MINIMUM SPECIFICATIONS FOR AH-64 WRAP-AROUND MAINTENANCE STAND

1. INTRODUCTION

1.1 Objectives

1.1.1 CCAD requires the acquisition two each of mobile access & maintenance stairs/platforms for the ground support structural repairs of the AH-64E Apache Aircraft.

1.1.2 The contractor shall provide on-site user training and

technical documentation.

2. TECHNICAL- GENERAL SPECIFICATIONS

2.1. General

2.1.1. The required equipment shall be OSHA compliant high strength structural grade 6061 aluminum and self-draining, anti-slip and anti-bounce 5052 aluminum Safety Treads omnidirectional, self-correcting, and corrosion resistant coating.

2.1.2. Modified or specially designed equipment is accepted if, reliability, maintainability, spare parts commonality is demonstrated, and delivery timeline are achievable.

2.1.3. The equipment shall be equipped with all the elements and accessories that are standard configuration on a commercial product even if those are not specifically listed in this statement of work (SOW).

3. TECHNICAL-GENERAL REQUIREMENTS

3.1 Design

3.1.1 The stairs/platforms shall be designed to be maneuverable with precision and shall have a "flexibility" of movement in order to guarantee a precise and safe approach of the aircraft.

3.1.2. The equipment shall provide reliable service without loss of functionality regardless of location and environmental conditions of use. It shall remain stable at the maximum loads and height and in all environmental conditions with temperature variations ranging from 68°F to 104°F.

3.1.3. The design of the stairs/platform shall ensure stability and rigidity specially when positioned near the aircraft to allow movement of staff in the best secure conditions.

3.1.4. The platform height must be reached without the use of external elements such as plates, wedges etc…

3.1.5. Stairs/platforms with adjustable height shall be equipped at a minimum with a manual (hand) hydraulic pump and mechanical lock. The level shall be adjustable at any height (±10mm) between the values indicated in §4 for the relevant stairs/platforms.

3.1.6. The stairs/platform structure shall never interfere with any aircraft elements; they shall be “self-standing” without any connection on the aircraft.

3.1.7. All the stairs/platform elements (work platform, guardrails, structure, etc…) that are likely to be in contact with the aircraft shall be fitted with outer aircraft protection padding along its sides intended to come adjacent to an aircraft. The padding material shall:

3.1.7.1. Be of non-marking semi-soft material.

3.1.7.2. Ensure a minimum of 40mm crushing capability.

3.1.7.3. Be designed to minimize any force locally exerted onto the aircraft.

3.1.8. Mobility

3.1.8.1. Manual moving: dedicated handles for moving the

equipment shall be foreseen at a minimum for heavy stairs/platforms requiring more than one (1) person.

3.1.8.2. At a minimum four (4) wheels with swivel wheels or

rotating axle.

3.1.8.3. The lowest point of the structure of maintenance

stairs/platforms shall not be less than 150mm above horizontal ground. In addition the ground clearance shall allow without interference the traversing of two

(2) surfaces intersecting

3.1.8.4. A manual parking brake or equivalent (lockable) system to fix the stairs in operation as well as in storage e.g. by gravity spring force or wheels self-locking mechanism. Self-locking bolted and/or welded construction. The parking brake shall hold the maintenance or service stair/platform on a slope of at least 7% (As per EN 12312-8).

3.1.9. Yellow Painted Handrails and Guardrails

3.1.9.1. Work platform - The platform shall be equipped with

guardrails as per equipment specific purpose and regulations in place.

3.1.9.2. Work platform guardrails:

a. Either fixed or retractable.

b. If retractable, they shall be retracted individually (by side).

c. Different systems are accepted: retractable, moveable, foldable embedded door etc… It shall be compliant with security regulations and standards.

d. Be lockable in both positions, retracted or deployed. e. Once “retracted” the platform shall be kept clear (not obstructed). f. If the platform is larger than the stairs, guardrails shall connect the stairs and the platform side guardrails.

3.1.9.3. Stair flight & platform - Unless otherwise specified, the stairs shall be equipped with a guardrail on both sides (as per regulations in place). Gaps between the stairs and the platform guardrail shall be kept at the minimum as per regulations.

3.1.10. Steps & Platforms

3.1.10.1. Shall have a surface finish, which is designed and

manufactured to reduce the risk of slipping.

3.1.10.2. Shall be designed such that any liquids spilled on

them are drained away by gravity.

3.1.10.3. Shall be designed such a way that neither dirt, snow, ice etc… nor may other substances accumulate.

Therefore, permeable floorings, such as gratings or cold formed planks are recommended. If not possible, and permeable floorings are nor used, facilities for removing the accumulated substances shall be provided.

3.1.10.4. In all intended working positions step and platform, inclination shall not exceed ±3deg. (5%) when positioned on a horizontal plane.

3.1.11. Structural.

3.1.11.1. Steps. As per ISO 14122-3 and/or EN 12312.

3.1.11.2. “Moving” parts (e.g. pins, doors, hatches etc…) shall be operated manually, without any specific tool, and equipped with locking systems.

3.1.12. Main Assemblies and sub-assemblies as well as ramps, steps, floors, baseboards, shall be assembled with “standard” mechanical means to allow disassembling for transport and/or replacement of damaged parts.

3.2. Safety requirements

3.2.1. Operators working under the stairs and/or on the stairs lower parts shall be protected from falling elements (tools, spares) due to works on the upper part. Openings in the flooring (platform) shall be < 35mm.

3.2.2. The first step and the platform (stripe of minimum 100mm width and SW) shall be painted in a visible color (e.g. yellow).

3.2.3. No element shall interfere with the circulation on the stairs platform.

3.2.5. Moving parts (pins, cranks etc…) shall be operated manually and equipped with locking systems.

3.2.6. To avoid Foreign Object Damage (FOD), all loose parts, such as pins and valve caps, shall be permanently and securely attached.

3.2.7. Reflective markings shall be installed at the front, rear and on both sides to ensure visibility in night operations.

4. TECHNICAL - SPECIFIC REQUIREMENTS

4.1. The required equipment shall be OSHA compliant high strength structural grade 6061 aluminum and self-draining, anti-slip and anti-bounce 5052 aluminum Safety Treads omnidirectional and self-correcting.

4.1.1 Load capacity per stand: 750 lbs.

4.1.2. Left and Right Fuselage: 48”W x 288”L x 48”H with Translating Staircases with fall protection around avionics bay.

4.1.3. U-Shape Nose Stand: 36”W x 48”L x 48” with Translating Staircase.

4.1.4. Vertical Travel: 15-18 inches

4.1.5. Kingpinless Polyurethane over Iron core casters, with 360° swivel, swivel locks, and full brakes.

4.1.6. Removable power-coated railing with 4” kickplate.

4.1.7. Pneumatic lines: ¾” Pipe, 200 PSI capacity, for operating compress air tools.

4.1.8. Electrical Circuit: Four 110V/15A GFCI electrical outlets for operating electrical tools.

4.1.9. Lights: 750 Lumen LED Floodlight Mounted on Rail.

4.1.10. Walk surfaces are constructed from anti-skid aluminum.

4.1.11. Individual lockable extension sliders with bumper to allow for a custom fit around the aircraft.

4.1.12. All deck edges shall be equipped with safety bumper to prevent damage to the aircraft.

4.1.13. Testing in accordance with ANSI A14.7 Subpart 5.3.1.

4.1.14. Heavy-Duty foot operated floor lock pedals with rubber pad on base.

4.1.15. Labeled in accordance with ANSI A14.7 Subpart 7.2.
