SCOPE OF WORK

Administrative History Update Point Reyes National Seashore

MARIN COUNTY, CALIFORNIA

U.S. DEPARTMENT OF INTERIOR—NATIONAL PARK SERVICE

Background and Need

The National Park Service (NPS) requires the performance of research for and writing of an update to the administrative history of Point Reyes National Seashore (PORE). The Park’s current admin history, Managing a Land in Motion: An Administrative History of Point Reyes National Seashore (Sadin 2007), addresses the history of PORE through the early 2000s. The goal of the administrative history update is to document and examine the challenges that park managers have faced and the changes that they have implemented over the last twenty years. The update is meant to provide park staff with information regarding why and how past management decisions were made. The update will pay particular attention to the relationship between NPS staff and the communities that surround the park.

To accomplish this, the project will include a significant oral history component whereby at least twenty present and former NPS employees, community leaders, and other key stakeholders will be interviewed.

Project Objectives The objectives of this project are:

1. Perform documentary research and collect all necessary records relevant to writing an administrative history update for Point Reyes National Seashore.

2. Conduct a minimum of twenty (20) oral history interviews with current or former park staff, community members, and key stakeholders who are deemed important to the writing of the administrative history update. The Park will provide a list of potential interviewees who were identified during preliminary scoping for this project. Interviews shall range in length from one to two hours and aim to capture the institutional knowledge, expertise, and relevant life experiences of the interviewees.

3. Develop a historical narrative that synthesizes and incorporates material from the documentary research and oral history interviews and discusses in detail the major activities, events, issues, and key management decisions that have affected Point Reyes National Seashore during the last twenty years. Examples include but are not limited to:

Oyster farming in Drakes Estero and Potential Wilderness

Ranch management and the development of the GMP Amendment

The reintroduction and management of free‐ranging tule elk

The growth and professionalization of the Park’s resource management programs (cultural, natural, and range) following the Mount Vision Fire

Woodward Fire

Continued development of relationship with Federated Indians of Graton Rancheria following renewal of federal recognition status.

The focus on and completion of sizable restoration projects such as the Giacomini Wetlands and dune habitats.

Trends in park visitation and changes in response to the NPS Centennial, the growth of social media, and the Covid‐19 pandemic

Impact of NPS‐wide and departmental initiatives and policies

Produce a final report/administrative history update of approximately 100‐200 pages and 4‐5 chapters that provides Park managers with accessible and analytic summaries of the major issues affecting the Park, while also placing these issues within their broader historical context. The reports writing shall be clear and concise and based on thorough research and reliable analysis.

Project Milestones and Associated Deliverables:

1. Within 6 months of contract award, the contractor shall provide a detailed outline of the Administrative History Update for NPS review and approval. The detailed outline will contain or consider the topics listed above and others identified in the process of research, and will be the basis of the Table of Contents. The outline shall be delivered electronically as both an electronic WORD and PDF document for review. NPS will provide comments within 30 days of receiving the outline.

2. Within 9 months of contract award, the contractor shall provide two draft chapters for NPS review and approval. The draft chapters shall be delivered electronically as both an electronic WORD and PDF document for review. NPS will provide comments within 30 days of receiving the draft chapters.

3. Within 18 months of contract award, the contractor shall submit a complete first draft of the Administrative History Update for NPS review and approval. The draft document shall be delivered electronically as both an electronic WORD and PDF document for review. NPS will provide comments within 30 days of receiving the draft document.

4. Within 22 months of contract award, the contractor shall submit a draft final version of the Administrative History Update for NPS Review and approval. The draft document shall be delivered electronically as both an electronic WORD and PDF document for review. NPS will provide comments within 30 days of receiving the draft final document.

5. Within 24 months of contract award, the contractor will provide digital recordings and transcriptions of all oral history interviews for NPS inspection and approval. The twenty (20) oral history interviews will be conducted according to professional standards with current and/ or former NPS employees and other individuals pertinent to the Park’s history. Interviews will be conducted in person or virtually, digitally recorded, and with transcriptions produced.

Transcriptions will be delivered as PDFs that include title pages, signed release forms, brief (1‐2 paragraph) biographies of the interviewees, and full transcriptions of the audio recordings. All interviewees will be given an opportunity to review and edit their interview transcripts over a one‐month period.

6. Within 24 months of contract award, the contractor shall submit a final version of the Administrative History Update. The final document shall be delivered in both electronic and printed formats. Electronic files shall include both WORD and PDF versions of the final Administrative History Update. The PDF version shall be an accessible PDF document compliant with Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. § 794 (d)) for internal and external communications. A total of 24 printed hard copies of the report shall be delivered to Point Reyes National Seashore at 1 Bear Valley Road, Point Reyes Station, CA 94956.

Park Support and Coordination:

Park Staff will provide limited, direct assistance to support the research phase of this project including providing access to documentary sources held in the Point Reyes National Seashore Museum and Archives Facility and other NPS holdings, and in facilitating contact with Park Staff and others related to the oral history interviews. NPS staff will also provide timely review and feedback of draft documents consistent with the specified project schedule/milestones.

Report Standards and Formats Draft and final reports shall conform to the standards directed in the “Chicago Manual of Style” handbook, latest edition. The format is optional, but the report shall be sized to the 8 ½ by 11‐inch standard sheet. The report shall contain but not be limited to the following:

1. Front and back covers

2. Title page

3. Table of contents

4. The body of the report including chapters of historical narrative focused on the major activities, events, issues, and key management decisions that have affected Point Reyes National Seashore since the time period covered in the Park’s initial administrative history.

5. Figures: Photographs, maps, panoramas, and drawings necessary to graphically explain the text.

These materials shall be clearly reproduced in the final copies of the report. All figures shall be annotated, credited, and dated. All photographs shall be screened for reproduction clarity.

Additional Project Standards and Requirements:

1. Disposition of data—At the conclusion of research and within 60 days of written acceptance of the final camera‐ready report, all notes, records, maps, drawings, photographs, negatives, digital images, tapes, digital recordings, transcripts, and other data acquired during the course of this study will be professionally organized for archival purposes and submitted to the Contracting Officers Representative, to be deposited in the archives of Point Reyes National Seashore.

2. Quarterly progress reports during the performance of the research and writing phases of this contract are required. The initial due date will be 90 days after contract award. All quarterly reports will be submitted to the Contracting Officer Representative assigned to this project.

3. Printing of the final document—The contractor will design appropriate cover art/ graphics including the NPS Arrowhead for the camera‐ready final document. Printing on the document’s spine will include title, author, National Park Service, and year of publication.

4. All oral history interviews conducted will be digitally recorded and transcriptions prepared. All interview candidates must sign an interview rights release form (format to be supplied by NPS).

All digital recordings, transcripts, and interview rights release forms will be transmitted to NPS with the final document.

Professional requirements:

Award of contract for this study will be made to: 1) individuals representing themselves; or 2) firms, organizations and institutions represented by individuals when the following criteria are met. The Principal Investigator in this study must meet the qualifications of historian as specified under Department of the Interior’s regulations 36 CFR Part 66. The contractor must have demonstrated experience in the successful preparation of administrative or corporate histories.
