Wetlands Acadian Cultural Center Flooring to Concrete Project - JELA

1. PARK INTRODUCTION

The Acadian exiles who settled along Louisiana's bayous created a distinctive Cajun culture based on life in a watery realm. The Wetlands Acadian Cultural Center (WACC), part of the Jean Lafitte National Historical Park and Preserve, has made it its mission to interpret the cultural and natural history of the Mississippi River delta region and make that history accessible to the Thibodaux community. The center shares the Cajun culture way of life through a film, special and permanent exhibits, musical performances, and boat tours of Bayou Lafourche.

2. PROJECT OVERVIEW

This project includes removal of a variety of carpet and tiles styles in the WACC Visitor and Performance Center and apply flooring treatment to the newly exposed concrete. In order to complete this project work, many items will require moving out of the subject space, and back into the spaces after the work is completed and cured. As a focus for this project, the historical character of the exposed concrete is intended to be preserved and at the same time the project will improve the durability of the flooring to visitor traffic and also be easier to keep clean. The existing flooring, which totals approximately 10,800 SF of carpet, tile, and associated adhesives on the flooring requires removal and disposal. Of this 10800 SF, approximately 500 SF is getting carpet replaced on the aisles in the Performance Center. The kitchen, an area of approximately 70 SF, has tiles found to have 3% Chrysotile Asbestos. This 70 SF requires hazardous material removal procedures and proper disposal. Refer to Attachment D: Asbestos Summary. After removal and prep work, approximately 10,300 SF of the concrete requires a 2-coat application of a flat/matte finish clear, not stained, epoxy/polyurethane concrete seal system with epoxy base and polyurethane top coat. Refer to Attachment A: Project Maps and Project Site Layout, for the location of the project and the location in the buildings of the various existing flooring types.

Offerors are encouraged to propose process improvements and industry best practices in their proposals.

3. REQUIRED SERVICES/TASKS

The Contractor shall provide all labor, tools, equipment, materials and supervision required to perform the following tasks:

Complete a site visit where physical investigation and measurements of all proposed components shall be completed for contractor’s field verification of dimensions, sizes, etc. A Field Verification Summary shall be generated and include a detail of all field verifications with any comments where field measurements differ from measurements in the SOW. This summary is required as a post-award submittal, and no work shall be completed before the Field Verification Summary submittal is reviewed and approved.

Prepare the space for demolition, including moving objects (prepared boxes, large items and furniture). Moving objects is limited to moving prepared boxes, large items and

Statement of Work furniture from and to all the rooms, to and from the approved, designated temporary storage area. It is recommended that the moving the items from the WACC Visitor Center into the lobby of the WACC Performance Center (as a designated storage area) be done before the Performance Center Floor. The contractor’s responsibility is to remove and return the items to the rooms by room labels. All papers, files and smaller items will be prepared in boxes. Also included in space preparation is setting up adequate ventilation, maintaining any required dust control, as well as sealing the HVAC system for the workspaces, as needed during the project.

Complete 10,800 SF of demolition of the existing carpet (approximately 8,980 SF) and tile components (approximately 1,715 SF), including the 70 SF of asbestos containing hazardous materials in the kitchen tile. The asbestos removal shall be completed by a state licensed asbestos removal professional (the proposed professional’s credentials shall be included as part of the project technical proposal). A copy of the asbestos disposal receipt from the disposal facility accepting the asbestos containing material is required as a closeout submittal. Refer to Attachment D: Asbestos Summary for the location of the approximately 70 SF of tiled area that contains asbestos. All carpet and tile removal and respective adhesives shall be done using non-destructive techniques to preserve the concrete’s historical character. Disposal of all demolition debris, both hazardous and non-hazardous shall be in accordance with an approved Debris Disposal Plan. Refer to Attachment A: Project Maps and Building Layouts for the flooring type locations.

For the 10,300 SF of concrete proposed natural concrete, repair concrete cracks and patch holes in the concrete to achieve a level surface for concrete sealing. After the concrete repairs have cured, clean the concrete surface. Complete a minimum of (3) three cleaning passes with water-based extraction machine or approved equivalent method to remove all dirt and dust prior to starting the next step. Floor shall be clean and dry. Inspection review must be completed with written approval from the CO prior to applying the concrete seal coat or completing any further steps. Refer to Section 4 for information on required inspections.

Over the 10,300 SF area, apply a 5-10 mil thick application of an approved low sheen, low VOC, low odor, clear epoxy base coat. Then, after the base coat has fully cured, apply a 2-3 mil thick application of an approved low sheen, low VOC, low odor, clear polyurethane top coat for a total of 2 full coats to seal the concrete floor. Specific seal coat options selected shall evaluate and consider moisture-vapor emission rate, and be rated for high traffic, high durability indoor application. All applications shall be completed in accordance with the approved manufacturer’s prescribed instructions. The seal coat shall be of a flat/matte finish and contain a polymer grit additive to help prevent a slippery surface. The proposed concrete flooring area shall be cleaned of all residues, free of adhesives and all grit/loose particles.

Install an approved new carpet on approximately 500 SF of pre-identified area in the theater of the Performance Center. The carpet is intended to provide a higher sound absorption than concrete and a quieter walking surface for theater shows. Carper shall be direct glue down and designed for the weighted roller application with increased anchorage in ramped areas. In order to provide increased resilience to use and stress to lengthen the life of the carpet, installation shall at a minimum be installed by trimming edges, butting cuts with seaming cement, and taping sewing seams. Carpet shall be similar to Aladdin Commercial carpet style AQ92, 2B105, or approved equal. All colors

Statement of Work shall be submitted for review and approved before purchasing or installation. Prior to new carpet installation, the flooring area shall be cleaned of all residues, free of adhesives and all grit/loose particles. No carpet installation shall be completed until an inspection has been completed and the contractor has received written approval from the CO that carpet installation can be started.

4. OTHER CONTRACTOR REQUIREMENTS

Due to the project in the Visitor Center involves closing the facility not only for the National Park, but also for the library space upstairs, the completion is on a strict timeline to make accommodations for closing the facility. There shall be a minimum of 30 days notification in writing to the CO and COR, before starting the flooring work in order to accommodate government and government employees to complete preparation for closing of the building and putting items in prepared boxes. Due to the community events schedule and this building being a public space, some dates may not be approved.

Prices shall be presented in a Schedule of Values form to facilitate pricing analysis for Proposal. Overhead, profit and other administrative costs shall not be listed independently and shall be incorporated in the item prices. The sum of the total construction cost on the Schedule of Values shall be equal to the proposal price. Refer to Attachment D Schedule of Values.

A Contractor Safety Plan is required for this project. Refer to the Safety and Environmental Compliance Section of this document. Because the building will be in use during the work, Life Safety and evacuation routes shall be maintained at all times.

Technical Proposal with project schedule to describe the plan to complete the project.

Contractors are encouraged to provide detailed and specific information on their proposal for the project. This document shall address the contractor’s plan to complete each and all of the six (6) bulleted tasks, as identified in Section 3. This document allows the review of the contractor’s plan to ensure the contractor possesses a thorough understanding of what is required to complete the work. The Technical Proposal shall address (i.e.: the name of) what person/group/subcontractor is doing what, and in what order with expected time durations. At a minimum, proposed persons/contractors shall be listed that will perform the following tasks:

o Field assessment and contractor verification site visit o Demolition preparation o Demolition and debris removal o Prepare concrete for seal coat o Apply concrete seal coat o Install carpet

A Technical Proposal is required as part of the proposal package and shall also be the basis/start for a Technical Approach, which shall be submitted and approved by the CO prior to starting any work.

This project requires a minimum of three (3) inspections, by the COR in person, under this contract. Park representatives and the COR are required to be at these inspections and require a minimum of 72 hours’ notice to the CO and COR. The three (3) minimum inspections shall consist of 1) the first day of the tile/carpet removal, 2) a final inspection

Statement of Work after all work has been complete and 3) any other, non-consecutive day between the other two inspections.

5. GOVERNMENT FURNISHED PROPERTY, MATERIALS & SUPPLIES

No Government Furnished Property (GFP) is part of this project.

6. WORKING HOURS

The contractor shall complete on-site work during normal business hour period of 7:30 am to 4:00 pm, Monday through Friday, excluding Federal holidays. Working outside these times and dates shall require a written request. Each request to work outside of normal business hours shall be date specific and shall be pre-approved by the CO and require minimum of 72 hours’ notice. Requests without this specified notification period will not be approved. The contractor shall coordinate specific on-site work schedule with the CO and COR through; 1) the submittal of a complete Project Schedule, and 2) through required weekly updates to the Project Schedule, to be delivered on Thursday or Friday for the following week. Approval of a submitted project schedule shall not consist of inherent approval for work outside of normal hours. While on site, the COR may be reached by mobile phone during these specified normal business hours.

7. PERIOD OF PERFORMANCE

All work shall be completed within 45 days after CO issues the contract Notice to Proceed. A critical timeline is required to minimize the building closure refer to section 4 for details on building closure notification requirements.

8. SAFETY & ENVIRONMENTAL COMPLIANCE

The contractor shall submit a Contractor Safety Plan and identify a single Safety Person in Charge with a clear transfer of responsibility in cases when there are alternates for all on-site work. In additional to these requirements, designated person(s) shall meet and demonstrate competency in all Occupational Safety and Health Act (OSHA) standards related to Competent Persons (CP) under 29 CFR 1910 through 1926 for the applicable areas related to this project. Additionally, for these identified areas and activities, Job Hazard Analysis (JHA) shall be included in developing the specific safety elements of the plan. The Contractor Safety Plan shall also include a separate subsection for COVID-19 safety provisions to specify the contractor’s methods to address CDC Guidelines while performing the project work.

The building will be used during the work so all occupied spaces shall have life safety/fire access to aisles, passageways, alleyways, entrances or exits shall be kept clear at all times.

All materials such as replacement carpet and concrete sealer shall meet fire and life safety code requirements. (e.g.: carpet shall comply with ASTM D2859, Standard Test Method for Ignition Characteristics of Finished Textile Floor Covering Materials)

The contractor shall comply with pertinent Environmental Protection Agency (EPA) laws and regulations.

The Park Safety Officer shall have the authority to issue restraint or cease-and-desist orders to the contractor when violations or unsafe acts are present and threaten Government and contractor employees or damage to Government property. The contractor shall notify the CO and COR immediately if issued a cease-and-desist order.

The contractor shall immediately report to the CO, COR and Park Safety Officer all accidents resulting in employee injury or death or damage to property while performing this contract. The incident may also require completion of an Incident Report Form.

9. MOTOR VEHICLE & TRAFFIC REGULATIONS

Contractor employees operating motor vehicles to and from the park shall possess a valid driver's license. All driver and vehicle permits, licenses, registrations and proof of insurance shall be maintained in the vehicle at all times and made available upon request. Contractor employees shall comply with federal vehicle motor law requiring seat belts be worn at all times. Contractor employees shall adhere to the posted speed limits.

10. EMPLOYEE IDENTIFICATION BADGES AND PARKING

All contractor employees shall comply with parking procedures provided by the Park. If applicable, Contractor employees shall return any Park issued personal or vehicle identification badge/insignia immediately upon termination of employment or completion of this contract. In addition, all Contractor employees shall wear identifiable clothing on the work site, so park personnel and visitors know they are Contractors.

11. SUBMITTAL REQUIREMENTS LIST (POST-AWARD)

The following items are to be submitted after the contract award. All submittals shall be approved prior to ordering or starting any work.

Completed Schedule of Values form. A reviewed and approved Schedule of Values is required for the evaluation of the project’s progress payments. The submitted Schedule of Values shall be based on the version from the proposal phase of the project. Refer to Attachment D.

Proposed Project Schedule. An approved Project Schedule is required for weekly updates to the project to track the project’s progression and to allow park personnel to prepare for project milestones.

Technical Approach to complete the work is required for review and approval prior to starting any physical project work. The Technical Approach shall be based on the Technical Proposal from the proposal phase of the project.

Field Verification Summary submittal is required. Refer to the Required Services/Tasks Section for details on the Field Verification Summary’s requirements.

Debris Disposal Plan is required. This plan shall describe which specific debris disposal facility is being proposed and how records of debris taken from the site are tracked at the selected debris disposal facility. A sample receipt for debris is recommended as part of the submittal. Project materials shall not be dumped or disposed of improperly.

Contractor Safety Plan is required, which shall include a ventilation plan which shall address dust control and organic fumes mitigation. Additionally, a hazardous material removal plan addendum shall be included as part the Safety Plan. Further, an inclement weather response plan is also required. Refer to the Safety and Environmental Compliance Section of this document.
