Maupin Worksite Request for Proposal # 140L4321R0009 Questions and Answers #1
1. On contract drawing A401, detail 9 shows the bunk house having Precast Concrete Sills; on Drawing A803 shows the Multi-Purpose Building having manufacturing stone, do the buildings have different windowsills but same stone veneer?
A: In reviewing the contract drawing is regards to this question yes, the crew quarters have a different windowsill. In A401, detail 9 does show a Pre-cast concrete sill and it is attached to angle iron support with studs. The stone veneer is then attached to the underside of angle iron and 5/8 gypsum board over laid with water resistance membrane. In the Multi-Purpose Building, Drawing A803 Detail 1 the manufacture stone sill is part of the manufacture stone veneer but has metal drip flashing and attached to the ½” OSB Exterior Sheathing and (2) Layers of Weather Resistance Barrier. In review of the Project Specification, it is best to also review Section 047200, Cast Stone Masonry.
2. There is not a spec for the overhead doors, motors or size, can the BLM provide?
A: Minimum requirements for the overhead doors are addressed in the specifications under Section 081113, Hollow Metal Doors and Frames, Section 087100, Door Hardware, and on plan sheets A900 and E500. See also Section 081113 Part 1.5 ACTION SUBMITTALS and Section 087100 Part 1.3 Submittals. In the requirements of the call outs in the specs and drawings the contractor is to work with supplier and/or manufacture of the overhead section doors to provide adequate mechanical lifting device to handle the overhead section doors specs.
3. How are the trailers disposed of?
A: Items not identified for salvage become the contractor’s responsibility. Section 024116 Structure Demolition Part 1.2. See also Plan sheet C100 note 3.
4. Who pulls the permits for the site improvements? What permits are needed?
A: Contractor obtains permits from the appropriate authority. See Section 13100 Part
1.1. See also Sheet C002, Note 8.
5. On the attachment F5 Acquisition Schedule it says project completion as 11/30/2021 and the
RFP say completion is 04/14/2022. Is there a “complete by” date?
A: Please follow the RFP completion date of 04/14/2022.
6. The project’s Period of Performance (PoP) is stated differently throughout the solicitation:
SF1442 Box 11 states the PoP is 225 days after NTP.
SF1442 Continuation sheet states the PoP is 9/13/21 to 4/14/22, or 213 days Section F.1.9 states the PoP is 9/8/21 to 4/30/22, or 234 days Please confirm the project’s contractual Period of Performance.
A: As stated in the previous answer, please follow the PoP end date of 04/14/2022.
7. The Bid Schedule does not include CLINs for the Multi-purpose Building. Where should the price for this building and the associated site/civil features be included on the Bid Schedule?
A: This is a clerical error as there should have been an additional table for the optional items pricing. An amendment will be issued shortly to add said table and optional items clause.
8. Please clarify the incoming power system design. As per the email below from the Wasco County PUD Engineering Manager, a major upgrade to the electrical utilities will be required. He indicated that he has talked to no one regarding this renovation. Therefore, we can't get any information from them until this system has been designed. Who pays for the PUD charges?
Without having a design, we do not know what kind of metering gear will be required and yet the Note 3 on drawing E100 requires us to replace the existing meter base(s). Are the new meter bases to be mounted on a wood or metal structure? What are the specifications for these structures? If we can't get any clarification, we can only bid on what the drawing is showing and we know from our discussion with the PUD that this will not work.
A: We cannot answer this query at this time. Please structure your pricing based on how the specifications in the solicitation are currently written. If, during the performance of the contract, the need arises to alter the specifications, a modification will be processed at that time with the contract awardee.
9. We respectfully request a 1-week extension to the solicitation’s close. Current market demands and the upcoming federal holiday are impacting several key subs’ ability to obtain pricing in the time that remains.
A: Request is approved for a one (1) week extension and shall be incorporated on Amendment #0001.
