N00173-22-R-LN10 - PERSONNEL QUALIFICATIONS
1. Descriptive Details:
a. Project Manager and Assistant Project Manager Assigned by contractor.
b. Researcher iii
Researcher iii must have appropriate clearance to work on-site at NRL, a Masters degree in physics or similar area, 3 years experience, and the following skills and competencies: clean room experience, willingness to be trained in NRL cleanroom facilities, familiarity with concepts of optical spectroscopy, laser spectroscopy, time-resolved pulsed techniques, photon counting, electron spin measurements, cryogenics, use of fiber optics, and Labview programming.
c. Researcher i.1
Researcher i.1 must have appropriate clearance to work on-site at NRL, a PhD in Physics or similar area, 3 years experience, and the following skills and competencies: optical spectroscopy of semiconductor nanostructures with micron spatial resolution, high resolution laser spectroscopy, time-resolved pulsed techniques, time-correlated photon counting, electron spin measurements, cryogenics, use of fiber optics, and Labview programming.
d. Researcher i.2
Researcher i.2 must have appropriate clearance to work on-site at NRL, a PhD in relevant area (i.e.
chemistry, chemical engineering, electrical engineering, material science, physics etc) and at least 2 years of experience and the following special skills, 1) solution synthesis and/or deposition of nanoscale semiconductors, 2) characterization of semiconductor compositions and morphology using techniques including electron microscopy, optical absorption and emission and x-ray diffraction and
3) integration of nanomaterials into optoelectronic devices such as infrared detectors.
e. Senior Researcher
Education: Must have appropriate clearance to work on-site at NRL. Ph.D. in physics, electrical engineering, chemistry, or related field with a minimum of 10 years of experience.
Experience:
1. Skilled in the experimental and analytical methods required to determine the optical constants of novel thin film materials, including infrared spectral ellipsometry and infrared transmission spectroscopy; and/or
2. Theoretical, mathematical, and numerical programming skills for the simulation of optical and electronic transport in novel optoelectronic devices, including multi-junction heterostructures utilizing bulk, superlattice, and low-dimensional quantum-confined structures; and/or
3. Theoretical, mathematical, and numerical programming skills for the simulation of optical transport in complex layered medium consisting of semiconductors, dielectrics, and metals, and accounting for bulk absorption and internal reflections from specular and diffuse optical interfaces;
and/or
4. Theoretical, mathematical, and numerical programming skills to simulate the optical constants for ternary and quaternary III-V alloys and other material systems of arbitrary composition; and/or
5. Special experience as determined by the principal investigator(s).
