About this file
This document is a Brand Name Justification for a Keysight 1.85mm Electronic Calibration Module, associated with solicitation number NB672010-25-01851. The National Institute of Standards and Technology (NIST) Communications Technology Laboratory's Radio Frequency Technology Division requires this specific module to be fully compatible with their existing Keysight large signal vector network analyzer, covering a DC – 67 GHz frequency range. The justification emphasizes that only the Keysight modules can meet the required specifications and maintain compatibility with current equipment, preventing potential research delays, equipment damage, and acquisition complications that could arise from using alternative manufacturers' products.
The procurement is for a single Electronic Calibration Module with a firm-fixed pricing structure, classified under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees. The solicitation is conducted under FAR 12.6 and 13.106, issued on an unrestricted basis, and requires new equipment with no used, refurbished, prototype, or remanufactured items being considered. The document is signed by the Contracting Officer and provides a detailed rationale for the brand-specific procurement to ensure continued critical failure analysis and hardware security in ongoing scientific experiments.

BRAND NAME JUSTIFICATION
Requirement. NB672010-25-01851 – 1.85mm Electronic Calibration Module
This is a brand name requirement for a Keysight 1.85mm Electronic Calibration Module.
The NIST Communications Technology Laboratory (CTL), Radio Frequency Technology Division (RFTD) Guided Wave Metrology Group (672.01) currently owns and uses Brand Name Keysight large signal vector network analyzer models on-site and is utilizing them in current experiments supporting measurement of communications and microelectronic components and circuits under high power conditions. The Guided Wave Metrology Group requires an electro- 1.85mm Electronic Calibration Module fully compatible and controllable by the existing Keysight vector network analyzer. The Brand Name Keysight modules are the only items capable of meeting the required specifications, performing the necessary measurements in the applicable range, and maintaining compatibility with the existing items currently in use to ensure critical failure analysis and hardware security.
The purpose and objective of this procurement is to purchase a Brand Name Keysight Electronic Calibration module covering the DC – 67 GHz frequency range compatible with existing Keysight large signal vector network analyzer and algorithms. Use of equipment from another manufacturer would involve possible acquisition delays due to modification or adaptation requirements, and risk costly or even irreparable damage to the Government's equipment as well as the accompanying research delay.
