:
• High volume centrifugal pump; trailer mounted, diesel powered, vacuum assisted with end suction, and manual/auto start and manual/auto throttling controller
• Rubber suction / discharge hoses (x3)
• Floating intake strainer (x1)
• Flanged reducer (x1)
• Camlock fittings (x2)
Manufacturer:
• Engine: John Deere preferred (due to local availability of service parts) or equivalent
• Pump: Pioneer or equivalent
• Controller: Murphy PowerCore or equivalent
Salient Characteristics:
• Industrial diesel engine having the following or similar characteristics:
o Tier 4 compliant o Four cylinders with turbocharger(s) and two valves per cylinder o Common rail fuel injection o Exhaust after-treatment system / filter o Water cooled o Capable of producing about 75 horse power at 2200 – 2600 rpm
• Centrifugal pump having the following or similar characteristics:
o 6” x 6” size connecting to six-inch 150 ANSI flanges o Capable of producing a max flow of about 3,200 gpm o Capable of operating at a max head of at least 160 feet o Capable of handling heavy solids (about three-inch maximum) o Vacuum assisted with end suction and stainless steel float ball and linkages o Air removal capability of about 50 CFM o Indefinite run dry capability o Tungsten carbide seal faces having stainless steel hardware capable of indefinite dry running time o Stainless steel impeller o Ductile iron suction cover, volute, and bracket (including plate)
• Controlling having the following or similar characteristics:
o General, all-purpose use where a wide array of inputs and outputs are not required o Manual/auto start o Manual/auto throttling o Minimum of 2.5-inch digital display o Tactile feedback buttons o LED lights for shutdown, warning, and mode or running state o Sealed for water proofing o Capable of -400F to 1850F operating and storage temperatures o Durable case (e.g., polycarbonate and ABS) o English language o Capable of handling shock and vibration typical of rugged field use with continuous motor run times and trailering time
• Trailer mount having the following or similar characteristics:
o Single, heavy duty torsion axel o Trailer tires of sufficient ratings and size for the total weight of the pump, motor, and full fuel load o Integrated fuel tank of at least 75 gallons o Fenders and safety reflectors o Bulldog-style hitch for two-inch trailer ball (minimum) with adjustable height attachment o Trailer equipped with lifting points designed for moving the trailer and associated motor and pump o Heavy duty jack stand rated for the tongue weight of the pump, motor, and full fuel load
• Hoses and fittings meeting the following characteristics:
o Suction and discharge hoses; 8" x 20' rubber with camlock fittings (male on one end and female on other end). Three hoses total.
o Fitting; 12-inch flange reduced to 8-inch female camlock. One fitting total.
o Fittings; 90-degree elbow with 8-inch camlock fittings (male on one end and female on other end). Two fittings total.
o Floating T strainer. 8-inch with female camlock fitting. One strainer total.
4. Delivery
Prices quoted must be FOB Destination
“F.o.b. destination” means --Free of expense to the Government delivered, on board the carrier’s conveyance, at a specified delivery point where the consignee’s warehouse is located.
Item shall be delivered to the destination consignee’s warehouse at the expense of the contractor.
The Government shall not be liable for any delivery, storage, demurrage, accessorial, or other charges involved before the actual delivery (or “constructive placement” as defined in carrier tariffs) of the supplies to the destination, unless such charges are caused by an act or order of the Government acting in its contractual capacity.
Contractor responsibilities. The contractor shall --
(1) Prepare the shipment in conformance with carrier requirements;
(2) Prepare and distribute commercial bills of lading
(3) Deliver the shipment in good order and condition to the point of delivery specified in the contract;
(4) Be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the contract;
(5) Furnish a delivery schedule and designate the mode of delivering carrier; and
(6) Pay and bear all charges to the specified point of delivery.
5. Delivery Location:

6. Installation:
Prices quoted must include configuration and installation of the pump, motor, and trailer in a ready-to-use condition. All labor and parts associated with and required for installation are the sole responsibility of the contractor. No assistance or equipment will be provided by the government. Installation shall be completed according to industry standards.

8. Delivery Instructions:
• Delivery shall be Monday – Friday between 8:00 AM and 4:00 PM CDT
• No later than one day prior to delivery, please contact the Point of Contact listed above, to arrange a specific time for delivery.
9. Customer Specific Delivery requirements.

10. Installation:
Prices quoted must include installation. All labor and parts associated with and required for installation are the sole responsibility of the contractor. No assistance or equipment will be provided by the government. Installation shall be completed according to industry standards.
