1.0 Description of Requirement
The National Park Service (NPS), Channel Islands National Park (CHIS), has a requirement for the removal and replacement of all the carpet in the Headquarters/Administration Building (2 floors) complex located at 1901 Spinnaker Drive Ventura, CA 93001 within the Channel Islands National Park in Ventura County.
The Headquarters (HQ) / Administration Building consists of twenty-six offices (some with modular partitions) and hallways. The carpeted surface of the base requirement is approximately 4,810 square feet. Four (4) optional requirements comprising an additional approximate 1,128 square feet have been included as option line items.

Material Specifications - Base Requirement, Line Item 1:
The replacement carpet material for the base requirement should be an 18” x 36” modular tile carpet that meets or exceeds the following: Bentley Mills, High Score Fast Track, Super Evolution 401380, 18” x 36”, in brick layout. Backing choice - AFIRMA II.

Material Specifications - Line Item 2, Option 1 (Stairs):
The material for Line Item 2, Option 1 (Stairs), should be rubber stringers and risers that meet or exceed the following: Tarkett, Rubber Stringers & Risers, color - Medium Gray 28 CG.

Material Specifications - Line Items 3 - 5 (Options 2, 3, 4):
The material for the optional line items 3-5 should be vinyl tile that meets or exceeds the following: Bentley Mills, Vinyl Tile, Memory, Collection: Modern Revival, Style # BMMRY, Bungalow 801983, 9” x 48”, in Random Ashler layout. 2.0 Qualifications
The contractor shall have no less than five years of experience in the trade of preparing and installing carpet.
3.0 Scope
The goal of this project is to remove and replace all the carpet within the HQ/Administration Building on two floors of offices and common areas. All stairs will have carpet replaced with vinyl. The work for this project consists of removing all existing furniture, removing existing baseboards, removing the existing carpet, preparing the floor surface for proper application, installing new carpet, reinstalling existing baseboards, reinstalling all associated furniture, hauling and disposing of all removed carpet and waste materials.
4.0 Objectives
A) The contractor shall remove or move all office furniture. Office furniture includes chairs, desks, file cabinets, tables, cubical dividers, and additional office supplies.
B) The contractor will remove all existing baseboards.
C) The contractor will remove all old carpet.
D) The contractor will prepare the floor surface which consists of both wood and concrete.
E) The contractor will install new carpet squares per manufactures instructions.
F) The contractor will reinstall all removed/replaced baseboards.
G) The contractor will reinstall all removed furnishing and furniture.
H) Provide 90 square feet or 20 surplus carpet tiles.
I) The contractor will remove, haul off, and dispose of all created project debris.
J) (Option 1) Remove carpet on stairs and mid-landing with approved rubber stringers and risers. (162 square feet total, 20 4’ stairs and 30.5 square foot landing) K) (Option 2) Remove existing vinyl tile in first floor hallway, storeroom, and electrical room and replace with approved vinyl flooring. (310.5 square feet) L) (Option 3) Remove ceramic tile and replace with approved vinyl flooring in upstairs kitchen. (299 square feet) M) (Option 4) Remove existing vinyl flooring in Boating/Dive Offices and replace with approved vinyl flooring. (355.5 square feet)
5.0 Tasks
1. Preliminary site visit with National Park Service (NPS) Contracting Officer’s Representative
(COR) to review Statement of Work, ensure site access, review project details and logistic methods.
2. The contractor shall provide all labor, materials, tools, supplies, equipment, and supervision necessary to perform the removal and replacement of all carpet.
3. The contractor shall remove all furniture and old carpet, prepare the surface, install new carpet, reinstall baseboards, haul away, and dispose of all project debris.
4. The contractor shall submit manufacturer’s literature and carpet samples to the COR for approval prior to commencing purchasing and mobilization. Other materials incorporated into the work shall also be approved by the COR prior to use.
5. The contractor shall provide all equipment incidental to and necessary for the performance of the removal and replacement of the housing unit carpet in this Statement of Work.
6. The contractor shall provide and ensure that all its personnel at the job site properly wear all applicable safety devices and apparel, including but not limited to fall protection, hard hats, and life preservers as required by OSHA.
7. The contractor (including it’s on the job site employees and subcontractors) shall comply with all applicable federal, state, local, and Authority regulatory, code, and procedural requirements.
8. The contractor shall provide the COR with Safety Data Sheets (SDS) for all materials used and/or stored on the job site by the contractor.
9. The contractor shall submit a proposed work schedule to limit operational disturbances, weekend and evening work can be approved by the Contracting Officer or designated representative.
10. Contractor shall provide secure, temporary storage for office furniture during carpet installation. Storage containers can be stored on-site. The NPS will designate the site for the furniture storage containers.
6.0 Deliverables
1. A written summary of the work performed shall be delivered to the Park within 4 weeks of project completion. Written summary to include:
a. Product literature
b. Maintenance recommendations
c. Applicable warranty information
7.0 Government-Furnished Property
No government furnished property will be assigned.
8.0 Security
No special security requirements apply to this contract.
9.0 Place of Performance
The Tasks outlined in Section 5.0 shall be completed at Channel Islands National Park Headquarters building, located at 1901 Spinnaker Drive Ventura, CA 93001.
10.0 Site Visit
Quoters are urged and expected to inspect the site where the work will be performed.

All attendees of any site visit are required to adhere to social distancing guidelines as recommended by Centers for Disease Control and Prevention (CDC) at cdc.gov and conform to all current local government health orders and Park regulations, including facial coverings.

11.0 Period of Performance
Work can be performed Monday through Friday from 7:00 am to 5:30 pm. Work outside these hours, such as evenings, weekends, or Federal Holidays, can be approved by Contracting Officer.
The anticipated period of performance is September 1, 2021 to December 1, 2021.
