1.0 Overview
The National Park Service (NPS), Point Reyes National Seashore (PRNS), located in Marin County, California, has a service requirement for the management of landfill fees for solid waste disposal to the nearest landfill site at Redwood landfill, located at 8950 Redwood Hwy, Novato, CA 94945. The waste, up to 225 tons annually, with an optional amount of up to 50 tons, will be delivered by the NPS the to the landfill site, using a Government owned vehicle.
The contractor shall provide all personnel, and other items and services necessary to perform management of the landfill fees for solid waste disposal incurred by the Park at the landfill site.
During the months of April through October, deliveries will occur twice a week. During the months November through March, deliveries will occur once a week. On average, the Park delivers between 1 to 6 tons of waste to the landfill site each week or between 12 to 24 tons each month, depending upon the season.
A base year purchase order for 2023, plus four option years 2024, 2025, 2026, and 2027, are contemplated.
2.0 Background
Point Reyes National Seashore collects trash from Park visitors, residents, and employees, and has a requirement for disposing of this trash, estimated to be up to 275 tons annually, to the closest California State Certified landfill, determined to be Redwood Landfill, located at 8950 Redwood Hwy, Novato, CA 94945.

3.0 Scope
NPS employees will deliver the trash to the landfill site up to twice per week, up to 225 tons annually. There is an optional requirement for an additional 50 tons.
Contractor shall provide all aspects of management of landfill fees for solid waste disposal incurred by the Park at the landfill site.
Contractor shall ensure fees for the waste disposal are paid to the landfill in a timely manner.
Contractor shall make timely requests for payment from the NPS for services rendered using the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
4.0 Objectives
Management of landfill fees for solid waste disposal of up to 275 tons annually
Compliance with California state laws.
5.0 Tasks
NPS employees will deliver the trash to the landfill site up to twice per week.
During the months November to March, deliveries of between one (1) ton to up to six (6) tons will occur about once per week, or about four (4) times per month.
During the months April to October, deliveries of between one (1) ton to up to six (6) tons will occur about twice per week, or about eight (8) times per month.
Depending upon the season, the average weight of trash deliveries to the landfill is between 12 to 24 tons per month, or between 225 tons up to 275 tons annually.
Contractor shall track the deliveries by weight (measured in tons) and provide the appropriate payment of fees to the landfill for the waste disposed.
Contractor shall ensure fees for the waste disposal are paid to the landfill in a timely manner and well documented.
Contractor shall request corresponding remittance based on the weight of the trash delivered and the contractor’s quoted price schedule, from the NPS using the U.S.
Department of the Treasury's Invoice Processing Platform System (IPP).
Contractor shall provide regular electronic billing statements showing dates and amount (weight in tons) of all waste deliveries by the NPS to the landfill site.

Upon request by the NPS, contractor shall provide documentation of payment of fees to landfill site.
The optional requirement of an additional 50 tons of solid waste disposal may be exercised at the discretion of the Government during the option period indicated on the final purchase order.
6.0 Delivery
Contractor shall provide NPS delivery ticket receipts documenting the weight of each delivery. These receipts may be consolidated and provided monthly.
7.0 Government-Furnished Property
No Government-Furnished Property will be provided to the contractor however, the trash will be delivered to the landfill site by NPS employees in Government owned equipment.
8.0 Place of Performance
Performance shall occur at the Contractor’s facility.
9.0 Period of Performance
Base Year: Date of Award (Estimated to be April 20, 2023) - December 31, 2023 o Option Period B (50 additional tons): July 1, 2023 - December 31, 2023

10.0 Contract Administration
Payment:
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP) at https://www.ipp.gov/. The Contractor shall submit all invoices through www.ipp.gov within 30 days of work completion. Failure of the contractor to upload an attached copy of the invoice and any requested documentation through IPP.gov will result in invoice being rejected.
