1.2 PROJECT INFORMATION

A. Project Identification: Maupin Work Site Renovations

1. Project Location: Maupin, Oregon

1.3 WORK COVERED BY CONTRACT DOCUMENTS

A. The Work consists of the following:

1. The Bureau of Land Management is demolishing four existing on site buildings, relocating one storage shed, grading the site, installing approximately 700 feet of water supply piping, 660 feet of sanitary sewer piping, and 760 feet of chain-link fencing. Two new structures will be constructed to include a premanufactured, metal, multi-purpose building consisting of a garage, office and storage space, and a stick-built wood crew quarters housing building with 9 bedrooms. Additional work includes concrete flatwork, landscaping, irrigation system, and other miscellaneous items.

B. Project will be constructed under a single prime contract.

1.4 USE OF PREMISES

A. Contractor shall have limited use of premises for construction operations as indicated on Drawings by the Contract limits and in the Section. Government will provide on-site areas for temporary facilities, contractor parking and storage of materials as well as the immediate work area for construction.

B. Schedule and sequence operations necessary to complete the work, including coordination with other crafts relative to the Contractor's requirements. Schedule Work in such manner as to avoid delays in overall construction and permit proper installation of work.

C. Limit use of premises to areas within the Contract limits and as allowed by the Government. Do not disturb portions of Project site beyond areas in which the Work is indicated.

1. Government Occupancy: Allow for Government occupancy and operations at Project site.

Government personnel will be continuously occupying areas adjacent to the work area.

Conduct work in a manner that will minimize needs for disruption of normal Government operations. Provide minimum 72 hours advance notice to Government of activities that will impact normal Government operations. Secure Government’s written approval of activities that will impact normal Government operations to avoid delays in overall construction and permit proper installation or work.

2. Driveways and Entrances: Keep driveways, parking and entrances serving premises clear and available to Government, Government employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.

a. Schedule deliveries to minimize use of driveways and entrances.

b. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.

1.5 WORK RESTRICTIONS

A. On-Site Work Hours: Work shall be generally performed during normal business working hours of 7:30 a.m. to 5:00 p.m., Monday through Friday, except when otherwise indicated.

1. Work Hours outside normal business hours may be allowed as coordinated with the Government.

B. Work on Saturdays, Sundays, Federal holidays or at night may not be performed without prior consent from the Government. Submit requests 48 hours in advance of the work to the Government for approval.

C. No signs or advertisements shall be displayed on the construction site or within the premises unless approved by the Government.

D. Existing Utilities

1. Existing Utilities: Notify Government and utility companies of proposed locations and times for excavation.

2. Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government.

3. If damage occurs to an unknown utility, repair utility. An equitable adjustment will be made in accordance with the Changes clause of the contract.

E. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Government or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated:

1. Notify Government not less than two business days in advance of proposed utility interruptions.

2. Do not proceed with utility interruptions without Government’s written permission.

F. Smoking is not permitted within any building or within 25 feet of entrances, operable windows, or outdoor air intakes.

1.6 SPECIFICATION FORMATS AND CONVENTIONS

A. Specification Format: The Specifications are organized into Divisions and Sections using the CSI/CSC's "Masterformat" numbering system.

1. Division 01 – General Requirements: Sections in Division 01 govern the execution of the Work of all Sections in the Specifications.

B. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations.

These conventions are as follows:

1. Abbreviated Language: Language used in the Specifications and other Contract Documents is abbreviated. Words and meanings shall be interpreted as appropriate.

Words implied, but not stated, shall be inferred as the sense requires. Singular words shall be interpreted as plural, and plural words shall be interpreted as singular where applicable as the context of the Contract Documents indicates.

2. Imperative mood and streamlined language are generally used in the Specifications.

Requirements expressed in the imperative mood are to be performed by Contractor.

Occasionally, the indicative or subjunctive mood may be used in the Section Text for clarity to describe responsibilities that must be fulfilled indirectly by Contractor or by others when so noted.

a. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.

C. Terminology: All references to “Owner” and “Contracting Officer” shall be replaced with the term “Government” (when referring to the person acting for the Government). All references to “Architect” or “Engineer” shall be replaced with the term “Government” (when referring to the person who is to be contacted regarding the project).

PART 4 - MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT

A. Pay Items: Pay Items shall include all labor, equipment, materials, disposal, transport, permits, and incidentals necessary to complete the work and provide a finished, functioning, and complete installation in accordance with the plans, specifications, and local, state, and national codes and regulations.

1. 011000-01 Site Work: Site Work shall be paid on a Lump Sum basis for all work associated with demolition of existing manufactured buildings, removal of footings and foundations, removal of decks, pavement removal, fencing removal or salvage, utility removal, salvage or abandonment, earthwork, tree removal, aggregate subbase and surface, concrete pavement and flatwork, parking bumpers, fencing, pavement marking, erosion control, site lighting, site utilities to include water, sanitary sewer, power and communications, and

testing and disinfecting water lines. Earthwork will be graded to drain as directed by the Government if Optional Item 011000-07 is not chosen and temporary utility connections to the existing office/shop will be required.

2. 011000-02 Landscaping: Landscaping shall be paid on a Lump Sum basis for all work associated with soil preparation, seeding, plantings, landscape edging, mulch, irrigation, and planting maintenance, care and warranty.

3. 011000-03 Crew Quarters Construction: Crew Quarters Construction shall be paid on a Lump Sum basis for all work associated with concrete work, framing, insulation, exterior and interior finishes, doors, windows, interior and exterior painting, cabinetry, and appliances for the construction of the Crew Quarters Building.

4. 011000-04 Crew Quarters Plumbing: Crew Quarters Plumbing shall be paid on a Lump Sum basis for all work associated with the installation of plumbing systems to include water heater, expansion tank, recirculating pump, piping, fire sprinklers, lavatories, sinks, showers, water closets, valves, backflow preventer, hose bibbs, drains, and cleanouts within the Crew Quarters Building.

5. 011000-05 Crew Quarters HVAC: Crew Quarters HVAC shall be paid on a Lump Sum basis for all work associated with the installation, testing and balancing of mechanical systems to include wall and ceiling heaters, fans, ducts, heat pumps, furnaces, fan coils, diffusers, dryer vents, hoods, and controls within the Crew Quarters Building.

6. 011000-06 Crew Quarters Electrical: Crew Quarters Electrical shall be paid on a Lump Sum basis for all work associated with the installation of electrical system to include wiring, electrical panels, luminaires, receptacles, switches, equipment connections, data and communication connections, and fire alarms within the Crew Quarters Building.

B. Optional Items: Optional Items shall be awarded at the discretion of the Government in any order or combination, including all or none. Optional Items shall include all labor, equipment, materials, disposal, transport, permits, and incidentals necessary to complete the work and provide a finished, functioning, and complete installation in accordance with the plans, specifications, and local, state, and national codes and regulations.

1. 011000-07 Multi-Purpose Building Exterior: Multi-Purpose Building Exterior shall be paid on a Lump Sum basis for all work associated with the erection of a building shell to include concrete work, steel frame and roof erection, insulation, exterior finishes, doors, windows, exterior painting, utility connections and utility stub outs for the construction of the Multi- Purpose Building. The Work shall also include demolition of the existing office/shop building, demolition of existing shop, relocation of the shed, removal of adjacent concrete pavement, removal and salvage of retaining wall, and earthwork and aggregate surfacing within 20 feet of the Multi-Purpose Building exterior. The Work shall also include construction of concrete flatwork, pavement marking, and parking blocks adjacent to the Multi-Purpose Building.

2. 011000-08 Multi-Purpose Building Interior: Multi-Purpose Building Interior shall be paid on a Lump Sum basis for all work associated with construction of interior walls, mezzanine construction, stair construction, plumbing fixtures, sinks, cabinetry, mechanical HVAC systems, interior painting, plumbing piping, valves, backflow preventer, drains, hose bibbs, water heater, electrical panel, communication panel, radio equipment, and interior doors within the Multi-Purpose Building.

3. 011000-09 Security System: Security System shall be paid on a Lump Sum basis for all work associated with installation of security cameras, wiring, monitoring equipment, revising fencing and gates to 7 foot fabric height, installation of concrete barrier at bottom of fence to prevent erosion and human caused gaps, upgrade exterior locks on Crew Quarters and Multi-Purpose Buildings to a HSPD-12 Physical Access Control System (PACS) for keyless entry with 2-part authentication using PIV cards. Government will furnish 6 security cameras, security servers, security monitor, and remote controls for the security camera system. Contractor shall supply additional compatible cameras.

4. 011000-10 Furnishings: Furnishings shall be paid on a Lump Sum basis for all work associated with bedroom furnishings to include bed frames, wardrobes, and nightstands, for the Crew Quarters Building and lockers for the Multi-Purpose Building.

5. 011000-11 Water Supply Line: Water Supply Line shall be paid on a lineal foot basis for all work associated with replacing approximately 1,300 lineal feet of 2-inch diameter, schedule 80 PVC water supply line from the city connection adjacent to City Park to the booster pump located in a vault adjacent to Bakeoven Road at the southeast end of the Maupin Work Site. Work shall include all trenching, bedding, backfilling, testing and disinfecting, tracer wire, pipe, pipe fittings, and valves necessary to supply city water to the site.

4.2 BASIS OF PAYMENT

A. Units: There will be no separate measurement for individual items of work done under this Contract. The work described in this section as Lump Sum will not be measured for payment.

PROJECT MANAGEMENT AND COORDINATION

PART 1 - GENERAL

1.1 SUMMARY

A. Section includes administrative provisions for coordinating construction operations on Project including, but not limited to, the following:

1. Definitions.

2. Informational submittals.

3. Coordination procedures.

4. Coordination drawings.

5. Project meetings.

6. Requests for Interpretation (RFIs).

7. Digital project management procedures.

8. Environmental coordination.

9. Permits.

1.2 DEFINITIONS

A. Request for Interpretation (RFI): Request from Contractor seeking interpretation or clarification of the Contract Documents.

1.3 INFORMATIONAL SUBMITTALS

A. Subcontract List: Prepare a written summary identifying individuals or firms proposed for each portion of the Work, including those who are to furnish products or equipment fabricated to a special design. Include the following information in tabular form:

1. Name, address, telephone number, and email address of entity performing subcontract or supplying products.

2. Number and title of related Specification Section(s) covered by subcontract.

1.4 COORDINATION PROCEDURES

A. Coordinate construction operations included in different Sections of the Specifications to ensure efficient and orderly installation of each part of the Work. Coordinate construction operations, included in different Sections that depend on each other for proper installation, connection, and operation.

B. Prepare memoranda for distribution to each party involved, outlining special procedures required for coordination. Include such items as required notices, reports, and list of attendees at meetings.

1. Prepare similar memoranda for Government and separate contractors if coordination of their Work is required.

C. Administrative Procedures: Coordinate scheduling and timing of required administrative procedures with other construction activities and activities of other contractors to avoid conflicts and to ensure orderly progress of the Work. Such administrative activities include, but are not limited to, the following:

1. Preparation of Contractor's Construction Schedule.

2. Preparation of the Schedule of Values.

3. Installation and removal of temporary facilities and controls.

4. Delivery and processing of submittals.

5. Progress meetings.

6. Preinstallation conferences.

7. Project closeout activities.

8. Startup and adjustment of systems.

1.5 COORDINATION DRAWINGS

A. Coordination Drawings: Prepare Coordination Drawings according to requirements in individual Sections and where installation is not completely indicated on the Shop drawings, where limited space availability necessitates coordination, or if coordination is required for installation of products and materials fabricated by separate entities.

1. Content: Project-specific information, drawn accurately to scale. Do not base Coordination Drawings on reproductions of the Contract Documents or standard printed data. Include the following information, as applicable:

a. Indicate functional and spatial relationships of components of architectural, structural, civil, mechanical, and electrical systems.

b. Indicate dimensions shown on the Contract Drawings and make specific note of dimensions that appear to be in conflict with submitted equipment and minimum clearance requirements. Provide alternate sketches to Government for resolution of such conflicts. Minor dimension changes and difficult installations will not be considered changes to the Contract.

c. Indicate space requirements for routine maintenance and for anticipated replacement of components during the life of the installation.

d. Show location and size of access doors required for access to concealed dampers, valves, and other controls.

B. Coordination Digital Data Files: Prepare coordination digital data files according to the following requirements:

1. File Preparation Format: Same digital data software program, version, and operating system as original Drawings.

2. File Submittal Format: Submit or post coordination drawing files using Portable Document Format (PDF) file format.

3. Government will furnish Contractor one set of digital data files of drawings and models, according to Section 1.8, prepared by Government, for use in preparing coordination digital data files.

1.6 PROJECT MEETINGS

A. General: Schedule and conduct meetings and conferences at Project site, unless otherwise indicated.

1. Attendees: Inform participants and others involved, and individuals whose presence is required, of date and time of each meeting. Notify Government of scheduled meeting dates and times.

2. Agenda: Prepare the meeting agenda. Distribute the agenda to all invited attendees.

3. Minutes: Record significant discussions and agreements. Distribute the meeting minutes to everyone concerned, including Government, within three days of the meeting.

B. Preconstruction Conference: Schedule a preconstruction conference before starting construction, at a time convenient to Government, but no later than 15 days after execution of the Agreement. Hold the conference at Project site or other convenient location. Conduct the meeting to review responsibilities and personnel assignments, review required work, project drawings, specifications, construction schedules, payroll, payments, and administrative provisions of the Contract. Be prepared to summarize and explain procedures planned for the project and present specified preconstruction submittals.

1. Attendees: Authorized representatives of Government, Contractor and its superintendent;

major subcontractors; suppliers; and other concerned parties shall attend the conference.

All participants at the conference shall be familiar with Project and authorized to conclude matters relating to the Work. The mechanical and electrical subcontractor’s attendance will be required.

2. Agenda: Discuss items of significance that could affect progress, including the following:

a. Tentative construction schedule.

b. Critical work sequencing and long-lead items.

c. Designation of key personnel and their duties.

d. Procedures for processing field decisions and Modifications.

e. Procedures for RFIs.

f. Procedures for testing and inspecting.

g. Procedures for processing Applications for Payment.

h. Distribution of the Contract Documents.

i. Submittal procedures.

j. Preparation of Record Documents.

k. Use of the premises.

l. Work restrictions.

m. Government occupancy requirements.

n. Responsibility for temporary facilities and controls.

o. Construction waste management and recycling.

p. Parking availability, office, work, and storage areas.

q. Equipment deliveries and priorities.

r. First aid.

s. Security.

t. Progress cleaning.

u. Working hours.

3. Minutes: Record and distribute meeting minutes.

C. Preinstallation Conferences: Conduct a preinstallation conference at Project site before each construction activity that requires coordination with other construction.

1. Attendees: Installer and representatives of manufacturers and fabricators involved in or affected by the installation and its coordination or integration with other materials and installations that have preceded or will follow, shall attend the meeting. Advise Government of scheduled meeting dates.

2. Agenda: Review progress of other construction activities and preparations for the particular activity under consideration, including requirements for the following:

a. Contract Documents.

b. Options.

c. Related RFIs and Related Modifications.

d. Purchases, Deliveries, Submittals.

e. Review of mockups.

f. Possible conflicts and/or Compatibility problems.

g. Time schedules and Weather limitations.

h. Manufacturer's written recommendations.

i. Warranty requirements.

j. Acceptability of substrates.

k. Space and access limitations.

l. Regulations of authorities having jurisdiction.

m. Testing and inspecting requirements.

n. Installation procedures.

o. Coordination with other work.

p. Required performance results.

q. Protection of adjacent work.

r. Protection of construction and personnel.

3. Record significant conference discussions, agreements, and disagreements, including required corrective measures and actions.

4. Reporting: Distribute minutes of the meeting to each party present and to parties who should have been present.

5. Do not proceed with installation if the conference cannot be successfully concluded.

Initiate whatever actions are necessary to resolve impediments to performance of the Work and reconvene the conference at earliest feasible date.

D. Progress Meetings: Conduct progress meetings at weekly intervals. Hold the meetings at the project site. Coordinate dates of meetings with preparation of payment requests. Additional progress meetings may be requested by either the Government or Contractor.

1. Attendees: In addition to representatives of Government, each contractor, subcontractor, supplier, and other entity concerned with current progress or involved in planning, coordination, or performance of future activities shall be represented. All participants shall be familiar with Project and authorized to conclude matters relating to the Work.

3. Agenda: Review and correct or approve minutes of previous progress meeting. Review items of significance that could affect progress. Include as appropriate:

a. Contractor's Construction Schedule: Review progress since the last meeting.

Determine whether each activity is on time, ahead or behind schedule. Determine how construction behind schedule will be expedited; secure commitments from parties involved to do so. Discuss whether schedule revisions are required to ensure that current and subsequent activities will be completed within the Contract Time.

1) Review schedule for next period.

b. Review present and future needs of each entity present, including the following:

1) Interface requirements.

2) Sequence of operations.

3) Status of submittals.

4) Deliveries.

5) Off-site fabrication.

6) Access.

7) Site utilization.

8) Temporary facilities and controls.

9) Work hours.

10) Hazards and risks.

11) Progress cleaning.

12) Quality and work standards.

13) Status of correction of deficient items.

14) Field observations.

15) RFIs.

16) Status of proposal requests.

17) Pending changes.

18) Status of Modifications.

19) Pending claims and disputes.

20) Documentation of information for payment requests.

c. Reporting: Record the meeting minutes. Distribute minutes of the meeting to each party present and to parties who should have been present.

d. Schedule Updating: Revise Contractor's Construction Schedule after each progress meeting where revisions to the schedule have been made or recognized. Issue revised schedule concurrently with the report of each meeting.

1.7 REQUESTS FOR INTERPRETATION (RFIs)

A. Procedure: Immediately on discovery of the need for interpretation of the Contract Documents, and if not possible to request interpretation at Project meeting, prepare and submit an RFI in the form specified.

1. RFIs shall originate with Contractor. RFIs submitted directly by entities other than Contractor will be returned with no response.

2. Coordinate and submit RFIs in a prompt manner so as to avoid delays in Contractor's work or work of subcontractors.

B. Content of the RFI: Include a detailed, legible description of item needing interpretation and the following:

1. Project name.

2. Date.

3. Name of Contractor.

4. Name of Contracting Officer.

5. RFI number, numbered sequentially.

6. Specification Section number and title and related paragraphs, as appropriate.

7. Drawing number and detail references, as appropriate.

8. Field dimensions and conditions, as appropriate.

9. Contractor's suggested solution(s). If Contractor's solution(s) impact the Contract Time or the Contract Sum, Contractor shall state impact in the RFI.

10. Contractor's signature.

11. Requested date for response.

12. Attachments: Include drawings, descriptions, measurements, photos, Product Data, Shop

Drawings, and other information necessary to fully describe items needing interpretation.

Include dimensions, thicknesses, structural grid references, and details of affected materials, assemblies, and attachments on attached sketches.

C. RFI Forms: Software-generated form with substantially the same content as indicated above, acceptable to Government.

1. Identify each page of attachments with the RFI number and sequential page number.

D. Government's Action: Government will review each RFI, determine action required, and return it.

Allow fifteen calendar days for Government’s response for each RFI. RFIs received after 1:00 p.m. will be considered as received the following working day.

1. The following RFIs will be returned without action:

a. Requests for approval of submittals.

b. Requests for approval of substitutions.

c. Requests for approval of Contractor’s means and methods.

d. Requests for coordination information already indicated in the Contract Documents.

e. Requests for adjustments in the Contract Time or the Contract Sum.

f. Requests for interpretation of Government’s actions on submittals.

g. Incomplete RFIs or RFIs with numerous errors.

2. Government’s action may include a request for additional information, in which case Government’s time for response will start again.

E. On receipt of Government’s action, update the RFI log and immediately distribute the RFI response to affected parties. Review response and notify Government within seven days if Contractor disagrees with response.

F. RFI Log: Prepare, maintain, and submit a tabular log of RFIs organized by the RFI number.

Submit log monthly. Include the following:

1. Project name.

2. Name and address of Contractor.

3. Name and address of Contracting Officer.

4. RFI number including RFIs that were dropped and not submitted.

5. RFI description.

6. Date the RFI was submitted.

7. Date Government’s response was received.

8. Identification of related bilateral or unilateral modifications, extensions, and changes in scope, as appropriate.

1.8 DIGITAL PROJECT MANAGEMENT PROCEDURES

A. Use of Government's Digital Data Files: Digital data files of Government's CAD drawings will be provided by Government for Contractor's use during construction.

1. Digital data files may be used by Contractor in preparing coordination drawings, Shop Drawings, and Project record Drawings.

2. Government makes no representations as to the accuracy or completeness of digital data files as they relate to Contract Drawings.

3. Digital Drawing Software Program: Drawings are available in AutoCAD Civil 3D 2018.

B. PDF Document Preparation: PDFs are required to be submitted shall be prepared as follows:

1. Assemble complete submittal package into a single indexed file incorporating submittal requirements of a single Specification Section and transmittal form with links enabling navigation to each item.

2. Name file with submittal number or other unique identifier, including revision identifier.

3. Certifications: Where digitally submitted certificates and certifications are required, provide a digital signature with digital certificate on where indicated.

1.9 ENVIRONMENTAL COORDINATION

A. Contractor’s Environmental Manager: Designate an on-site party responsible for overseeing the Contractor’s conformance to environmental goals for the project and implementing procedures for environmental protection.

1. Qualifications: Minimum 3 years Construction experience on projects of similar size and scope; with environmental procedures similar to those of this project; must be familiar with environmental regulations applicable to construction operations.

2. Responsibilities: Responsibilities shall include:

a. Ensure compliance with applicable Federal, State, and local environmental regulations, including maintaining required documentation.

b. Implement the Waste Management Plan (WMP).

c. Implement the Indoor Air Quality (IAQ) Management Plan.

d. Present an overview of environmental issues and summarize site specific procedures relating to management plans at the Preconstruction conference.

e. Provide training for Contractor personnel in accordance with their position requirements.

f. Monitor and document environmental procedures.

B. Perform project quality control in accordance with specified requirements including:

1. Quality Requirements.

2. Regulatory Requirements.

3. Indoor Air Quality (IAQ) Management.

4. Noise & Acoustics Management.

5. Temporary Storm Water Pollution Management.

6. Construction Waste Management.

7. Compliance with environmental regulations: As specified in Regulatory Requirements.

Submit Contractor 40 CFR employee training records upon request of Government.

C. Provide documentation for environmental procedures as specified herein.

1.10 PERMITS

A. General:

1. Permits and Responsibilities: The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State and municipal laws, codes, and regulations applicable to the performance of the work. The Contractor shall also be responsible for all damages to persons or property that occur as a result of the Contractor’s fault or negligence. The

Contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the work.

2. For the purpose of this contract the Contractor will not be considered an agent of the Government. Therefore the Contractor will comply with the appropriate Federal, State and local laws.

B. Coordination with Agencies with Jurisdiction for Utility Connections: Contact the Agency(ies) with Jurisdiction as needed and sufficiently in advance to avoid delaying the work: Coordinate meetings, reporting requirements, inspections, or any other requirements.

CONSTRUCTION PROGRESS DOCUMENTATION

PART 1 - GENERAL

1.1 SUMMARY

A. Section includes administrative and procedural requirements for documenting the progress of construction during performance of the Work, including the following:

1. Contractor's Construction Schedule.

2. Submittals Schedule.

3. Daily construction reports.

4. Field condition reports.

1.2 DEFINITIONS

A. Activity: A discrete part of a project that can be identified for planning, scheduling, monitoring, and controlling the construction project. Activities included in a construction schedule consume time and resources.

1. Critical activities are activities on the critical path. They must start and finish on the planned early start and finish times.

2. Predecessor Activity: An activity that precedes another activity in the network.

3. Successor Activity: An activity that follows another activity in the network.

B. CPM: Critical path method, which is a method of planning and scheduling a construction project where activities are arranged based on activity relationships. Network calculations determine when activities can be performed and the critical path of Project.

C. Critical Path: The longest connected chain of interdependent activities through the network schedule that establishes the minimum overall Project duration and contains no float.

D. Float: The measure of leeway in starting and completing an activity.

E. Major Area: A story of construction, a separate building, or a similar significant construction element.

1.3 SUBMITTALS

A. Submittals Schedule: Submit electronic (pdf) copy of schedule. Arrange the following information in a tabular format:

1. Scheduled date for first submittal.

2. Specification Section number and title.

3. Submittal category (action or informational).

4. Name of subcontractor.

5. Description of the Work covered.

6. Scheduled date for Government’s final release or approval.

B. Contractor's Construction Schedule: Submit electronic (pdf) copy of initial schedule, large enough to show entire schedule for entire construction period.

C. CPM Reports: Concurrent with CPM schedule, submit electronic (pdf) copy of each of the following computer-generated reports. Format for each activity in reports shall contain activity number, activity description, cost and resource loading, original duration, remaining duration, early start date, early finish date, late start date, late finish date, and total float in calendar days.

1. Activity Report: List of all activities sorted by activity number and then early start date, or actual start date if known.

2. Logic Report: List of preceding and succeeding activities for all activities, sorted in ascending order by activity number and then early start date, or actual start date if known.

3. Total Float Report: List of all activities sorted in ascending order of total float.

D. Daily Construction Reports: Submit electronic (pdf) copy at weekly intervals.

E. Field Condition Reports: Submit electronic (pdf) copy at time of discovery of differing conditions.

1.4 COORDINATION

A. Coordinate Contractor's Construction Schedule with the list of subcontracts, Submittals Schedule, progress reports, payment requests, and other required schedules and reports.

1. Secure time commitments for performing critical elements of the Work from parties involved.

2. Coordinate each construction activity in the network with other activities and schedule them in proper sequence.

1.5 SUBMITTALS SCHEDULE

A. Preparation: Submit a schedule of submittals, arranged in chronological order by dates required by construction schedule. Include time required for review, resubmittal, ordering, manufacturing, fabrication, and delivery when establishing dates.

1. Coordinate Submittals Schedule with list of subcontracts and Contractor's Construction Schedule.

2. Submit concurrently with the first complete submittal of Contractor's Construction Schedule.

1.6 CONTRACTOR'S CONSTRUCTION SCHEDULE, GENERAL

A. Time Frame: Extend schedule from date established for the Notice to Proceed to date of Final Completion.

1. Contract completion date shall not be changed by submission of a schedule unless specifically authorized by Modification.

B. Activities: Treat each story or separate area as a separate numbered activity for each principal element of the Work. Comply with the following:

1. Procurement Activities: Include procurement process activities for the following long lead items and major items, requiring a cycle of more than 60 days, as separate activities in schedule.

2. Submittal Review Time: Include review and resubmittal times.

3. Startup and Testing Time: Include required startup and testing times.

4. Substantial Completion: Indicate completion in advance of date established for Substantial

Completion, and allow time for Government’s administrative procedures necessary for certification of Substantial Completion.

C. Constraints: Include constraints and work restrictions indicated in the Contract Documents and as follows in schedule, and show how the sequence of the Work is affected.

D. Milestones: Include milestones indicated in the Contract Documents in schedule, including, but not limited to, the Notice to Proceed, Substantial Completion, and Final Completion.

E. Contract Modifications: For each proposed contract modification and concurrent with its submission, prepare a time-impact analysis to demonstrate the effect of the proposed change on the overall project schedule.

F. Contractor's Construction Schedule Updating: At a minimum of monthly intervals, and at any major occurrence impacting schedule, update schedule to reflect actual construction progress and activities. Issue schedule one week before each regularly scheduled progress meeting.

G. Distribution: Distribute copies of approved schedule to Government, separate contractors, testing and inspecting agencies, and other parties identified by Contractor with a need-to-know schedule responsibility.

1.7 CONTRACTOR'S CONSTRUCTION SCHEDULE (CPM SCHEDULE)

A. General: Prepare network diagrams using AON (activity-on-node) format.

B. Preliminary Network Diagram: Submit diagram within 14 days of date established for the Notice of Award. Outline significant construction activities for the first 60 days of construction. Include skeleton diagram for the remainder of the Work.

C. CPM Schedule: Prepare Contractor's Construction Schedule using a computerized time-scaled CPM network analysis diagram for the Work.

1. Develop network diagram in sufficient time to submit CPM schedule so it can be accepted for use no later than 30 days after date established for the Notice to Proceed.

a. Failure to include any work item required for performance of this Contract shall not excuse Contractor from completing all work within applicable completion dates, regardless of Government’s approval of the schedule.

2. Establish procedures for monitoring and updating CPM schedule and for reporting progress. Coordinate procedures with progress meeting and payment request dates.

3. Use "one workday" as the unit of time. Include list of nonworking days and holidays incorporated into the schedule.

D. CPM Schedule Preparation: Prepare a list of all activities required to complete the Work. Using the preliminary network diagram, prepare a skeleton network to identify probable critical paths.

1. Activities: Indicate the estimated time duration, sequence requirements, and relationship of each activity in relation to other activities. Include estimated time frames for the following activities:

a. Preparation and processing of submittals.

b. Mobilization and demobilization.

c. Purchase and delivery of materials.

d. Fabrication.

e. Utility interruptions.

f. Installation.

g. Inspections and approvals.

h. Testing and any required commissioning.

2. Critical Path Activities: Identify critical path activities, including those for interim completion dates. Scheduled start and completion dates shall be consistent with Contract milestone dates.

4. Processing: Process data to produce output data on a computer-drawn, time-scaled network. Revise data, reorganize activity sequences, and reproduce as often as necessary to produce the CPM schedule within the limitations of the Contract Time.

6. Format: Mark the critical path. Locate the critical path near center of network; locate paths with most float near the edges.

a. Subnetworks on separate sheets are permissible for activities clearly off the critical path.

E. Initial Issue of Schedule: Prepare initial network diagram from a list of straight "early start-total float" sort. Identify critical activities. Prepare tabulated reports showing the following:

1. Contractor or subcontractor and the Work or activity.

2. Description and Principal events of activity.

3. Immediate preceding and succeeding activities.

4. Early and late start and finish dates.

5. Total float or slack time.

F. Schedule Updating: Concurrent with making revisions to schedule, prepare tabulated reports showing the following:

1. Identification of activities that have changed.

2. Changes in early and late start and finish dates.

3. Changes in activity durations in workdays.

4. Changes in the critical path.

5. Changes in total float or slack time.

6. Changes in the Contract Time.

1.8 REPORTS

A. Daily Construction Reports: Prepare a daily construction report recording the following information concerning events at Project site:

1. List of subcontractors at Project site.

2. Equipment at Project site.

3. Material deliveries.

4. High and low temperatures and general weather conditions.

5. Accidents.

6. Stoppages, delays, shortages, and losses.

7. Meter readings and similar recordings.

8. Orders and requests of authorities having jurisdiction.

10. Equipment or system tests and startups.

11. Photographs

B. Field Condition Reports: Immediately on discovery of a difference between field conditions and the Contract Documents, prepare and submit a detailed report. Submit with a request for interpretation. Include a detailed description of the differing conditions, together with recommendations for changing the Contract Documents.
