STATEMENT OF WORK

for the

INSPECTION, TESTING, & MAINTENANCE

of

ALARM AND NOTIFICATION SYSTEMS

at

LASSEN VOLCANIC NATIONAL PARK, CALIFORNIA

PART 1 - GENERAL

1.1 Introduction

The National Park Service (NPS) at Lassen Volcanic National Park (LAVO), located in Shasta and Tehama Counties, California, has a requirement for the annual inspection, testing, and maintenance of fire and intrusion alarm systems in various park buildings.

1.2 Scope of Work

In accordance with this scope of work and the requirements specified herein, and with codes and regulations referenced in Section 1.6 of this scope, the Contractor shall provide all labor, supervision, equipment, tools, travel, parts, and materials necessary for the inspection and testing of fire and intrusion alarm systems at LAVO. The fire alarm and notification systems used at LAVO include, but are not limited to, Silent Knight 5208 and FCI-Gamewell 7075 panels using Honeywell SWIFT wireless technology. Work includes the identification of system deficiencies and the development of cost estimates for repairs and the possible completion of repairs under a separate contract or a contract modification.

Work shall be performed in accordance with applicable sections of the National Fire Protection Association (NFPA) codes and standards.

1.3 Qualifications – Fire Alarms

The Contractor shall be a company specializing in inspection, testing, maintenance, and repair of fire detection and notification systems, and their components and appurtenances, in accordance with NFPA 72. All work shall be performed by qualified personnel, and in accordance with the requirements of the particular alarm manufacturer. Personnel performing the work shall be certified at the Level II Inspection and Testing of Fire Alarm Systems by the National Institute Certified Engineer Technology (NICET), or equivalent (such as BSIS Alarm Company Operator Qualified Manager or BSIS Alarm Agent).

1.4 Qualifications – Intrusion Alarms

Service personnel shall be qualified in the inspection, testing, and maintenance of premises security systems, including the mechanical components incorporated into the systems.

1.5 Experience

Contractor shall have continuously performed inspection, testing, maintenance, and repair of fire/intrusion detection and notification systems and their components and appurtenances in the State of California for the past five years.

1.6 Definitions

CO: Contracting Officer

COR: Contracting Officer’s Representative

Emergency Impairment: A condition where a fire detection and notification system or portion thereof is out of order due to an unexpected occurrence.

Impairment: A shutdown of a system or portion thereof.

Inspection, Testing, and Maintenance Service: A service program provided by a qualified contractor or qualified owner’s representative in which all components unique to the property’s systems are inspected and tested at the required times and necessary maintenance is provided. This program includes logging and retention of relevant records.

Inspection: A visual examination of a system of portion thereof to verify that it appears to be in operating condition and is free of physical damage.

Testing: A procedure used to determine the status of a system as intended by conducting periodic physical checks of fire detection and notification system components at intervals specified in the appropriate chapter(s) of NFPA 72 and 101.

Maintenance: Work performed to keep equipment operable.

Preplanned Impairment: (a) A condition where a fire detection and notification system, or portion thereof, is out of service due to work that has been planned in advance.

PART 2 – INSPECTION AND TESTING: DETECTION AND NOTIFICATION SYSTEMS

2.1 General

At a minimum, the Contractor shall perform all required annual inspection and testing, as defined in and by NFPA 70, 72, 101 and this scope of work.

2.2 Inspection Schedule

After contract award, the Contractor shall coordinate a schedule for the work with the COR.

2.3 Fire Detection and Notification Systems

The data listed in the following table may not include all components. The Contractor is responsible for verifying the data. See Section III D. Site Visit, in the Clauses and Provisions.

2.4 Intrusion Alarm Systems

At a minimum, the Contractor shall perform all required annual inspection and testing, as defined in and by NFPA 731. See Appendix 1.

2.5 Protection of Persons and Property

The Contractor shall take all necessary precautions for the protection of persons and property, including the Park’s employees, park partners, concessionaires, park visitors, and the general public. Any damages to Park property resulting from the Contractor’s performance of the contract shall be repaired to the Park’s satisfaction at the Contractor’s expense. All repairs must be approved by the COR prior to being initiated.

PART 3 - DELIVERABLES

3.1 Written Reports

The Contractor shall prepare written reports of the inspection and testing results using NPS Form FA-1A, available from the CO upon request. One original form with original signatures and one legible copy of the completed reports shall be presented to the COR after work is completed. The Contractor shall also provide a legible electronic copy of all reports to the CO upon request.

PART 4 – DEFICIENCIES, REPAIRS, & IMPAIRMENTS

4.1 Identify Deficiencies

The Contractor shall identify the deficiencies in each system. Each deficiency shall include the applicable code and/or standard citation(s) that warrant the repair, and shall be identified as “minor”, “essential” or “critical” (posting an imminent hazard or threat to employees, visitors, or the resource). Repairs deemed to be “critical” shall immediately be brought to the attention of the CO/COR.

4.2 Develop Cost Estimates

The Contractor shall develop itemized cost estimates to remedy the deficiencies and complete the repairs.

4.3 Repairs

No repairs shall be performed without the verbal or written approval of the Contracting Officer. A separate purchase order for repairs will be issued. Repairs shall be performed by certified and/or licensed Contractor personnel.

4.4 Parts and Materials

Parts and materials furnished by the Contractor shall be new, unused, and un-refurbished, unless otherwise required or permitted by the CO. Replacement parts shall be of the same type and characteristics by the same manufacturer as the parts being replaced or shall be fully compatible and functional within that detection and notification system, equipment, or component. Parts and equipment removed from service shall be legally disposed of or delivered to the COR. In no event shall parts or equipment removed from service be abandoned at the work site.

4.5 Impairments/Emergency Impairments/Preplanned Impairments

The Contractor shall perform all impairment procedures in accordance with NFPA 72 to ensure that increased risks are minimized, and the duration of the impairment is limited.

PART 5 – ACCEPTANCE & INVOICING

5.1 Acceptance of Work

Completion of all work performed under the contract shall be subject to final acceptance by the COR. The Contractor shall promptly correct all work rejected by the COR as faulty, defective, or failing to conform to the contract, whether observed before or after substantial completion of the work, and whether or not inspected, tested, or completed.

The Contractor shall bear all costs of correcting such rejected work.

5.2 Invoices

Invoices for ITM shall include:

Part 6 – CONTACTS

6.1 Contacts

The NPS CO shall designate a COR who shall have serve as the primary liaison between the Contractor and CO and will provide technical guidance to the Contractor. The COR will monitor the contract and the performance of the Contractor and any subcontractors. COR contact information will be provided to the Contractor at the time the contract is awarded.

The Contractor shall provide telephone numbers whereby the Contractor may be contacted during regular working hours, as defined herein.

PART 7 – PERIOD OF PERFORMANCE & SCHEDULE

7.1 The anticipated period of performance of the base year of this service contract is August 21, 2024 to September 30, 2024.

7.2 General

All inspection and testing services shall be scheduled to be performed during regular working hours, as described herein. Regular working hours are from 8:00 a.m. to 5:00 p.m., Monday through Friday, excluding federally observed holidays.

7.3 Weekends and Federally Observed Holidays

Only emergency repairs shall be authorized during weekends and holidays. All weekend and holiday work must be approved by the COR prior to being initiated.
