I. Contracting Activity.

AFTC/PZIOA (OL-EGLIN)

Contracting Officer: Kristina B. Brannon

II. Nature and/or description of the action being processed.

Brand Name purchase of FLIR Camera System that meets unique technical specifications and is compatible with existing computer, software and training infrastructure.

III. Description of supplies/services required to meet agency needs.

FLIR A8580 LWIR SLS (Qty 1 Each) and FLIR A8581 MWIR (Qty 1 Each)

The LWIR (SLS) Imager must meet the following technical requirements:

a. The camera detector type must be Strained-Layer Superlattice (SLS)

b. The camera must have a spectral range from 7.5 µm - 11.5µm or greater

c. The camera detector pitch must be 12 µm

d. The camera resolution must be 1280 x 1024

e. The camera must have a frame rate > 45 Hz at full window

f. The camera must have an adjustable integration time

g. The camera must have a Gigabit Ethernet (GigE) output and be GigE Vision 2.0 compliant.

h. The camera must have a dynamic range = 14 bits

i. The camera must have a f-number of f/2.5

j. The camera must have the FLIR FPO-M (4-tab bayonet, motorized)

k. The camera must include two (2) motorized lens assemblies (FLIR FPO-M (4-tab bayonet, motorized)) with a f-number of f/2.5 and an equivalent focal length (EFL) of

i. 25 mm

ii. 50 mm

l. The camera without the lens must weigh no more than 3.4 kilograms(8.5lbs)

m. The camera without the lens should not exceed the dimensions [L x W x H] 8.9 x 4.6 x 5.3 inches.

n. The camera must be compatible with manual focus lenses

o. The camera system must include a power supply

p. The camera system must be calibrated prior to delivery

q. The camera system must include an operation manual

r. The camera system must be delivered a Pelican style case

The MWIR Imager must meet the following technical requirements:

a. The camera detector type must be Indium Antimonide (InSb)

b. The camera must have a spectral range to 3.0 – 5.0 µm

c. The camera detector pitch must be 12 µm

d. The camera resolution must be 1280 x 1024

e. The camera must have a frame rate > 45 Hz at full window

f. The camera must have an adjustable integration time

g. The camera must have a Gigabit Ethernet (GigE) output and be GigE Vision 2.0 compliant.

h. The camera must have a dynamic range = 14 bits

i. The camera must have a f-number of f/2.5

j. The camera must have the FLIR FPO-M (4-tab bayonet, motorized)

k. The camera must include two (2) motorized lens assemblies (FLIR FPO-M (4-tab bayonet, motorized)) with a f-number of f/2.5 and an equivalent focal length (EFL) of

i. 25 mm

IV. Statutory authority permitting other than full and open competition.

AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)

41 United States Code (USC) 1901, as implemented by FAR 13.106-1(b)(1) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization)

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The FLIR A-Series imagers are the only camera systems that will integrate into the 782d's existing screening capability and allow for measurement of personnel. Other manufacturer's systems would require additional or specialized modifications to existing computer infrastructure resulting in schedule delays and integration cost that could not reasonably be expected to be recovered through competition among manufacturers. Due to compatibility with existing computer, peripherals, software and training infrastructure, the FLIR A-Series camera system is the only system that fulfills mission requirements.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Teledyne FLIR, the manufacturer, has identified two (2) authorized resellers of their equipment.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Prices will be considered fair and reasonable using one of the price analysis methods referenced in FAR Part 13.106-3(a).

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research (MR) was accomplished in GSA Advantage and with vendors who are authorized resellers of products offered by FLIR Commercial Systems, Inc.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

The FLIR Imagers have specific software and are ideally compatible with the equipment, software, and peripherals currently used to support missions for the 782nd.

X. List of any sources that expressed, in writing, an interest in the acquisition.

None have expressed interest at this point in time, but the below companies have previously quoted on FLIR buys:

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

If additional equipment is needed in the future, the requirement’s office will assess the market to determine if any new equipment with the needed capabilities have become available. If any new equipment with the required capabilities are available, competition will be conducted.

XII. Certification by the Contracting Officer.

As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief.

XIII. Certification by the technical/requirements personnel.
