1.0 Background

The Naval Undersea Warfare Center (NUWC), Division Newport, Rhode Island is seeking vendor proposals in order to procure one power transformer for SEAWOLF-class submarine applications.

1.1 Places of Performance. Design, Fabrication, and Factory Acceptance Testing (FAT) will be performed at the contractor’s facility or at a mutually acceptable facility. The government reserves the right to witness and/or obtain FAT test results. Shock qualification testing will be performed in conjunction with the government, either in Newport, RI or NSWC, Philadelphia, PA, or at a mutually acceptable private testing facility.

1.2 Authorized Users. N/A.

1.3 Sponsors. This effort will be funded by PMS-401 and PMS-394 (Advanced

Submarine Systems)

1.4 Types of Funding. Direct Cite PMS394, Direct Cite PMS401.

2.0 Scope

The Naval Undersea Warfare Center, Division Newport, Rhode Island is seeking vendor proposals in order to procure one (1) three phase 45 KVA power transformers to accommodate unforeseen growth in electrical power demand for SEAWOLF-class submarine applications.

The transformers will be continuous duty devices with the electrical characteristics listed below and will be required to meet Grade A shock requirements per MIL-S-901D as well as the requirements of SEAWOLF-Class Transformer Specification PSSSN21C-941.

As part of their proposal process, qualified vendors will demonstrate the ability to design and fabricate power transformers for U.S. Navy shipboard applications. Additionally, responding vendors will be furnished with support documentation containing Controlled Unclassified Information (CUI), formerly referred to as For Official Use Only (FOUO). Qualified contractors will have the capability to handle CUI documents in accordance with DoDI 5200.48.

Interested vendors will be furnished with the applicable ship specifications, relevant drawings and test data. Vendors will be required to develop their own Factory Acceptance Tests in accordance with section 4 and test procedures which will be subject to review of, and approval by the government. The transformer will be required to undergo (and survive) Grade A medium weight shock qualification testing at Naval Undersea Warfare Center, Division Newport, Rhode Island. The vendor will provide logistical and technical support for this test.

In the event of a shock test failure, the government will assure the vendor is provided with the relevant test data. The vendor will perform an analysis and redesign of the unit to correct the failures and redesign will need to be completed within 3 months after initial EQT results. The government will schedule a follow-up shock test to prove the design.
