Source Selection Information – See FAR 2.101 and 3.104
TECHNICAL WORKSHEET (Attachment 4)
SOLICITATION #: HTC711-21-Q-R002
STEVEDORING AND RELATED TERMINAL SERVICES (S&RTS)
For Ports Dunkirk, France
When completing this technical worksheet based on the posted requirements, the Offeror/Quoter shall assume the Government has no prior knowledge of the Offeror/Quoter experience past or present the Offeror/Quoter may have or performed.
The evaluator(s) will base their evaluation SOLELY on the information presented for EACH question based on the Offeror/Quoter answer given in this Technical Worksheet questioner.
**Submission Rules**
· The Offeror/Quoter proposal shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet each item in the worksheet in accordance with the PWS. Statements that the Offeror understands, can or will comply with the PWS; statements paraphrasing the PWS or parts thereof, flowcharts simply listing activities related to performance of the PWS; and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., without a description/explanation of how services will be performed shall be considered unacceptable.
· The entire submission of this Technical Worksheet shall not exceed 20 single sided pages in length. Page size shall be no larger than 8.5x11 inches.
· This Technical Worksheet shall not exceed 20 pages (a single-side is equal to 1-page). Section 6 of this Technical Worksheet will not be counted against the 20 pages however still remains a requirement for submission. .
· If more than 20 pages are received, only the first 20 pages will be evaluated and all other pages will be removed and therefore not evaluated.
· Documentary evidence (photos) and Material Handling Equipment (MHE) lists will not count against the page limits.
· Failure to provide a response, or completing this document in its entirety and failure to attach all requested documentation may result in the Offeror proposal being ineligible for award.
**Technical Evaluation Questions**
1. Fully describe the core focus/purpose of your company, along with the location(s) of all facilities (if applicable). In addition, provide a detailed description of your company’s experience in providing labor, equipment, tools, documents, materials and miscellaneous supplies and services necessary for stevedoring services? Please note that experience refers to complexity as well as longevity.
2. Is your company registered in System for Award Management (SAM)? If registered, please provide your CAGE/NCAGE Code. Be advised that in order to have a contract with the Government, a company must be registered in SAM. If your company is not registered, please indicate if you would be willing to complete the SAM registration process. The SAM registration process is free at the following link:
https://www.sam.gov/.
3. Do you have or have you had foreign commercial contracts that comply with local laws, regulations, and labor union agreements governing work hours; and labor regulations including collective bargaining agreements, workers’ compensation, working conditions, fringe benefits, and labor standards or labor contract matters? If so, provide specific conditions required to have a contract with USTRANSCOM.
4. Can your company comply with certifications as per local laws and/or any other international agency regulations, to perform Stevedoring and Related Terminal Services in France?
5. Does your company foresee any problems with meeting French Immigration/Labor Laws? If yes, please explain.
6. Can your company comply with commercial contracts that contain provisions for extending the term of the contract (e.g., yearly options, option to extend services at the end of contract)?
7. Have there been any significant changes at any of the commercial ports discussed herein within the past few years? If so, do these changes affect the ability for your company to provide any of the services described?
8. Explain the abilities of your company to perform wheeled, tracked, trailer, and containerized U.S. Military Cargo operations, i.e. cargo reception, staging, vessel loading, lashing and securing. Please include in your response, where and when your personnel received their proficiency/familiarity training and the number/percentage of your employees who possess these abilities.
9. Do you have capabilities to secure reception, staging, loading/discharge operations at the ports of embarkation and discharge throughout France? Explain
10. Do you have experience in lashing/unlashing of U.S. Military Cargo and specific tie down procedures related to U.S. Military Equipment? Explain.
11. Provide a description of equipment, capabilities, and experience you have in towing/lifting tracked U.S. Military Cargo (i.e. M1A1, M109, and M88, equipment up to 70 Tons)?
12. Does your company have the ability to provide direct rail access for loading/unloading of cargo? What are your capabilities for cargo disposition via rail? Are railheads in close or general proximity of staging areas, quays or piers?
13. Do you possess or have the capability to procure rail ramps that can support the loading of heavy tracked U.S. Military Cargo (i.e. M1A1, M109, and M88) with a Safe Working Load (SWL) of up to 70 Tons?
14. Do you have capability to provide loading/unloading of all U.S. Military Cargo transported via commercial truck?
15. Do terminal(s) provide for adequate space to load/discharge U.S. Military Aviation Assets i.e. helicopters and ground support equipment? If so, do capabilities exist to provide for an area clean and free of Foreign Object Debris (FOD) to launch helicopters?
16. Will the pier(s) adequately support the draft for Large, Medium-Speed Roll-on/Roll-off (LMSR) Vessels?
17. Do you have the ability to handle and properly store hazardous materials (HAZMAT), as necessary?
18. Do you possess or can you acquire the appropriate lashing material (to include metal chock blocks for loading of M1A1s to rail conveyance) for onward movement from the port of discharge?
19. Do you have experience in procuring agricultural cleaning services for export equipment, and if so, please detail that experience?
20. How much staging space is available at each site for use by U.S. Military Cargo?
21. Do you possess the capability and if so, explain your experience with coordinating NATO Customs Clearance and all associated documentation?
22. Do you possess the ability to procure and supply mobile office spaces (i.e. 20 ft. office container or like item) and office supplies to include internet, printers, tables, chairs?
23. Can you provide English-speaking shift-supervisors to coordinate daily operations with U.S. Military Personnel?
24. Will U.S. Military fuel trucks be allowed to stage and refuel vehicles for convoys? (Within local safety and eco guidelines) - Units have spill kits and need to ground fuel trucks with grounding rods.
25. Can you provide/procure labor to accommodate 24-hour operations?
26. What security services are in place or can be put in place to provide 24-hour surveillance and security of the area being utilized for U.S. Military Cargo operations?
27. Can your company be fully operational by 01 February 2021 to perform an S&RTS at Dunkirk, France?
