STATEMENT OF WORK (SOW) dated January 2021

Statement of Work Base Course Road Material

1. The contractor shall deliver to Eglin AFB (main) Duke Field Range.

*NOTE: Government Points of Contact will be provided upon notification of contract award.

2. The contractor shall call Government Point(s) of Contact to schedule delivery during the hours of (0630 to 1630) not later than one business day in advance of anticipated delivery. At which time, the Government will provide the exact location (specific area on Eglin main or range road) for that particular delivery. Reference paragraph eight (8) below for details on the total area for delivery.

3. At no time will the contractor be asked or expected to spread, grade, mix or level this material on site; this is for delivery only.

4. The contractor shall provide the required samples of select material in accordance with the SIV specification and or a DOT specification provided for each type of soil/rock mix required on this contract. The government may have a soil test performed by a local soil testing laboratory as needed to ensure quality and consistency of the material outlined in the material spec sheet.

The Government may request a sample prior to award of the resulting contract. The Government also reserves the right to request additional samples to ensure conformance with the attached material specification sheets at any time during the life of the contract

5. Wet lime rock road base material shall not be accepted by the government at any time and shall be returned at the contractor’s expense. All delivered materials listed shall be dry, of consistent mixture and ready to place on the road being repaired.

6. It is the Government’s intent to have a delivery of materials each business day to the specified range road and or stock pile as directed, weather permitting. The contractor shall deliver a minimum of 600 tons or 22 plus loads of material per each business day of delivery (weather permitting) per the required tonnage on the contract. Required time to complete the contract will be defined when the contract is placed. All required materials shall be delivered not later than the agreed upon date at the time that the contract is placed.

7. The materials needed for this requirement are directly tied to other

Government efforts and Government contracts; therefore, a contractor’s ability to timely provide the requirements are of utmost importance.

Please be reminded that FAR 52.212-4—Commercial Terms and Conditions apply to the requirement.

8. The required delivery locations are Range roads on the Eglin Range, Duke Field.

a. Range road 253 14 miles west of HWY 85 2.3 miles to repair.

All delivered material will be dumped on the road.

b. Range road 213 west of HWY 85 consisting of 4 miles of road to resurface heading west from HWY 85. All delivered material will be dumped on the road.

c. These two projects require the same 1 ½” lime rock road base course material (Eglin mix) as specified in the attached base material SIV spec sheet. The same material shall be provided, to ensure proper binding, compaction, road thickness and durability.

9. The contractor shall be required to get all required passes to gain access to Eglin AFB (main) Duke Field (main) for deliveries on base.
