STATEMENT OF WORK (SOW)

FOR

FUEL, OIL, AND GROUND SUPPORT

FOR HOLLOMAN AIR FORCE BASE OPEN HOUSE (7-8 MAY 2022)

Holloman Air Force Base, NM

15 Feb 2022

1. General/Background. The Holloman Air Force Base (AFB) 7-8 May 2022 Open House requires fuel, oil, and ground support services for aircraft performances and demonstrations. For example, marshalling services to coordinate refuel of aircrafts, acquisition of fuel and oil requirements, as well as fuel transportation and distribution.

1.1. Description of Services. The contractor shall coordinate and work with the Air

Boss, Open House Director, Air Operations Director, Ground Operations Director and designated point of contact from time of awarded contract to up to 90 days after the 7-8 May Open House for after action reports, paperwork, and continuity. The contractor shall provide materials, personnel and equipment needed for fuel, oil, and ground support. Requirements needed from Holloman AFB by the contractor shall be coordinated with the Open House Director and the designated point of contact.

1.2. Performance. One rehearsal day on 6-May and 2-day event on 7- 8 May.

1.2.1. Fuel and Oil Services

1.2.1.1. Contractor shall provide all fuel and oil requirements as directed to include delivery, transportation, and distribution to aircrafts.

• 100 Low Lead: 5,000 gallons

• Aeroshell W120: 68 gallons

• 25/60 Oil: 17 gallons

• Smoke Oil o 55 gallon drums: quantity 26 o 5 additional gallons

1.2.2. Ground Support Services

1.2.2.1. Hot ramp planning for aircraft parking layout and aircraft movement flow or a review of the plan as directed.

1.2.2.2. Risk assessment and crowd line requirements to include ensuring the hot ramp meets FAA regulations.

1.2.2.3. Marshallers with experience working with WWII era aircraft as well as modern military aircraft.

1.2.2.4. Coordination of event act timing for aircraft start and departure.

1.2.2.5. Crowd control around aircraft before the hot ramp is closed.

1.2.2.6. Aircrafts to be supported:

B-25 A-26 T-6 (qty 4) L-17 L-19

T-37 T-33 LC-126 C-45 U-3

PT-17 PT-19 Extra 300L BT-13 T-34

1.2.2.7. Ramp support vehicles with towing capabilities for all warbirds and equipped with the following items:

• Chocks

• Class C and Purple K fire extinguishers.

• Bolt cutters, entrenching tools, chains, and tie down straps.

• Miscellaneous tools for quick fixes, aircraft jumper cables and harness cutting tools.

• Tow bars for warbirds with tail wheel configuration.

1.2.2.8. Marshallers shall:

1.2.2.8.1. Have radios and monitor the Air Boss, Control Tower and Ground to keep abreast of the show timing, needs, and to assist participants keeping on schedule. The Lead Marshaller shall coordinate with the Air Boss and Tower.

1.2.2.8.2. Control and coordinate all aircraft start-up and ground movement.

1.2.2.8.3. Communicate fuel, oil, smoke oil and other needs for pilots.

1.2.2.8.4. Provide basic Crash-Fire-Rescue Support.

1.3. Holloman AFB Deliverables. Holloman AFB will provide the following items.

1.3.1. 1 Government 50-ton low-boy, 1 15-ton tractor, and 1 driver to assist in transporting fuel trucks from Alamogordo to Holloman AFB.

1.3.2. Meals provided during the event.

1.3.3. 1 Four-seat golf cart for use during rehearsal and event days.

1.3.4. Hot Ramp badges

1.3.5. Parking passes

1.4. Lodging. All lodging reservations and expenditures are the Contractor’s responsibility. However, the Government has blocked rooms at the local Holiday Inn to assist. Lodging may also be secured on base. See contact information below for rates and availability.
