Statement of Objectives 341st Missile Wing Display System Modernization

Dated: 14 August 2020

I. Overview The contractor shall replace the video wall in diagram 1 with a projector video system and integrate it with the current digital video switching system.

II. Objectives

Remove current video wall, repair any surface damage, install a projector system, and connect it with the existing video control system. Provide removed equipment to end user for proper accountability and disposal. Audio system will not be removed. The procured display system shall be compatible with the existing operating system components. The screens are mounted on a horizontal bracket system.

a. Layout. The contractor’s solution shall utilize at least the area occupied by the current display system in Diagram 2. The display system is composed of 28 screens that measure 41.25” long by 23.5” high. The overall size of the current system is 288.75” long by 94” high. Solutions may be larger than this size but cannot exceed a maximum size of 32’ long by 10’ high. Display must cover a minimum of 24’ long by 8’ high. The layout must be composed of a projection system and be able to be removed and replaced one element at a time without displacing other elements.

b. Projector Requirements. Image quality must be high definition or better (i.e. 1080p or greater). Display system must be able to be user maintainable/plug and play to the greatest extent possible. Displays need to be designed to operate 24 hours a day and 7 days a week without experiencing expedient degradation to the system. The entire system should be designed to be modularly replaceable but not requiring replacement for as much time as possible. Longevity of the system should be a high priority for the proposed solution. Projectors shall be either ceiling mounted or soffit mounted at the back of the WOC. There is currently a soffit at the rear of the WOC just behind position 19 in Diagram 3.

Projectors need to be able to project onto the current display wall, which is angled at

9.58 degrees inward (where the bottom of the wall is farther away than the top of the wall), without distorting the image. Proposed projector solutions should be able to do keystone correction to account for the angle in the wall and/or offset of projector’s mounted position. Projectors need to be able to have a brightness sufficient for low ambient light and be adjustable to increase their brightness. Projector solutions should be designed to operate without replacement for as long as possible. Solutions must incorporate planning factors to minimize cost and time in the event of needing replacement.

c. Projector Screens. Projector screens must be able to be hung from an angled wall.

Proposed screens shall be free of warping on the sides.

d. Existing System. The existing control system utilizes three touch screen displays for user control of the configuration on the video wall. Integration with the existing control system must maintain capability of accepting a minimum of 16 video inputs simultaneously. Input types should include but not be limited to VGA, SVGA, HDMI, DVI-D, and IP. Each possible input needs to be dynamically available as an output to the display system. Each source display view must be scalable and easy to position on the large displays. User needs to have the ability to select and position multiple sources on the main display wall. The control system is currently within 10’ from the display wall but should be capable of being relocated to within approx. 50’ from the display wall depending on design and/or room reconfiguration.

e. Audio. The display control unit needs to be able to select which video input feeds audio to the existing audio system. The audio volume levels must comfortably fill a room of approximately 15,000 cubic feet and be controllable from the three touch screen displays.

f. Other Considerations. An Uninterrupted Power Supply system must be included to provide power for the control system to allow graceful shutdown or transfer to generator. No less than 10 minutes. All equipment chosen shall minimize heat, sound generation to the maximum extent possible. Proposal shall demonstrate to the government how heat, sound generation will be minimized.

III. Deliverables:

a. The contractor shall include as part of their proposal the amount of power the system will pull.

b. The contractor shall submit detailed drawings as part of their proposal to include size of respective images that can be displayed in various settings. The contractor’s display solution shall allow the user to display eight (8) or more images or videos simultaneously. The user shall have the ability to combine image space to increase image size on an as needed basis. The contractor shall include as a part of their proposal drawings demonstrating different layout modes to show the user various options they will have with the interface. The contractor’s drawings shall include the dimensions of each display at various modes.

c. Contractor shall provide a detailed schedule showing the critical path from award to installation of fully operational system. This includes an estimation of delivery and installation time following award of the contract as well as a plan for COVID contingencies in the event of base HPCON changes.

d. Provide operational user training to Air Force by system integrator. Include all owner’s manuals/specifications/warranty documents along with complete, as built, drawings to Air Force. PDF is preferable.

V. Installation:

a. All installation will be performed in accordance with the approved design.

b. Any technical integration must be coordinated with government representatives. All technical solutions must meet Air Force and DoD network, telecommunications, and security standards.

c. The contractor shall integrate and conceal all cabling used for the display system solution.

d. The contractor shall verify all site measurements prior to implementation.

e. The contractor shall be performing work in a controlled area. The contractor and personnel will be escorted at all times.

f. All 19 controller positions shown in Diagram 3 will continue to feed control units at position 9, 15, and 19 which have the capability of displaying any controller’s image or video at will.

e. A digital cable distribution box is provided by the government and the controller system shall continue to be capable of displaying the feed from the existing distribution box.

f. The contractor shall remove all debris from packaging and properly dispose of them in their waste containers daily. The contractor shall repair any damage caused by installers to the facility should damages occur.

V. Shipping

a. The contractor shall factor into their quote the cost of shipping the equipment or materials and installing the system in 77th St. N., Bldg. 500 Room 127, Malmstrom AFB, Montana 59405.

b. The facility does not have a dock that can be used to unload equipment or materials.

The installing agency must be able to gain access to the installation by passing a basic back-ground check.

VI. Warranty of Components & Maintenance:

a. Contractor shall provide a detailed synopsis of the warranty this includes but is not limited to the components, structure and cabling.

b. System needs to have a minimum of a 2 year warranty included in the quote and must also provide an option quote for an extended service contract to cover items like adjustments, software updates, and troubleshooting, to ensure sustainment of the system.

c. The contractor shall provide a process for maintenance once the system is operational.
