Interlock Circuit Estimated Cost: Required Delivery Date: 9/30/2022

In conclusion, the requested supplies represent the minimum requirements of the government.

Describe in detail why only this source can furnish the requirements to the exclusion of other sources. (what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)

The 90KVA Solid State Frequency Converters work in conjunction with the existing FCX system and a comparable will not work because it will not be compatible with this specific equipment.

These are specifically programmed for the existing systems and are the only frequency converters that will communicate with the existing system properly.

☒ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

The existing system includes proprietary converters that are designed to function as a unit to integrate with the existing power source and aircraft. No other manufacturer’s frequency converters are able to integrate into the current system. Use of an alternate would require refitting the system with new converters, at a cost of approximately $60K each. Replacing the frequency converters offers the best value to the Government, as this would ensure the lowest cost, safest, and timeliest support of the Command’s existing assets and needs. Re-fitting the system would introduce unacceptable risk in terms of time and cost to the Command’s mission.

☒ A patent, copyright or proprietary data limits competition.

The FCX Systems frequency converter is designed to the FCX Systems 400HZ ground power unit’s unique, proprietary specifications. This equipment cannot be purchased or maintained through any other source.

☒ These are "direct replacement" parts/components for existing equipment.

The instant requirement is for the frequency converters to be replaced. These direct replacements must be interchangeable with other existing cables in order to be “swapped” in different bays as needed. Only FCX power cables can function with the existing power converters and ensure continuous operations of the facilities and aircraft.
